and evaluation particularly

technical support to both
educational and examining
agencies in the States/UTs.
The Department's vision is to
institutionalise evaluation as a powerful,
inexpensive, valid and reliable instrument
for assessing students' performance with
regard to their growth, development and
achievement in different areas. Besides,
evaluation is to be used as an effective
instructional strategy for bringing about
qualitative improvement in education.
The department also visualises that the
evaluation process must be humane,
learner friendly, transparent and stress

Continuous would mean integrating

would mean that the evaluation
would encompass all the dimensions
of pupil growth i.e. cognitive, affective
and psychomotor.

Development and T ryout of
Diagnostic Tests in Languages and
Mathematics at Primary Stage :
Exemplar Diagnostic Tests in Languages
(English and Hindi) and Mathematics for
Class III have been developed in English
medium. The number of tests is
approximately 30 in each subject.

Examination from Rural Schools : The
study was taken up with a view to know
the performance of students who

appeared for examination from rural achievement of students in two curricular

schools and to examine the trends in
achievement over last five years. The
related data was collected from Madhya
Pradesh which was analysed in the light
of objectives of the study. The report of
the study has been prepared.
A Study of the Per formance of
Awardees in NTS Examination vis--
vis Performance in Secondary Board
Examination : The data received from NTS
section of the Department has been
analysed on computer in the light of the
objectives of the study. The report of the
programme is in the process of preparation.
Mid-Term Achievement Survey at the
End of Class V : This study is under SSA
conducted to gauge the achievement of
students in three curricular areas i.e.
Language, Mathematics and Environment
Studies. Test and questionnaires were
administered in all States and UTs and
data is being collected.
Baseline Achievement Survey at the
End of Class III under SSA : This study
is undertaken under SSA. The data of one
lakh students, 5300 schools and 9000
teachers was collected and analysed. The
areas of Language and Mathematics was
assessed. The National Report was shared
with MHRD and 4th Joint Review Mission
under SSA.
Achievement Survey at the End of
Upper Primary Stage : The data
received from the Computer Centre of the
Council has been handed over to
computer agency outsourced its services
for data analysis as per analysis plan. The
firm has been given time till mid-July for
preparing tables in the desired format.
States and National Report will be raised
on receipt of the data in the analysed form.
World Education Indicators Survey
of Primary Schools in India : The survey
has been conducted in four States namely,
Assam, Madhya Pradesh, Rajasthan and
Tamil Nadu. The three questionnaires
namely, School, Teacher and Annex to
Teacher were adapted and translated in
three languages namely, Hindi, Assamese
and Tamil. The questionnaires were
administered to teachers, teaching Class
IV in about 1100 sampled schools from
the four States. The data has been
forwarded to UIS for analysis.

Development
Seminar-cum-Workshop for Review of
National Talent Search Scheme : A
Seminar-cum-Workshop for Review of
NTS Scheme was organised from
16.11.2005 to 19.11.2005. The first two
days were devoted to paper presentation
on the concept of talent, researches in
talent search and scheme preparation
while during last two days a modified
scheme of talent search was marked out.
After the seminar a discussion paper
on the NTS scheme was developed
containing the two proposed schemes for
National Talent Search one at the end
of class VIII and the other at the end of
class XII. The paper was widely circulated
for discussion.
Tryout and Finalisation of Distance
Education Course Material for
Certificate in Educational Evaluation :
The objective of the project was to try out
and finalise the distance education course
material for certificate course in
educational evaluation. For this, the
course material was sent to target
teachers to get feedback and a workshop
was called for the purpose. On the basis
of feedback, the distance education
course material in educational evaluation
has been finalised.
Training and Extension
Capacity Building in Educational
Evaluation : Under this programme the
department organised two training
programmes for the key resource
persons/paper setters of the Boards of
Jammu & Kashmir and Goa. An
orientation programme for teachers of SC
dominated areas of Uttar Pradesh in
Educational Evaluation was organised at
SCERT, Lucknow. Capacity Building
Programme for Primary School Teachers
of Tribal Areas of Madhya Pradesh in CCE
was also organised. Capacity Building
Programmes for state resource persons in
error analysis in Social Sciences and
Languages, question paper analysis and
preparing detailed marking scheme, and
writing items for MAT and SAT were
organised for Manipur, Punjab and
Mizoram states respectively.
Implementation of the Pilot
Programme of National Talent Search
Scheme for School Dropouts : NCERT
conducted examination for National
Talent Promotion Scheme for School
Dropouts to award 100 scholarships. The
scheme was launched for a period of one
year on a trial basis.
Chacha Nehru Scholarship for
Artistic and Innovative Excellence :
NCERT launched a new scheme namely
Chacha Nehru Scholarship for Artistic
and Innovative Excellence for award of
150 scholarships to the students
studying in Classes IX to XII. The scheme
is launched in collaboration with National
Bal Bhawan. The scholarship will be
awarded to the students in the field of
Creative Performance, Creative Arts,
Creative Scientific Innovation and Creative
Writing who participated in Bal Shree
Programme at the national level of
National Bal Bhawan.
Conduct of Nurturance Programme
for NTS Awardees : Two Nurturance
Programmes for NTS awardees were
conducted one each for Karnataka at
Bangalore from 26-30 December 2005
and the other for North Eastern States at
Shillong from 27-31 December 2005.
These programmes were aimed at content
enrichment and personality development
of the NTS awardees.
Scholarship and Awards : The
department conducts National Talent
Search Examination and awards
scholarships to the selected 1,000
students every year. Out of these 225
scholarships are reserved for SC and
ST awardees. This year also the
examination was conducted and

