Dear Mr. Harary,
Carmel-by-the-Sea has a substantial Capital Improvement Program, as presented t o City Council in March 2017. While the
largest expenditures are anticipated to be infrastructure projects, many of the City's municipal and cultural facilities need repair
and upgrade. LCA Architects is adept at providing as-needed services to our municipal clients, responding to both critical need
and planned upgrades. In addition to our municipal/cultural experience and expertise, LCA Architects' value is expressed in
relation t o your selection criteria :

Staff Availability: LCA has 33 employees currently working on projects from Salinas to Wendover, NV. Our clients are located
throughout the Western US and we are considered in selecting opportunities as to our ability to serve our clients with
excellence.
Familiarity w/ Carmel-by-the-Sea: from the Mediterranean climate to characteristic uneven pavement, your City is indeed
unique. We will retain this character and enhance the natural coastal beauty as it pertains to the work we undertake. Having
worked throughout the Monterey Peninsula over the last 2o years, we have designed within these parameters on many
occasions.
Similar Experience: LCA has completed projects with identical scope to those listed in your CIP on all manner of municipal
facilities. We specialize in working with public safety and public works departments and have a deep portfolio of historic and
cultural work.
Organization: You will have a single point of contact, Carl Campos, supported by a flexible organization, scalable to project
complexity.

The Julia Morgan-designed YWCA of Oakland is a cultural and social resource of incredible value to City_
of Oakland. The 5-story multi-use facility, built in 1915, is listed on the National Register of Historic___ _
Places. LCA Architects prepared background analysis and justification documents necessary to obtain__
FEMA funding following earthquake damage, state historic preservation office approvals, culminating in
restoration of exterior facades and interior finishes, and building code and ADA accessibility upgrades. _
The ornate plaster capitals and wood embellishments were retained while the buildings structure was _
reinforced and its electrical and plumbing systems replaced. Each plank in the 12 foot high paneling in _
the gymnasium was removed and catalogued to that it could be returned to its exact position. Original _
fixtures such as lighting, sinks and toilets were saved to retain the buildings historic fabric. Even the__ _
radiators in the building were retained. The building includes auditorium, performance stage,_________
conference/banquet facilities, residential units, and administrative space._________________________
