1.0 INTRODUCTION
MOL Pakistan Oil & Gas Co. B.V. is the Operator of the TAL Exploration Block in
Kohat District of Khyber Pakhtunkhwa Province of Pakistan. The Tal Block is operated
under a Joint Venture with Oil & Gas Development Corporation Limited (OGDCL),
Pakistan Oil Fields Limited (POL), Pakistan Petroleum Limited (PPL) and Government
Holding (Private) Limited (GHPL). MOL Pakistan, defined here as MOL, operates three
gas processing plants in this area to exploit reserves from Manzalai, Mamikhel,
Maramzai and Makori East gas fields.

Tecon Engineering GmbH is the FEED contractor and GASCO is involved as EPCC
contractor for the Permanent Field Compression Project. The objective of the project is
to install compression facilities Makori East gas fields to cater for declining reservoir
pressure and hydraulic limitations imposed by the existing gathering system network.
The compression facilities will aid in enhancing fields productivity and sustain the
pressures required at plant inlet for further processing and gas export. The new single-
stage compressor packages will deliver a pressure of 1350 psig.

2.0 SCOPE / OBJECTIVE


This specification covers the minimum requirements for installation of automatic
sprinklers system along with deluge valve over three compressors to be installed at
Makori GPF.

The intent of this specification is to describe the minimum acceptable parameters for the
design, selection, and procurement of sprinklers, deluge valves and other necessary
axillaries required for construction and commission of the automatic sprinklers system.
Fire & Gas detection system is not the part of this specification and it shall be procured
separately, however, the activation of the automatic system shall be linked up with this
F&G system.

It is not the intent of EPCC CONTRACTOR to deviate from good engineering practices
and latest innovation. The absence of any specifications shall imply that the best
engineering practices shall prevail, utilizing first quality workmanship and new
materials. Where different standards are specified, the most stringent shall apply.

3.0 GENERAL
3.1 DEFINITIONS

Following definitions apply throughout this document:

3.4 ERRORS OR EMISSIONS

The review and comment by the OWNER of any SUPPLIERS drawings,


procedures or documents shall only indicate acceptance of general
requirements and shall not relieve the SUPPLIER of its obligations
to comply with the requirements of this specification and other related parts of
the Contract Documents.

Any errors or omissions noted by the SUPPLIER in this Specification shall be


immediately brought to the attention of the OWNER.

3.5 DEVIATIONS

All deviations made during the procurement, design, manufacturing, testing and
inspection shall be with written approval of the OWNER prior to execution of
work. Such deviations shall be shown in the documentation prepared by the
SUPPLIER.

3.6 CONFLICTING REQUIREMENTS


In the event of any conflict, inconsistency or ambiguity between the SUPPLIER
scope of work, this Specification, National Codes and Standards, referenced in the
Project Specification or any other documents, the SUPPLIER shall refer to the
CLIENT whose decision shall prevail.

3.7 ORDER OF PRECEDENCE

In case of conflict between this specification, its associated specifications and the
codes and standards, the VENDOR SHALL bring the matter to the OWNER's
attention for resolution and approval in writing.

Should any conflict occur as a result of the application of these regulations,


specifications and standards, the order of precedence SHALL be as follows:

Project Specifications
Industry Standards

All deviations from the requirements of this specification, its attachments and the
referenced codes and standards SHALL be stated in the quotation. In the absence
of such a statement, full compliance SHALL be assumed.

Compliance by the VENDOR with the provisions of this specification does not
relieve him of his responsibility to furnish equipment and accessories of a proper
mechanical design suited to meet the specified service conditions and / or local
codes governing health and safety.

3.8 REPORTING PROCEDURE

A reporting and documentation system shall be agreed between the


SUPPLIER and the OWNER for the status of procurement, design,
manufacturing, inspection, testing and shipment of the equipment/material to
be supplied under this specification. SUPPLIER shall provide reports and
summaries for design, selection, procurement, performance and testing
operations in conformance with a manufacturing schedule approved by
OWNER.

Run summaries of all major aspects of the production process shall be


provided as reports to the OWNER.

Third Party Inspection

In addition to the inspection and witnessing of tests by the SUPPLIERs


inspectors during the manufacturing and shipment of the equipment/material,
OWNER may appoint a third party or its own inspector for witnessing of the
inspection and tests to be carried out at SUPPLIERS facility under this
specification.

