OPENING OF NEW ACCOUNTS WITH E-KYC (AADHAAR AUTHENTICATION) AT


BRANCH LEVEL & THROUGH BACK OFFICES.

With the main focus on strengthening KYC guidelines, Bank has started opening of
saving and current accounts through back offices. Detailed guidelines were issued for
Centralized opening of Saving and Current Accounts through back offices vide KYC-
AML CELL Circular No. 19 dated 17.12.2016.

In terms of amendments made under Prevention of Money Laundering (Maintenance of


Records) Second Amendment Rules, all accounts are to be opened through biometric
Aadhar authentication.

Accordingly, a facility has been provided at Branch level through which they can seed/
authenticate the Aadhar in case of all new customers. Through this process CUST ID
will be created in CBS via Aadhar authentication for opening of account. Details of
process is given in Annexure A

In view of above modifications for opening of accounts through Aadhaar authentication,


the revised detailed procedure to be followed at IDENTIFIED BRANCHES and All Back
Offices for opening of saving and current accounts are enclosed at Annexure B

BOCUST & BOCUR menu options are being discontinued and the following menu
options will be used for opening of accounts through back offices. Screen shots are
available at Annexure C( I - III)

BOCUSTSC- for single individual (SF/CA)


BOCUSTJC - for joint individuals (SF/CA)
BOCUSTCO- for entities (other than individuals)

For opening of account at branch level, existing procedure of opening of account


through OAAC menu will continue. Customer ID will be modified through CUMM menu.
The above guidelines/modifications will be effective from 16.11.2017.

Annexure- A

CUSTOMER ID CREATION USING E-KYC

For new Customer-id creation, A separate portal has been created for bio
authentication of Aadhaar number with UIDAI. URL of the portal is as under:
https://auapnb.co.in/pnbkyc2

A Link will be created for the branches on the main page of Finacle for accessing the
portal.
Step 1 :

Branch user will enter his Finacle User-id and password for login into the portal.

On first time login user will be forced to change the password and answer the secret
questions which will be required at the time of Reset/forgot password.
Step 2 :

After Successful authentication, six tabs are displaying on the next screen which are
as under:

a. New Customer

b. Existing Customer
c. Welcome Kit
d. User Report
e. Branch Report
f. Change Password
Step 3 :

Branch user will select new customer tab for creation of customer-id using e-KYC
Authentication.

In the next screen, customer Aadhaar number is to be captured and undertaking


checkbox is to be ticked. Branch user will press PROCEED button.

Step 4 : If terminal is not registered for e-KYC then user has to enter the details
required. Please make sure that Pin Code is to be correctly entered else device will
not work properly.
Step 5: On the next screen, undertaking checkbox is to be ticked and fingerprint of
the customer is to be captured for authentication with UIDAI.
Step 6:

On successful authentication, all demographic data along with Photograph & auth code is
to be displayed. On the same screen branch is to be entered mobile number or select
appropriate option, Aadhaar address (Aadhaar address as communication or Permanent
or Both - one of the checkbox is to be selected) and consent for DBT/AEPS as per the
options available on the screen to be taken from customer and press the submit button.

Step 7:

After clicking on submit button, Record submitted successfully message will be


displayed on the screen and a reference code is to be generated for each and every
customer.

On clicking DOWNLOAD PDF button branch can generate PDF document of displayed
data and take print out for record keeping.
Branch may also note down the reference number generated by the system for the
customer.

Based on the data received from UIDAI, system will automatically create customer ID
in CBS.
Step 8:

Branch user has to login in CBS and can use following options to list out the customer Ids
created by the system:

a. Generate report using menu option PNBRPT 29/29 in CBS giving SOL ID and date as
input.
b. Menu option - BIOCUST user has to enter reference number as input.

Step 9:

Branches which are not linked to back offices should follow bellow mentioned process:

- Use menu option CUMM to capture remaining customer details in M option and
verify the same.
- Then branch should follow existing guidelines for opening of account and issuing
other services to the customer.

Branches which are linked to back offices should follow process as per Annexure B & C:

