STATUS OF IMPLEMENTATION OF MAJOR PROGRAMS/PROJECTS

PNP OPERATIONS PROGRAMS


(January to December 2014)

The PNP sustained its programs in operations to keep the communities safer
by deploying more uniformed personnel to carry out focused police operations.
These operations are undertaken to minimize incidents perpetrated with the use of
firearms; neutralize motorcycle-riding criminals, members of private armed groups
(PAGs) and criminal gang members; and confiscate carnapped vehicles and illegal
firearms.

Police Presence. Considered as the backbone and heart of crime prevention,


police presence assures law abiding citizens of their safety from impending crimes
by would-be perpetrators. Thus, the PNP relentlessly implemented LOI 63/2010
“Police Integrated Patrol System (PIPS)” dated November 27, 2010, directing all
PNP units to enhance crime prevention and solution through the pursuit and
intensification of police presence (foot and mobile patrols), anti-criminality and police
security operations, Oplan Bakal/Sita (campaign against criminals riding in
motorcycles), and other police interventions. Also, LOI 45/2011 “Patrulya Ng Pulis”
dated October 26, 2011 was implemented, directing all PNP units to deploy
uniformed personnel assigned to administrative functions to perform limited beat
patrol duties, in addition to their usual tasks, for maximum police presence as well as
to intensify law enforcement operations, anti-criminality campaigns, and public safety
services.

Law Enforcement

The PNP’s intensified anti-criminality efforts that resulted in significant gains in


law enforcement.

Campaign Against Illegal Drugs. The 17,633 anti-illegal drugs operations


consisting of buy-bust operations, house raids/searches, and marijuana plantation
eradications resulted in the arrest of 28,360 pushers and users, confiscation of illegal
drugs with an estimated Dangerous Drug Board (DDB) value of Php5.6 billion, and
the filing of 24,052 cases in courts.

Among the notable accomplishments are the following:

 Dismantling of shabu laboratory in Valenzuela City, arrest of Chinese


nationals Leo Ching y Sy, Qing Cai y Chi, Chan Se Ong, James Qing
Chao, Cai Xiao and Qingshan Shi, and seizure of four kilograms of shabu
and shabu paraphernalia with an estimated street value of Php47.2 million
on October 15, 2014;

 Arrest of Chinese nationals Zheng Lifang, Chen Wenyi during a buy bust
operation in San Pablo City, Laguna and seizure of 7,050.51 grams of
shabu worth Php35 million on April 13, 2014; and

 Uprooting and destruction of 125,925 fully grown marijuana plants, 15
kilograms marijuana seeds, and 245 kilograms marijuana stalks in
Benguet estimated at Php56.701 million on January 9, 2014.

Campaign against Carnapping. Anti-carnapping operations resulted in the


recovery of 1,798 vehicles out of 12,560 carnapping incidents reported registering a
recovery efficiency of 14%. One thousand one hundred ninety-nine suspects were
neutralized and 1,204 cases were filed in courts.

Campaign against Motorcycle Riding Criminals. Four thousand two


hundred five incidents involving criminals riding in motorcycles were reported. Five
hundred eighty-nine suspects were neutralized and 380 cases were solved.

Campaign against Kidnapping-for-Ransom. Forty-eight incidents were


reported during the period. Thirty-one suspects were neutralized and 26cases were
solved. Notable accomplishments on this campaign are the following:

 Rescue of kidnap victim Luis Gilbert Lee and arrest of Noe Raymundo y
Obing, Joel Talledo y Cuevas, Elias Villon y Calata, Roper Maala y Ca and
Efren Marcina y Mendoza in Masinag, Antipolo City on January 23, 2014;
and

 Arrest of five suspects on the kidnapping of Edmund Corpuz namely:


Ronald Japal Luzon a.k.a. Dodong, Jovencio Manadi Luzon a.k.a Ben,
Hamedi Tado Blatocal a.k.a Tayan, Segio Caban y Clamor, and Dante
Mangubat y Gapor at Brgy. Molimok, Lanao del Sur on January 24, 2014.

Campaign against Bank Robbery. Eight incidents were reported for the
period covered which is 69% lower compared with the 26 incidents reported for the
same period last year. Two cases were solved.