3.9 SUPPLIERS RESPONSIBILITY

The SUPPLIER shall be responsible for the complete design, selection,


procurement, manufacture, supply, inspection and testing of all sprinklers, deluge
valve, and all axillaries in full compliance with the applicable design codes and
standards stated in section 2.0 of this document, all other project specifications
and with the requirements of the OWNER.

3.10 DOCUMENTATION

Design Reports, Selection and Procurement Documents, Data sheets,


Specification, Drawings, etc., to be submitted to the OWNER shall be in
English Language.
Unless otherwise specified, British units shall be used in documents and
drawings.

Variations from or additions to this specification shall be called to the attention


of the OWNER and approved in writing by the OWNER prior to starting
fabrication.
Information for installation, inspection purposes shall be submitted to
OWNER.

4.0 SCOPE OF SUPPLY

The automatic sprinklers system shall consist but not limited of the following:

Design and selection of the sprinklers, deluge valves and all necessary
auxiliaries equipments required for construction, and commission of the
automatic sprinklers system excluding procurement of Fire & Gas detection
system.

Selection and procurement of the sprinklers, deluge valves and all necessary
auxiliaries and equipments.

Specification/Data sheets of the vendors supplied sprinklers, deluge valves and


all necessary auxiliaries and equipments.

Detailed design report with detailed calculation details, recommendations and


selection criteria of the system.

Detailed drawings for installation and commissioning of the automatic


sprinklers along with deluge valves, complete piping and valving arrangement.

Listing of System piping, valves and accessories with detailed quantity and
specifications.

Detailed hook up diagram of the deluge valve with F&G system i.e., I/O
required etc.

Detailed hook up diagram of the system piping with the available connection on
Main fire water ring.

Termination drawings and wiring details for installation and commissioning of


the deluge valve.

5.0 BASIS AND CONSIDERATIONS

Automatic sprinklers system shall be installed over three nos. compressor units
consisting of compressor sheds refer to Appendix-I for details. Water supply shall be
provided via. Dia. 4 size supply connections with isolation valves available near
compressor skid. Fire & Gas detection system is provided on compressor skid that will
initiate alarms in to control room and also activate automatic sprinklers system via.
Deluge valve. As these compressors are covered by shed, so the sprinklers piping can be
support by shed structure. Also these shed will have their crane mounted & support with
the shed and other obstacle may also include in to these sheds, so the sprinklers should
be design cater these obstacles and cover all compressor equipment, piping, and engine.

6.0 OPERATING PRAMETERS

Following are the major system parameters on which the unit would be required to
operate:

Supply pressure available : 150.8 Psig

Calculated Fire water demand : 204 USGPM (Vendor to Confirm)

7.0 PIPING & ACCESSORIES

The following piping, instruments and accessories shall be provided:

All Sprinklers required to cover the compressor area.

All Deluge valves required to activate sprinklers loop.

Supply line from water supply source into deluge valves. (Optional part of the scope
however detailed BOQ must be provided)

Supply line from deluge valves to the sprinklers loops. (Optional part of the scope
however detailed BOQ must be provided)

All piping and fittings necessary for installation of sprinklers and its loop. (Optional
part of the scope however detailed BOQ must be provided)

7.0 INSPECTION & TESTING

The VENDOR SHALL submit a detailed Inspection & Testing Plan for review and
approval of OWNER.

A Third Party Inspection Agency (TPIA) will be appointed by the OWNER for Pre-
Shipment Inspection.

8.0 DOCUMENTATION

Following data shall be provided with final package:

Detailed design report, including basis of the design, design criteria, code &
standard selected for the design, detailed calculations, basis of the selection of
the sprinklers, deluge valves, and all auxiliaries, conclusion and
recommendations.
Detailed specification/data sheets used for procurement of the sprinklers, deluge
valves, and all auxiliaries.
Detailed piping layouts for installation of these sprinklers loops, deluge valves
and all auxiliaries, whether piping & fittings are in scope of supply or not.
Detailed general arrangement drawings of all sprinklers, deluge valves and all
auxiliaries.
Detailed bill of material of the sprinklers, deluge valves, piping & fittings, and
all necessary auxiliaries required for installation and commissioning of the
sprinklers system.
All performance test results either witness or non-witness.

Following data shall be provided with the bid:

General arrangement of complete package along with technical details of all


components.

Manufacturers & suppliers details including make & model country of origin.

Schedule of the activities and delivery time.