scholarships were awarded. The
table indicating state-wise number
of scholarships awarded during
2005-2006 is given on page 79.
Major Contributions of the Faculty
Prof. Sarla Rajput , Head was
associated with different Achievement
Surveys. She acted as a member of
NEGAEE and attended various meetings
to develop Systemic Quality Indicators.
She finalised two units of the Distance
Education Course material for Certificate
in Educational Evaluation for Secondary
Teachers. She coordinated one capacity
building programme for teachers
teaching tribal students in tribal
dominated areas of Madhya Pradesh.
Besides, she worked as a team member
in the programmes conducted with J &
K Board, Manipur Board and U.P.
SCERT. She also acted as team member
in the programme with Mizoram SCERT
for orienting paper setters in MAT and

SAT for State Level NTS examination. She
contributed in the Seminar -cum-
Workshop for Review of National Talent
Search Scheme. A Handbook titled
"What Primary Teachers Need to Know
about School-based Evaluation", is
under print and a paper titled
"Feasibility Study of Continuous and
Comprehensive Assessment of Primary
Students" published in Studies in
Educational Evaluation, Vol. 31 (Israel)
are to her credit.
Prof. Mamta Agrawal coordinated the
activity of the try-out of the Distance
Education Course Material in
Educational Evaluation and organised a
feedback contact programme to finalise
the material. She organised the Seminar-
cum-Workshop for the Review of National
Talent Search Scheme in November 2005
and developed two papers in co-
authorship. She also prepared the
discussion paper on NTS Scheme. She
coordinated the programme on Error

in the Journal of Indian Education.

Prof. V.P. Gupta conducted the research
study entitled, "Performance of Students
appearing in Public Examination from
Rural Schools." The report on the
performance of rural students vis--vis
urban students appeared in public
examination of Class X from Board of
School Education, Bhopal (M.P.) was
prepared. He conducted two orientation/
training programmes for the Punjab and
Goa Boards of School Education for
capacity building of key resource persons
in framing good questions and paper
setting for public examination of Classes
X and XII. In addition, being the member
secretary of the Focus Group on Early
Childhood Education, meeting of the
Group was organised to evolve a road
map on action plan visualised in the
position paper.
Prof. V.K. Jain planned and organised
the Second Level National Talent Search
Examination and NTPS 2006 as
In-charge of National Talent Search
Scheme. He also developed the new
scheme 'Chacha Nehru Scholarship for
Artistic and Innovative Excellence' for
award of 150 scholarships to students
studying in Classes IX to XII. The Scheme
is launched in collaboration with National
Bal Bhawan. The scholarship will be
awarded to students in the field of Creative
Peformance, Creative Arts, Creative
Scientific Innovation and Creative Writing

He is also the National Project Manager of

Dr. K.Chandrasekhar, Lecturer was
