Panel 1 - Future of Europe: Chances of closer economic, fiscal and social union.
Dr. Theo Waigel was the longest-serving Federal Minister of Finance of the Federal Republic
of Germany, from April 1989 to October 1998. He was Finance Minister at a formative time
for Germany including during unification and played a key role in European monetary
union and the formation of the euro. Dr. Waigel started his career in public office as a member
of the Krumbach County Council, and became a member of the Bundestag in 1972. He was a
Personal Assistant to the Under Secretary of State at the Bavarian Ministry of Finance from
1969 to 1970, then to the Bavarian Minister of State for Economic and Transportation Affairs
from 1970 to 1972. He has held a number of leadership positions with the Christian Social
Union (CSU) through the years. From 1971 to 1975, he was Chairman of the Junge Union
Bayern, the junior arm of the CSU in Bavaria, then Chairman of the CSUs Doctrinal
Commission from 1973 to 1988. From 1982 to April 1989, he was Chairman of the Bavarian
CSU faction in the Bundestag and First Vice-Chairman of the CDU/CSU parliamentary group.
From 1988 to 1999, he was Chairman of the CSU. After leaving public office, Dr. Waigel
practiced as a lawyer in the law firm GSK Stockmann + Kollegen in Munich from 1999 to
2014, and he was the Compliance Officer at Siemens from 2009 to 2012. As of 2016, he is Of
Counsel at WAIGEL Rechtsanwlte in Munich. He studied at the Universities of Munich and
Wrzburg and holds a doctorate in Legal and Political Science and is an Honorary Doctor of
Law of the University of South Carolina.

Henri Malosse (born 6 October 1954 in Montpellier, France) is a French representative of the
business world and the 30th President of the European Economic and Social Committee
(EESC) (April 2013 - October 2015).

Prof. Dr. Martin R. Stuchtey is founder and managing partner of SYSTEMIQ Ltd, a
specialist firm for innovation and investment in the natural resource space. Before founding
SYSTEMIQ Martin has worked for the McKinsey & Co for twenty years. There he served
clients in a range of sectors, from transportation to energy and infrastructure. In 2006, Martin
co-founded McKinsey's Sustainability Practice, working with numerous corporate,
government and social sector clients on the challenges of climate change, water scarcity,
ocean degradation and resource depletion at large. Much of his work was dedicated to circular
industrial systems. He initiated together with Ellen MacArthur the Circular Economy
Initiative at the World Economic Forum. He has been a strategic advisor to the World
Economic Forum and is the author of many articles, TV and radio broadcasts of resource
management. Most recently, plastic leakage into the oceans emerged as a major field of work

at the inter section between ocean resource management and circular economy thinking.
He is the author of the book A Good Disruption Redefining Growth in the Twenty-first
Century together with two co-authors. The book is outlining a completely new industrial
paradigm based on net positive thinking, disruptive technology and new business models.
He is a professor at Innsbruck University for Resource Strategy and Management. Prior to
joining McKinsey, Martin served as a company commander in the German Alpine forces and
worked as geologist on mining projects in Southern Africa. Martin Stuchtey holds a BSc.
Hons.-degree in economic geology/mineralogy from Rhodes University (South Africa), a
Masters in business economics from the Coblence School of Management WHU
(Germany), an MBA from Lancaster University (UK) and a PhD in regional economics from
the Technical University of Dresden. Martin is married and has six children, he lives in
Pcking and on his farm in Austria.

She is holder of the Professorship. Director of the Institute of Political Science and Sociology.
Professorship of European Studies and International Relations. Institute of Political Science
and Sociology. University of Wrzburg.
She studied Political Science at the Institut dEtudes Politiques in Grenoble, France and at the
Geschwister-Scholl-Institut in Munich, Germany. 1986, she received her PhD with the topic
Assessing the Effects of Technology (Peter Lang Publishers, Frankfurt 1987) advised by
Prof. Dr. Kurt Sontheimer. From 1986 to 1994, she was a Lecturer at the Geschwister-Scholl-
Institut under the Chair of the Department Prof. Dr. Kurt Sontheimer. In 1995, she made her
Habilitation (highest postdoctoral degree at the University for a Professor) with the title The
Institutional Dimension of Environmental Policy. A Comparative study of France, Germany,
and the European Union (Nomos Publishers, Baden-Baden 1996). From 1995 to 1999, she
was acting as Professor at the Universities Trier and Wrzburg.. Since 1999, she is (Full)
Professor for Political Science at Wrzburg University with International Relations as the
main area of focus.

Pawe Bogdan Adamowicz (born 2 November 1965, in Gdask) is the mayor of the city of
Gdask, Poland, and a Civic Platform party politician. He studied law at the University of
Gdask, where he also became a prominent student movement member. He was one of the
organizers of the 1988 strike and became the headperson of the strike committee. Between
1990 and 1993 served as a vice-rector at his alma mater. In 1990 Adamowicz was elected a
member of the City Council in Gdask and held this post until 1998, when he was elected the
Mayor of Gdask.

Guillaume Klossa (born in 1972) founded the European Paris-based think-tank EuropaNova
in 2003, a focusing on European general interest and on federating young opinion-makers. On
the 9th of May 2016, just before the British referendum, he initiated the European civic plate-
form Civico Europa ( civico.eu). Professionally, he is a director of the European broadcasting
Union / Eurovision (since 2013). Previously he was sherpa to the European Council (reflection
group on the future of Europe) and special adviser to the minister in charge of the last French
presidency of the EU. A Writer and a professor (HEC, College of Europe...), he just published
the joint report ' the European way for a better future' at the request of both presidents of the
European Commission and Council. He is presently contributing to a transnational big data
project to reinvent European democracy within Civico Europa. His last book 'une jeunesse
Europeenne' (Grasset) was in the selection of the European book prize.

Catherine Vieilledent Monfort, active in the university for ten years in France and in the
United States, alumna of the Ecole Normale Suprieure (1976-1981) and of the Ecole
nationale d'administration (1990-1993), entered the European civil service in 1994. She
worked in various services and has been working in DG Translation since 2005, first as Head
of unit, then as policy officer in charge of the mainstreaming of multilingualism and of Studies
on translation and multilingualism (full list). She is chief editor of Radio Ekonomika, a weekly
broadcast supporting the training of translators. She is Secretary general of UEF Groupe
europe since 2006 and was a member of the Board for the Permanent Forum of European