The campaign against bank robbery is reinforced through the efforts of the
Joint Anti-Bank Robbery Action Committee (JABRAC) that held four committee
meetings during the year wherein members of the PNP and other government
agencies and stakeholders from the banking and pawnshop sectors tackled
strategies to address robbery of pawnshops, money changers, and other similar
establishments.

Campaign against Hijacking/Highway Robbery. Thirteen hijacking


incidents were reported for the period, a decrease of 62% compared with the 34
incidents reported for the same period last year and two cases were solved. On the
campaign against highway robbery, 1,259 incidents were reported and 253 cases
were solved.

Campaign Against Illegal Gambling. The 17,438 anti-illegal gambling


operations conducted resulted in the arrest of 14,095 persons, confiscation of cash
bets amounting to Php16 million and the filing of 5,673 criminal cases in courts.

Environment and Natural Resources Protection Campaign. In the


22,499anti-illegal logging operations conducted, 2,398,952 board feet of

logs/lumber were confiscated with an estimated worth of Php59.4 million. There were
1,912 persons arrested and 369 cases filed in courts. Likewise, 13,631anti-illegal
fishing operations were conducted resulting in the arrest of 10,767 persons,
confiscation of assorted fish and fishing paraphernalia with an estimated value of
Php286.7 million, and filing of 640 cases in courts.

Campaign against Prostitution/Vagrancy and Child Abuse. In the


3,565anti-prostitution/vagrancy operations conducted, 615 persons were arrested
and 28 cases were filed in courts. Other cases were referred to the Department of
Social Welfare and Development (DSWD). On the campaign against child
abuse/pedophiles, 19,315 operations were conducted that resulted in the arrest of
7,296 persons, and the filing of 9,385 criminal cases in courts.

Campaign against Smuggling/Piracy. An estimated Php63.8 million worth


of smuggled and pirated goods were confiscated during the 6,852 operations
conducted where 37 persons were arrested and six cases were solved. Among the
significant accomplishments in this campaign are the following:

 Confiscation of 8,000 sacks of rice with an estimated market value


ofPhp6.4 million contained in a fishing vessel at Margosatubig Port,
Zamboanga del Sur on September 27, 2014;

 Confiscation of more than 200 sacks of assorted CDs and DVDs with an
estimated market value of Php28 million in commercial establishments in
Iloilo City on August 26, 2014; and

 Confiscation of 60 sacks of assorted DVDs and VCDs with an estimated


market value of Php8 million in General Trias, Cavite on March 10, 2014.

Campaign against Cattle Rustling. Two Hundred ninety-two cases of stolen


cattle were reported. Operations conducted resulted in the recovery of 258 cattle
showing a recovery efficiency of 88%, arrest of 146 suspects, and filing of 75 cases
in courts.
Campaign against Wanted Persons. Thirty-eight thousand three hundred
thirty-six wanted persons were arrested, 11 killed and 378 surrendered. Of these
wanted persons, 43 have monetary rewards. Among the Top Most Wanted Persons
arrested are Delfin Lee involved in estafa with a monetary reward of Php2 million;
Bingbong Mapangal Kapina involved in robbery with homicide with a monetary
reward of Php700,000.00; and Gerardo Namias involved in murder with a monetary
reward of Php300,000.00.

Campaign against Criminal Gangs. Operations against criminal gangs


resulted in the neutralization of 183 gangs and 1,204 gang members, recovery of
411 assorted firearms, and the filing of 513 cases in courts. Among the criminal
gangs neutralized are the following:

 Ramirez Robbery/Carnapping Gang with the arrest of Delmar Doniego


Ramirez, leader and three of his members namely: Dave Perdido Ramirez,
Sulpicio Remulta and Mark Jess Ramirez;

 Mac Lester Carnapping Group with the arrest of Mac Lester Reyes y
San Diego, leader and 5 of his members namely: Richelle Sibug y Borja,
Armando dela Cruz, Alvin Ganac, Pablito Gumasing, and Macario San
Diego; and

 Benjar Asgar Beto Gun-for-Hire Group with the arrest of Mohammad Uyag
Karim, Jaynal Beto Karim, Benjar Asgar Beto a.k.a. Lukman, Abdullah
Ewdeng Beto a.k.a. Wat Beto, Samad Asgar a.k.a. Samad Sagal Hasim,
Sagal Amin, and Imelda Parojinog Amin.

