Dear Senator McCain:

This is to acknowledge receipt of your letter dated February 24, 2015, regarding your
constituent, Ann Marie Zeller, and her concerns regarding the United States (U.S.) export of
uranium to Russia.

The U.S. Nuclear Regulatory Commission (NRC) contacted Ms. Ann Marie Zeller on
February 13, 2015, and provided a response to her concerns. In regards to Ms. Zellers
question of exporting uranium to Russia, the NRC has granted a specific export license
authorizing 32,200,000 kgs of uranium to Transport Logistics International, Inc., and is reviewing
an export license application from ConverDyn to authorize 15,000,000 kgs of uranium to export
to Russia. It is important to make clear that these licenses are reviewed and issued consistent
with NRCs regulations and export licensing criteria found in 10 CFR Part 110, Export and
Import of Nuclear Equipment and Material which ensure the safe and secure use of nuclear
materials. These reviews include obtaining the views of the relevant Executive Branch
agencies, as well as receipt of government to government assurances from Russia regarding
peaceful uses of the material.
