MEMORANDUM OF UNDERSTANDING
between
U.S. DEPARTMENT OF JUSTICE,
OFFICE OF COMMUNITY ORIENTED POLICING SERVICES
and
MEMPHIS POLICE DEPARTMENT.
for
COLLABORATIVE REFORM INITIATIVE FOR TECHNICAL ASSISTANCE,
The Office of Community Oriented Policing Services (COPS Office) is responsible for
advancing public safety through the practice of community policing by the nation’s law
enforcement agencies through technical assistance and grant resources. The community policing
philosophy promotes organizational strategies that support the systematic use of partnerships and
problem-solving techniques to proactively address crime and public safety issues.
‘The COPS Office developed the Collaborative Reform Initiative for Technical Assistance (CRI-
TA) in 2011 in order to partner with law enforcement agencies that may need assistance on a
wide variety of issues affecting law enforcement. The purpose of CRI-TA is to provide technical
assistance to local law enforcement based on their identified needs and requests.
To continue the agency’s participation in the Collaborative Reform Initiative, we ask that the
agency commit to the following:
1. Assign a key point of contact designated by the chief law enforcement executive to
‘coordinate with the COPS Office on the development and delivery of technical
assistance.
2. Asappropriate and needed, provide access to relevant departmental records, data, and
activities in order to support technical assistance efforts.
3. Provide review and input on the technical assistance work plan prior to the initiation
of services.
4. Disclose any real or apparent conflicts of interest before commencement of work and
prompt identification of any conflicts that may arise throughout the duration of the
project.
5. Asneeded, coordinate meetings with officers and civilians of varying ranks within
the agency, members of community organizations, and other stakeholders to support
technical assistance efforts.
The Department of Justice, COPS Office commits to the following:
1. Assign a key point of contact designated to coordinate with the agency on the
development and delivery of technical assistance.

agency.
3. Provide the agency with technical assistance resources.
4, Organize and arrange for subject matter experts, as appropriate, to support technical
assistance efforts.
5. Communicate regularly with the agency point of contact on status of technical
assistance efforts.
6. Complete all technical assistance efforts by August 2018.
Before work can formally commence on your project, the chief law enforcement executive and
chief government executive must sign, date, and return this Memorandum of Understanding
(MOU) to the COPS Office. This MOU supersedes and replaces any previous agreements,
including the MOA executed on March 20, 2017. This MOU is not an obligation of funds nor
does it create a legally binding commitment. Nothing in this MOU creates an employment
relationship with the Federal Government or requires any provision of benefits incident to
employment. This MOU may be modified by the COPS Office; the agency also may request
modification(s) that will be adopted if agreed to by all parties. By signing this MOU, all parties
understand and agree to the expectations outlined in this MOU.