Campaign against Loose Firearms. Ten thousand ninety-one firearms were


confiscated/captured/surrendered for violation of Republic Act No.10591
(Comprehensive Firearms Law). Consequently, a total of 7,734 persons were
neutralized, and 5,165 cases were filed in courts. On the campaign against Private
Armed Groups, 11 PAG members were neutralized and 14 firearms were
confiscated.

Strengthening Linkages with Other Law Enforcement Agencies

National Law Enforcement Coordinating Committee (NALECC). The


Chief, PNP chairs the NALECC that has 59 member-agencies. Strengthening
linkages with other law enforcement agencies were sustained during the four regular
meetings for the period aside from the lateral coordination and liaising of the PNP
with the NALECC member-agencies.

Community Safety and Protection Program

As part of the PNP’s law enforcement functions, programs on community


safety and protection were implemented.

Public Safety
Along with the 558 Tourist Assistance Centers (TACs) established by the
Department of Tourism (DOT) and Local Government Units (LGUs), the PNP has
also established 1,978 Tourist Assistance Desks (TADs) nationwide since the
implementation of LOI 56/2010 “Bantay Turista.”

A total of 2,164 Tourist Police have been trained and graduated under the
NTOPCOP project in coordination with the DOT. Two thousand three hundred forty-
four Tourist Police were deployed in the 25 Priority Tourist Destination Areas.

Security Coverage and Foreign Visits


There were 64,103 VIP security operations conducted with 8,178,305 man-
hours spent. A total of 47,071security operations on special events were conducted
nationwide wherein the PNP rendered 13,026,826 man-hours.

The PNP developed and implemented security plans for various international
events held in the country participated in by foreign delegates. Best practices in
security were applied in the preparations and during the actual events resulting in
peaceful and orderly conduct of the following activities:

 ASEAN Games Centennial Festival (AGCEF) and the 32nd Organization


Council of Asia (OCA) General Assembly Meeting at the PICC, Pasay City
from January 16 to 19, 2014 participated in by OCA President Sheikh Ahmad
Al-Fahad Al Sabah of Kuwait, eight Royalties from member-countries
together with 414 delegates from 45 member-nations of OCA;

 23rd World Economic Forum (WEF) at the Shangri-la Hotel, Makati City from
May 19 to 23, 2014 with 693 foreign and local delegates from 32 countries as
participants/delegates;

 35th ASEAN Senior Officials on Drug Matters (ASOD) Meeting at the Dusit
Thani Hotel, Makati City from July 1 to 4, 2014 attended by 82 senior officials
from the 10 ASEAN member-countries along with the representatives from the
ASEAN Secretariat, United Nations Office on Drugs and Crime (UNODC), US
Drug Enforcement Agency (US-DEA), Australian Federal Police, International
Drug Policy Consortium, and representatives from China, Korea, and India;
and

 65th Session of the World Health Organization Regional Committee Meeting


(WHO-RCM) for the Western Pacific Region at the PICC, Pasay City from
October 13 to 17, 2014 attended by health officials, foreign observers and
WHO technical officers of the 37 WHO member-countries from the Western
Pacific Region.

Security coverage operations and public safety services were likewise


rendered during the year-round activities such as the Holy Week celebrations; “Balik
Eskwela”; Independence Day celebration; Eid’l Fitr and Eid’l Adha; and All Saint’s
and All Soul’s Day. The holding of these events were monitored by the PNP through
its facility that gives blow-by-blow accounts of situations on the ground.

Also, dedicated mobile phones were provided to Key Officers and Police
Operations Offices nationwide to make them accessible to the public in cases of
emergencies and calls for police assistance.

Internal Security Operations and Counter-Terrorism

The PNP’s Internal Security Operations (ISO) are built on a strong partnership
and collaboration with the AFP.

Intensified Internal Security Operations. Internal Security Operations were


intensified to address the emerging threats of the CNN and other armed groups by
capacitating the PNP Public Safety Forces (PSF) to make them more efficient in
performing their mandate. Eight strategic components are being implemented,

namely: Efficient Utilization of the PNP Public Safety Forces; Capacitating the PNP
Public Safety Forces; Adherence to Intelligence-Driven Operations; Development
and Implementation of an Integrated Response System; Intensification of Legal
Offensive; Conduct of Comprehensive Information Operation; Strengthening
Partnership with the AFP and Other Law Enforcement Agencies; and Establishment
of Review and Evaluation Mechanism.

