Th nht, khi qut ni dung c bn v nh gi c kt qu cc cng trnh nghin
cu c lin quan n ti lun n; xc nh nhng ni dung lun n s k tha, pht trin
v tp trung nghin cu; a ra gi thuyt khoa hc v cu hi nghin cu.
Th hai, lm r mt s vn l lun v xt x s thm v n hnh chnh Vit Nam
nh: khi nim xt x s thm v n hnh chnh; v tr ca xt x s thm v n hnh chnh
trong t tng hnh chnh, vai tr ca xt x s thm v n hnh chnh trn phng din chnh
tr - x hi v php l; ni dung c bn ca xt x s thm v n hnh chnh; cc yu t tc

Third, it provides the detailed, comprehensive analysis and assessment of applicable
laws on first instance trial of administrative cases in Vietnam, along with the necessary
comparison to the laws of some typical countries in the world. In particular, it also focuses
upon discussing new points of the Law on Administrative Litigation in 2015 and specifies the
limitations and inadequacies of applicable laws on the first instance trial of administrative
cases.

Fourth, it fully provides the objective and realistic assessments with regard to the
first-instance trial of administrative cases in Vietnam in recent years along with the results
achieved, constraints, problems and causes through the proven evidence of rich, practical,
reliable data and typical case.

Fifth, it clearly provides the necessity of improving the effectiveness with regard to
the first-instance trial of administrative cases; proposing six viewpoints, two groups of
solutions system that are consistent and feasible on both the legal basis and the enforcement
of the laws in order to improve the effectiveness of first-instance trial of administrative
cases, protecting the legitimate rights and interests of individuals and organizations,
contributing to the improvement of the efficiency in the State administrative management.