Annexure B

FLOW CHART FOR OPENING OF SAVING & CURRENT ACCOUNTS THROUGH


BRANCHES /BACK OFFICES/

SAVING & CURRENT ACCOUNTS

1. Customer will visit the branch .


2. In case the customer has an existing Cust ID with the bank, the new account shall be
opened with the existing Cust ID, ensuring that no multiple Cust ID is created.
3. Completion of AOF i.e. to ensure that all columns are properly filled in. It will be
ensured that e-mail ID for e-STT is filled in (If available), request for cheque book is
properly ticked, request for relevant debit card is properly ticked Mobile number and
Pin code is properly filled.
4. The name will be spelt out as per Aadhaar Card. If Aadhaar card is not available, as
per acknowledgement of Aadhaar card or other OVD acceptable as per KYC
guidelines (Other OVD s are acceptable only in the area where Government has not
issued Aadhaar Card).
5. Receipt of KYC documents (duly self attested documents)
6. Tallying of photocopy of documents with original KYC documents
7. Attestation of documents by the officer under full signature with GBPA number/PF no.
8. Attestation of AOF, photograph of customer & specimen signature by authorized
officer under GBPA number / PF No. & date.
9. Deposit of Cash by the customer.
10. First of all, Cust ID of all individuals and proprietor, partner, director, authorized
person will be made through biometric Aadhaar authentication as per procedure
attached at Annexure A.
11. After creation of Cust ID, Branch will use menu option
BOCUSTSC/BOCUSTJC/BOCUSTCO for opening of accounts detail guidelines
attached at ANNEXURE-B. Cust ID and account number will be mentioned on AOF
and account number will be mentioned on all other documents.
12. After verification, the account will be in freeze stage.
13. After verification by officer, original AOF with other documents will be sent to back
office in separate designed envelope through Speed Post/Approved courier (After
taking photocopy of ID & Address proof).
14. The authorized official will visit on the given address of the customer within one/two
days to cross sell bank/other 3rd party products. The customer should not be given a
feeling that the official has come for address verification. While visiting the residence,
the official may carry AOF in original/its copy or copy of document of address proof.
However, the dispatch of AOF should not be delayed for making the visit in SAVING
ACCOUNT. In case, any discrepancy in address, corrective steps be taken, may be
returning of cash deposited.
15. Branch official will visit the business place of client for verification of address for
CURRENT ACCOUNTS and submit report to back office along with AOF.
16. The visiting official will mark the visit himself/herself for saving accounts in the system
through menu option-BOVISIT.
17. The branch will reply quickly any clarification sought by back office through e-mail.
18. Branch will run menu BOACT for activation of accounts after accounts opened at
back office and marking of visit in saving accounts.
B. FOR BACK OFFICE

1. AOF & Documents will be received at back office


2. The officer will check AOF & KYC documents to ensure that all columns are filled in &
required KYC documents are attached. The officer will ensure that AOF is properly
signed, witnessed wherever required & duly attested by authorized officer under
his/her GBPA No. There is apparently no alteration/tempering with the specimen
signatures/mobile no./address of the customer. The officer will verify PAN card on
line & signed with GBPA/PF no. Online verification from ROC site in case of
Companies etc. The extant guidelines of KYC/AML Cell, HO will be strictly complied
with. On finding everything in order, the concerned officer will put a stamp of back
office & signature under his/ her GBPA No. & date.
3. In case of any clarification required from branch, the officer concerned will raise query
through e-mail & AOF will be retained at back office instead of returning to the
branch. However, in case of need, AOF & other documents may be returned to the
branch.
4. All received AOFs will be distributed among the SWOs for making entry in CBS.
Other Data (except filled in by branch) will be entered in ACM/CUMM through
maker/checker concept in CBS wherever Omniflow system is not implemented.
However, where Omniflow system is implemented, the other data will be fed in
Omniflow system. (Presently, it is applicable in Delhi Back Office only.)
5. A batch job will be run by the officer at back office without maker/checker concept on
regular basis. All the accounts, duly modified at back office and where visit has been
marked by the branches, will be get activated. On activation of account, a system
generated SMS/e mail will be sent to the customer.
6. The pending visit will be monitored through a report customized and the official will
follow the concerned branch for completion of visit in the system.
7. Back office will upload the signature in the system.
8. SWO will run menu option-BOREQ-A - for issuance of Personalized Cheque
Book/debit card/IBS etc. as per request of the customer with maker/checker concept.
The officer will verify the same through menu option-BOREQ-V. On successful run,
the issuance of Personalized Cheque Book/debit card/IBS will be processed as per
the existing system.
9. AOF & all other documents will be scanned account wise. After scanning, original
AOF & all other documents will be maintained at back office branch wise as well as in
the form of e-library.
10. It is to be ensured that the guidelines issued by KYC-AML CELL from time to time are
complied with.
ACCOUNT OPENING PROCESS THROUGH BACK OFFICE

AT BRANCH OFFICE: OPENING PROCESS

A. INDIVIDUAL (SINGLE) SAVINGS ACCOUNT:


Menu option-BOCUSTSC:- Single Account can be opened and verified using this menu
option for savings scheme types:

Function A/V

a. A For Creation of a new account number for account opening.


b. V For Verification of account number opened through BOCUSTSC Menu Option.
BOCUSTSC has the following fields:

1. Customer ID-mandatory ( After feeding cust ID, the following information will
be available automatically)
Customer Name
Date of Birth
Cust Address
2. Scheme Code-mandatory
3. Cust Salary- applicable in case of SF salary accounts only (Salary range must match
the salary variant code- Gross salary amount is to be filled)
4. Mobile no- It is non mandatory but must feed, if available.
5. PAN No.
6. Form 60- (If PAN No. is not available, yes to be marked mandatorily in this column)
7. Mode of operation- self
8. Guard Cust ID (Cust ID of guardian in case of minors A/c)
9. TDS Cust ID- required to be filled the Cust ID, Which is liable for tax purpose, such
as in case of account is opened in the name of minor, Cust ID of guardian is to be
filled here.
10. Amount (Amount deposited)
11. Continue (Y/N)

After this, account number and tran ID will be created.


