Last-resort funds

State crime victim compensation funds are payers of last resort, only covering
expenses that aren't covered by alternative sources. At the bottom of each state's
application, an applicant must sign that s/he will notify and/or reimburse the state
from money that becomes available from other sources. Anita Busch, co-founder of
the National Compassion Fund, says she's "never heard of anyone being asked to
repay the state after a mass casualty crime."
