Title of the Bill: Break Extension Act

BE IT ENACTED BY THE MORRISON CONGRESS

1 SECTION 1: Findings
2 Congress makes the following findings:
3 1) Currently there are 5 minutes breaks between each period at a number of
4 schools.
5 2) The time it takes to go from one class to the next takes approx. two to three
6 minutes.
7 3) The last two to three minutes, students can either choose to utilize the
8 schools provided bathrooms, or to collect certain items (books, stationery,
9 clothes...etc.) from the schools provided lockers.
10 4) Additional daily activities, such as: Filling up a water bottle, forgetting a
11 certain item in the previous classroom, or being hauled up and addressed by
12 a teacher/counsellor/principal...etc., are also possible occurrences during
break.

5) A number of teachers have notified their students to utilize the schools
14
provided bathrooms during break, so that students would not disrupt the flow
15
of the lesson.
16 6) There is a link between stress levels and poor sleep. According to the
17 Anxiety and Depression Association of America, 70 percent of those who
18 report persistent stress have trouble sleeping.
19 7) The Mayo Clinic reports stress increases feelings of irritability and anger,
20 which increases the likelihood for angry outbursts and social withdrawal.
21 8) The 2010 American College Health Association National College Health
22 Assessment reported more than 25 percent of students say that stress
23 lowered their grades or ability to finish a course.

25 SECTION 2: Purpose
26 Support students who must do certain daily necessary activities during breaks.
27 It is to protect them from any physical or emotional discomfort.
28 To allow students and teachers to have the necessary amount of time get between
29 classes with ease.
30 Reduce stress in an environment where stress is highly prone.

32 SECTION 3: General Provisions
33 All schools must have at least a ten minute break between each period of classes.
34 If a school originally had less than a ten minute break per class, it must extend the
35 schools hours to fit the appropriate breaks without cutting time from the classes
36 itself.

39 SECTION 4: Definitions
Stress is a feeling of strain and pressure or any unpleasant emotion and feeling.
40 A school period is a block of time allocated for lessons, classes in schools. They
41 typically last between 40 and 60 minutes, with around 3-8 periods per school day.
