throughawaterbottleacrosstheroomthatbackedoverapopcansbillingsodaonthefloor.NRsmother
disciplinedtheboyandsenthimtohisroom.SheneededtocooloffsoshewentforadriveleavingNR
andherdaughterwithSTEVENROBERTGOOSSEN(DOB:07/06/1960).

GoossenlockedNRinhisbedroomandtheboyyelledforhelp.Goossencameintotheroomandtaped
theboyslegstogetherandhishandsbehindhisback.Goossenslappedtherightsideoftheboysface
andpushedhimdown.Goossenthentapedtheboysmouthshutbyrunningtapeallthewayaroundhis
head.GoossenremovedtothelightbulbsfromtheroomandlockedNRinadarkenedroom.

WhenNRsmothercamehomesheheardtheboywhimpering.Shethoughthewasjustupsetfromthe
originalincidentanddidntthinkmuchofitatthetime.Afewminuteslater,NRcameoutofhisroomand
hismothersawhehadtapearoundhisneck.Sheaskedtheboywhathadhappenedandhetoldher
Goossenhadtapedhismouthshut.NRsmothercutthetapeofftheboysneckandsawhealsohadtape
onhiswrists.NRtoldhismotherthatGoossenhadtapedhiswrists,legs,andmouthbeforehelockedNR
inhisroom.

PolicerespondedandspoketoGoossen.Goossensaidhisgirlfriendssondoesntlistensoshe
whoopedtheboysassearlier.Sheleftbecauseshecouldnttaketheboyanylonger.Theboywas
bangingonthewallsanddoorssoGoossentooksometapeandtapedtheboyupsohecouldntbangon
stuffanymore.Goossentapedtheboyshandsbehindhisback.Hetapedtheboyslegsandmouth,and
Goossentookthelightbulbsfromthebedroomsotheboywouldgotosleep.Goossensaidhehadto
physicallyrestraintheboywhenheputtapeonhim.

Goossenwasarrested.

andreleasedfromcustody,withorwithoutbailorrecognizance,whointentionallyfailstoappearwhen
requiredafterhavingbeennotifiedthatafailuretoappearforacourtappearanceisacriminaloffense,or
afterhavingbeenreleasedonanorderorconditionthatthereleaseepersonallyappearwhenrequiredwith
respecttothechargeorconviction,isguiltyofacrimeforfailuretoappearandmaybesentencedtonot
morethanone-halfofthemaximumtermofimprisonmentorfine,orboth,providedfortheunderlyingcrime
forwhichthepersonfailedtoappear,butthismaximumsentenceshall,innocase,belessthanatermof
imprisonmentofoneyearandonedayorafineof$1,500,orboth.