An operational review was conducted by the Directorate for Operations in


PROs 1, 4A, 9, 10, 11, 12, 13, and COR from July to August 2014 to assess the
compliance of the PSF on Command Memorandum Circular 05/2014 “Intensified
Internal Security Operations” dated March 31, 2014.

These strategies were strictly implemented and considerable operational


gains have been noted, particularly in the forward deployment of troops and conduct
of ISO operations. From its implementation in April 2014 to October 2014, the PSF
have conducted a total of 679 major operations; 1,132 minor operations and 33,361
preventive patrols.

Joint Peace and Security Coordinating Center (JPSCC). The JPSCC held
69 regional, 333 provincial and 54 city level meetings during the year. JPSCCs were
created at the national, regional provincial and independent city levels to ensure
unity of efforts between the military and the police in addressing all peace and
security concerns.

Campaign against CPP-NPA-NDF (CNN). The PNP figured in


16government-initiated encounters that resulted in 22 NPA killed, two wounded, one
captured, 16 high-powered, and two low-powered firearms confiscated. In other
operations against the NPA, 21 were arrested, 24 surrendered, seven high-powered,
and three low-powered firearms were confiscated. Among the arrested CNN
members are the following:

 Eduardo Almores Esteban a.k.a Esteban Manuel/Bonni/Benny/Pilo


on August 5, 2014 at Block 3, Phase 2, Land Heights Subdivision, Brgy.
Buntala, Jaro, Iloilo City. He had a warrant of arrest for murder and serious
physical injury with a reward of Php5.8M for his capture;

 Roy Erecre a.k.a. Toto Arbuladora a.k.a. Peter Jesena Bernados on May
7, 2014 at Doña Vicenta Village, Bajada, Davao City. He had a warrant of
arrest for robbery in band, rebellion and arson with a reward of Php 5.6M
for his capture;

 Benito Enriquez Tiamzon together with his wife Wilma Austria Tiamzon
a.k.a. Pinay at Brgy. Zaragosa, Aloquinsan Cebu on March 22, 2014. He
had a warrant of arrest for kidnapping with serious illegal detention with a
reward of Php10M for his capture; and

 Dionisio Almontea.k.a. ENOL/MAENG/NOLI together with his wife


GloriaPitarque Almote a.k.a. NIDA/ALICE at Nr. 3038 Bautista Street,
Brgy. Ugong, Valenzuela City on January 9, 2014. He had a warrant of

arrest for kidnapping and murder with a reward of Php5 million for his
capture.

Campaign against Southern Philippines Secessionist Groups (SPSGs).


One government-initiated encounter against SPSGs was reported for the period and
one SPSG was killed. In other operations against SPSGs, 16 were arrested and
eight high powered firearms were recovered. Among the SPSGs arrested are the
following:

 Khair Mundus, ASG Sub-Group member/Liaison, overall leader/financier


ofBasilan-based ASG on June 11, 2014 who had a warrant of arrest for
multiple murder, multiple frustrated murder, and multiple attempted murder
with a reward of Php5.3 million for his capture; and

 Cosain Radiamoda, Lawless MILF Group (LMG) leader on February 25,


2014 who had a warrant of arrest for arson and murder with a reward of
Php1.2 million for his capture.

Preparations for 2015

Papal Visit

His Holiness Pope Francis will conduct his State Visit and Apostolic Journey
in the country from January 15 to 19, 2015. In preparation for his visit, the PNP has
disseminated to its units the prescribed guidelines and standard procedures that will
govern all PNP units and other agencies tasked to secure His Holiness Pope
Francis. Security coverage operations will be undertaken in the Pope’s different
venues of engagement, and necessary public safety assistance will be provided for
crowd control, vehicular/pedestrian traffic direction, route parking, and venue
security.

APEC 2015

The APEC Economic Leaders Meeting will be held at the PICC in Pasay City
from November 17 to18, 2015. The PNP is laying down its safety and security
measures for all delegates and participants to ensure the uninterrupted conduct of
the activity.
