Community-Based Disaster Risk Reduction Management Training

RATIONALE

The Philippines is one of the most hazard-prone countries in the world. In most disasters, the
locals (family members, neighbors, barangay officials) are the first and/or only ones to provide aid and
assistance. The people often have no one else to turn to because it could take hours, even days, for
outside to help to aarive. Thus, it is always best to rely on community members and resources to
prepare for hazards and respond to disasters. Such an approach is called Community-Based Disaster Risk
Reduction and Management (CBDRRM). CBDRRM is a process in which at-risk communities are actively
engaged in the identification, analysis, treatment, monitoring, and evaluation of disaster risks in order to
reduce the vulnerabilities and enhance capacities. Through CBDRRM, ordinary community members are
able to collectively reduce disaster risks on their own.

Republic Act 10121, known as Philippine Disaster Risk Reduction and Management Act of 2010,
promotes CBDRRM by mandating barangays to collectively act on their own to address the disaster risks
in their localities. Moreover, it calls for an integrated, coordinated, multi-sectoral, inter-agency, and
community-based approach to disaster risk reduction.

OBJECTIVES:

At the end of the training, participants are expected to be able to:

Explain the importance and key concepts of CBDRRM; and the laws supporting it;
Describe and undergo the key steps in the CBDRRM process;
Develop and/or identify the necessary community and family DRRM mechanisms before, during,
and after a disaster; and
Determine the immediate actions to take to fully implement these DRRM mechanisms.

PARTICIPANTS

Two-hundred (200) participants composed of 10 per barangay, four (4) resource persons, and
three (3) technical staff will be attending the three-day off-site activity.
VENUE AND DURATION

The training workshop is designed for three (3) days scheduled on (Month/Date) at a venue to
be determined later.

BUDGETARY REQUIREMENTS

Expenses shall be funded by the local government charged against Peace and Order and Public
Safety and broken down as follows:
