Letter of Technical Bid
(a) We have examined and have no reservations to the Bidding Documents, including Addenda issued in
accordance with instructions to Bidders (ITB) 8;
(b) We offer to execute in conformity with the Bidding Documents the follow Works: Construction New BNCTL
Branch Office for Sucursal de Oecusse Ambeno
(c) Our Bid consisting of the Technical Bid the Price Bid Shall be valid for period of Ninety (90) days from the
date fixed for the bid submission deadline in accordance with the Bidding Documents, and it shall remain
binding upon us and may be accepted at any time before the expiration of that period;
(d) We, including any subcontractors or suppliers for any part of the contract, do not have any conflict of
interest in accordance with ITB 4.3;

(e) We are not participating, as a Bidder or as a subcontractor, in more than one bid in this bidding process in
accordance with ITB 4.3,, other than alternative offers submitted

Bid Securing Declaration
We understand that, according to your conditions, bids must be supported by a Bid Securing
Declaration.
We accept that we will automatically be suspended from being eligible for bidding in any contract with the
Barrower for the period of time of Two Years starting on the dealine for submission of bidsbids, if we are
in breach of our obligation(s) under the bid conditions, because we:
(a) have withdrawn our Bid during the period of bid validity specified in the Form of Bid; or
(b) having been notified of the acceptance of our Bid by the the Employer during the period of bid
validity, (i) fail or refuse to execute the Contract, if required, or (ii) fail or refuse to furnish the
Performance Security, in accordance with the ITB.
We understand this Bid Securing Declaration shall expire if we are not the successful Bidder, upon the
earlier of (i) our receipt of your notification to us of the name of the successful Bidder; or (ii) twenty

Method Statement
The work method for the Construction of New BNCTL Branch Office for Sucursal de Oecusse Ambeno,
are divided into 6 (six) steps as follow:

a. Construction progress:
1. Measurement & Form works; measuring and installation of the form work
2. Excavation; soil excavating
3. Stone masonry; installation work for stones
4. Back fill & fill; soil back fill work including in the necessary areas that need to be filled
5. Concrete; installation work for concrete, blockwall and plastering
6. Roof; installation work for roof and ceiling
7. Hardwood; installation work for doors, windows and ventilations
8. Ceramic; installation work for ceramic tile and ceramic wall
9. Electrical; installation work for lamps, switches, outlets and NCB
10. Plumbing and sanitation; installation work for waste pipe, water pipe, handbasin and toilet
11. Painting; painting work for wall, ceiling and timber
12. Controlling & monitoring; to keep the high quality of the construction work, there is very
essential to have the professional and technical staff in this project site from the contractor
itself and the supervising consultant
b. Reports
1. Weekly report; a collection of daily reports during the implementation of the construction
work
2. Monthly report; a collection of weekly reports
3. Final report; it is a complete report from the whole progress of the implementation of the
construction work of the project
c. Final joint inspection; It is a site inspection to be implemented by the contractor, supervising
consultant and the BNCTL team after the construction work is 100 percent finished/completed
d. Demobilization; re-transport all the construction work equipments and other residue
construction materials from the project site
6. Handing over the result of the project construction to the owner (BNCTL)

3. 1-2 local people will be employ as security guards for the site overnight

The contractor should maximize the use of local materials and services that available in the local
market to implement the project such as: construction workers, sand, stone, timber and so on.
