EXECUTIVE SUMMARY

Aside from fire prevention and suppression functions, the Bureau of Fire Protection is also
tasked to respond to all kinds of disasters and calamities be it man-made or natural, fire-related
or otherwise and perform rescue and retrieval operations whenever possible to all affected
citizens.

CHAPTER 1 INTRODUCTION

Organizational Profile / Sector

Pursuant to Republic Act 6975 (RA 6975) otherwise known as Department of the Interior
and Local Government Act of 1990, the Bureau of Fire Protection (BFP) is mandated to prevent
and suppress all kinds of destructive fires on buildings, houses and other structures, forest, land
transportation vehicle and equipment, ships or vessels docked at piers or wharves or anchored
in major seaports, petroleum industry installations, plane crashes and other similar incidents, as
well as the enforcement of the Fire Code and other related laws. Furthermore, the BFP is also
the sole authority in investigating all causes of fires and, if necessary, filing of proper complaints
with the city or provincial prosecutor who has jurisdiction over the case. In the event of a national
emergency, the BFP upon the direction of the President shall assist the Armed Forces of the
Philippines (AFP) in addressing such nationwide calamities and/or disasters. It is through these
functions and responsibilities that BFPs mission is anchored we commit to prevent and
suppress destructive fires, investigate its causes, enforce Fire Code and other related laws,
respond to man-made and natural disasters and other emergencies.

In order to effectively implement the plans and programs of the Department and of the
Bureau in general, provisions under the said Act authorizes the establishment of a regional office,
to be headed by a Regional Director, in every administrative regions of the country. Under these
Regional Offices are the Provincial Offices and/or District Offices which will monitor, evaluate and
coordinate the operations and activities of the fire service operating units at the city and
municipal levels. Thus, the need to establish at least one (1) fire station in every City or
Municipality with sufficient personnel, firefighting facilities and equipment in accordance with
the standards, rules and regulations as may be promulgated by the Department. These City
and/or Municipal Fire Stations are responsible for the fire protection and emergency services
such as rescue and evacuation of injured people at fire-related incidents and, in general, all fire
prevention and suppression measures to secure the safety of life and property of citizenry.

There shall be established at least one (1) fire station with adequate personnel, firefighting
facilities and equipment in every provincial capital, city and municipality subject to the standards,
rules and regulations as may be promulgated by the Department. The local government unit shall,
however, provide the necessary and or site of the station.
