SECONDMENT AGREEMENT

KNOW ALL MEN BY THESE PRESENTS:

This Secondment Agreement (Agreement) made and entered by and among:

The ILOCOS NORTE NATIONAL HIGH SCHOOL, with School

Identification No. ___________________, a public high school, with principal address
at Brgy. 4, Ablan Avenue, Laoag City, Ilocos Norte, herein represented by its School
Principal, MRS. NIDA VERDADERO, hereinafter referred to as the MOTHER
AGENCY;

The PROVINCIAL GOVERNMENT OF ILOCOS NORTE, a local

government unit organized and existing under Philippine laws, with principal address
at Provincial Capitol Building, Rizal Street, Brgy 10 San Jose, Laoag City, Ilocos Norte
herein represented by its Governor, Honorable IMEE R. MARCOS, hereinafter
referred to as the RECEIVING AGANCY; and

MARY JANE P. LEAO, of legal age, Filipino, married, and with residence
at Laoag City, Ilocos Norte, herein referred to as the SECONDED EMPLOYEE;

WITNESSETH:

WHEREAS, the SECONDED EMPLOYEE is currently engaged by the

MOTHER AGENCY as a Secondary School Teacher;

WHEREAS, the RECEIVING AGENCY is in need of a consultant with full

supervisory powers over Senior High School of the Provincial Government of Ilocos
Norte to oversee the implementation of all Senior High School plans and Technical
Vocational (TechVoc) programs;

WHEREAS, the SECONDED EMPLOYEE possesses the education,

experience and skills required to perform the job needed by the RECEIVING
AGENCY;

WHEREAS, the MOTHER AGENCY signifies its intention to supply the

RECEIVING AGENCY, to which the latter has accepted, the services of the
SECONDED EMPLOYEE in undertaking the role of a Plan/Program Consultant for
the duration of the term as hereinafter specified;

WHEREAS, the SECONDED EMPLOYEE has concurred to and voluntarily

accepted the above-mentioned agreement;

WHEREAS, the SECONDED EMPLOYEE hereby attests the she is not related
within the third degree (fourth degree in case of LGUs) of consanguinity or affinity to
the: 1) hiring authority and/or 2) representative of the RECEIVING AGENCY; that she
has not been previously dismissed from government service by reason of an
administrative offense; and that she has not already reached the compulsory retirement
age of sixty-five (65);

NOW THEREFORE, for and in consideration of the above premises, this

Secondment Agreement is executed in accordance with the following terms and
conditions:

I. OBLIGATIONS AND RESPONSIBILITIES OF THE PARTIES

1. The MOTHER AGENCY hereby authorizes and designates herein

SECONDED EMPLOYEE as Consultant for Senior High School Plans and
Technical Vocational Programs of the Provincial Government of Ilocos Norte
for the period of January 1, 2017 until December 31, 2017;

2. The SECONDED EMPLOYEE, pursuant to the above authorization and

designation, shall perform the following duties and functions:
a. Shall supervise and assist in the full implementation of the Technical
Vocational (TechVoc) programs as well as Senior High School plans;
b. Shall liaise possible donation, assistance and support for the
development of educational programs;
c. Shall submit periodic report on transactions and accomplishments to
both the MOTHER and RECEIVING AGENCIES for their guidance
and information; AND
d. Shall perform such other duties and responsibilities as the RECEIVING
AGENCY may direct;

3. The RECEIVING AGENCY, in consideration of the above duties and

responsibilities of the SECONDED EMPLOYEE, shall pay the latter a monthly
salary in the amount of Ten Thousand Pesos (Php 10,000.00), chargeable
against the Other Maintenance and Operating Expenses of the Provincial
Education Office;

II. EFFECTIVITY

This Agreement shall be in force and effect upon the signing of all the parties hereof
and shall be renewable for the same period upon the mutual agreement of the latter.

III. CONSTRUCTION

Nothing in this Agreement shall be construed to have the following effect:

1. Forming or recording any relationship of employer and employee between the

RECEIVING AGENCY and the SECONDED EMPLOYEE;
2. Constituting or establishing any partnership or joint venture between the parties
to this Agreement for any purpose whatsoever;
3. Considering and accrediting the services hereunder rendered by the
SECONDED EMPLOYEE as government service; AND
4. Entitlement of the SECONDED EMPLOYEE to all the benefits enjoyed by the
regular personnel of the RECEIVING AGENCY.

IV. AMENDMENT and TERMINATION

1. Any amendment that may be effected herein shall be upon the mutual agreement
of all the parties;

2. Any violation of the provisions of this Agreement shall be ground for

discontinuance and termination thereof without prejudice to the filing of
disciplinary action against the party responsible therefor;
3. This Agreement may be terminated by the RECEIVING AGENCY before the
end of such period by giving a notice thereof to the MOTHER AGENCY and
the SECONDED EMPLOYEE at least thirty (30) days prior to the intendment
termination date; Provided that the RECEIVING AGENCY may terminate at
any time the services of the SECONDED EMPLOYEE for just cause.

foregoing instrument which is a SECONDMENT AGREEMENT, consisting of three (3) pages