D-INDIVIDUAL (SINGLE) CURRENT ACCOUNT:

Menu option-BOCUSTSC:- Single Account can be opened and verified using this menu
option for Current scheme types:

Function A/V

a. A For Creation of a new account number for account opening.


b. V For Verification of account number opened through BOCUSTSC Menu Option.
BOCUSTSC has the following fields:

1. Customer ID-mandatory (After feeding cust ID, the following information will be
available automatically)
Customer Name
Date of Birth
Cust Address
2. Scheme Code-mandatory
3. Mobile no- It is non mandatory but must feed, if available.
4. PAN No.
5. Form 60- (If PAN No. is not available, yes to be marked mandatorily in this column)

7. Guard Cust ID (Cust ID of guardian in case of minors account.
8. TDS Cust ID- required to be filled the Cust ID, Which is liable for tax purpose, such
as in case of account is opened in the name of minor, Cust ID of guardian is to be

checker concept including uploading of signature etc.

E. SAVINGS & CURRENT ACCOUNT -JOINT INDIVIDUALS

Menu option-BOCUSTJC:-

BOCUSTJC has following fields:

1.1 Function A/V

a. A For Creation of a new account number.


b. V For Verification of account number opened through BOCUSTJC Menu Option.
No. of Customers:

It can be from 2 to 6.

BOCUSTJC has the following fields:

1. Customer ID of first customer-mandatory (After feeding cust ID, the following


information will be available automatically)
Customer Name
Date of Birth
Cust Address
2. Scheme Code-mandatory
3. Cust salary- applicable in case of SF salary accounts only (Salary range must match
the salary variant code- Gross salary amount is to be filled)
4. Mobile no- It is non mandatory but must feed, if available.
5. PAN No- It is non mandatory but must feed, if available.
6. Form 60- (If PAN No. is not available, yes to be marked mandatorily in this column)
7. Mode of operation-
8. No. of joint holders- it may be 1 to 5
9. Cust ID of joint holders and their name will be fed
10. Amount (Amount deposited)
11. Continue (Y/N)
After this, account number and tran ID will be created.

AT BRANCH OFFICE: VERIFICATION PROCESS

Savings and Current Account will be verified by using BOCUSTJC-V menu option by the
verifying officer. After verification, branch will send AOF and related documents to back
office.

AT BACK OFFICE:On receipt of AOF, Back Office will feed the other data in the system
with maker and checker concept including uploading of signature etc.

AT BRANCH OFFICE: OPENING PROCESS


F. SAVINGS & CURRENT ACCOUNT OF ENTITY (OTHER THAN INDIVIDUALS)

Menu option-BOCUSTCO:-

Other Customer IDs Must Be Created Before Executing This Menu Option Because Only
Entity Customer ID Will Be Created, Other Customer IDs Will Only Be Attached With
Opened A/C.

First, Cust ID of firm will be created through BOCUSTCO menu by feeding following column:

1. Name of firm
2. Cust Constitution
3. No. of Beneficiary owners
4. Ben. Owner Cust ID 1
5. Ben. Owner Cust ID 2
6. Ben. Owner Cust ID 3
7. Ben. Owner Cust ID 4
8. Scheme Code
9. PAN No
10. Mode of operation

Savings and Current Account will be verified by using BOCUSTCO-V menu option by the
verifying officer. After verification, branch will send AOF and related documents to back
office.

AT BACK OFFICE: On receipt of AOF, Back Office will feed the other data in the system
with maker and checker concept including uploading of signature etc.

BACK OFFICE EKYC UTILITY FOR SINGLE ACCOUNT OPENING

Menu Option :- BOCUSTSC


A/C Type :- S Savings , C Current
Function :- A Account Opening , V A/C Verification
In Opening Of Account, Customer ID Will Be First Input, It Can Either Be Opened Using
EKYC, Or Existing One.
In Verification, A/C Will Be Input Which Will Be Verified.
In Salary A/C, Customer Salary Field Is Mandatory. In Others It Will Be 0 By System
Itself.
PAN, Mobile, Salary Amount, TDS Customer ID Fields Will Be Entered Then It Will
Reflect In Customer ID Also Else No Change Will Be Done In Customer ID Only A/C
Will Be Created.
Customer Permanent Address And Employee Address Are Must Be Either Properly
Filled Or Must Be Blank For All Fields e.g. Address 1 , Address 2 , City , State , Country
, Pin. All These Fields Are Either Properly Filled Or Every Field Must Be Blank Else A
Message Will Come To Modify The Customer ID Before Opening The Account.

Only Entity Customer ID Will Be Created, Other Customer IDs Will Only Be Attached
With Opened A/C.
A/C Opening And Verification Must Be Done Using BOCUSTCO Menu Option Only.
Only Corporate A/Cs Are Being Opened, i.e. No Individual A/C Will Be Opened Using
This Menu.
