years old, says Captain Mokoena,
of Ennerdale SAPS.
Recently, since the beginning of
the festive holidays, most girls are
raped even at their homes by their
family members. “It is worrying
to hear that fathers, uncles and
brothers are raping the children. It
is very difficult to control such
cases because some girls are
raped by their trusted relatives”,
adds the Ennerdale SAPS .
He further encourages that the
community, young girls and
women should avoid interacting
with strangers and should not
accept any favours from strangers
especially at drinking areas.
“When travelling, people should
be accompanied by people they
know and should avoid travelling
in bushes and open spaces. Ladies
should also speak out when male
touch them in any inappropriate
behaviour”

door campaign in Orange Farm. The
purpose of the event was to make the
community aware of the services ren-
dered by different organisations in the
area, where to report and how to report

community of Ennerdale for 25 years saw a
need to use his skills as a runner to start a
running club in October 2017 with just five
runners.
Within a period of one month the club ex-
panded to an impressive 45 participating
individuals who are dedicated to keeping fit
and slowly but surely changing and impact-
ing their community in a positive way.
With the rate of drug consumption and
decline in sport participation among young
people John says,“ What we don’t normally
have in our community is a sense of ub-
untu, that if someone else’s child is on
drugs the mentality is to let them be on
drugs and if they are going to jail let them
go.
We are working on changing that mentality
slowly but surely by getting more people
involved in running and by doing that you
are changing the focus”. The club is trying
to get sponsorships for their school and
varsity programme which will be starting
next year, they are also hoping to raise
funds in order to reach those who are
less fortunate. The club is urging people
in the community to give support to the
project, not only will this be beneficial to
the community but to every person who
is participating as being involved in
sports has personal health advantages.

Does Islamic finance play a role in a
developmental state?
The intermediate role of Islamic finance

The developmental state as a
concept has received much
attention lately, especially as
the government aims to fashion
its economic policies around
the concept. But, what exactly
is a developmental state?
Simply put, in a developmental
state the government assumes
some of the traditional private
sector roles such as the creation
of jobs and the facilitation of
capital for sustainable ventures.
The issue of capital provision is
one of the central pillars of any
State, let alone a developmental
one. In order to facilitate econom-
ic growth and ensure the financial
emancipation of the previously
disadvantaged, the growth of ex-
isting small businesses as eco-
nomic infrastructure and the pool-
ing and allocation of capital.
The theory behind the develop-
mental state is that a developing
economy, or a nation plagued

with particular structural ineffi-
ciencies, needs strong state inter-
vention in key areas in order to
correct the structural defects in
the economy, or to compensate
for particular skews in the econ-
omy.
For example, in South Africa,
one of the legacies of apartheid
was that the allocation of private
sector capital for asset accumula-
tion and entrepreneurship was
determined largely on the basis
of race. Once the ruling elite had
built up a sufficient asset base,
they could afford to borrow
money on “commercial” terms.
However, when access to capital
is then opened up to the masses
that have not had an opportunity
to acquire a capital base, they
fail miserably to satisfy
“commercial” credit terms. This
necessitates state intervention to
create sources of capital that
recognise the fact that
“commercial” credit terms are
not the best markers of suitabil-
ity when attempting to facilitate
access to capital for the previ-
ously disadvantaged. Thus, the
State may set up development
finance institutions which may
aim to extend credit on a non-
commercial basis.

In order to start a business,
grow a small business or pur-
chase an existing business, the
availability of capital is critical.
The government has established
a number of initiatives aimed at
advancing capital to black en-
trepreneurs and the results have
not been as good as could have
been expected. There are a
number of reasons advanced for
this, and for the purposes of this
article, I would like to hone in
on one issue in particular: the
manner in which these institu-
tions make their capital availa-
ble.
The current basis for the alloca-
tion of capital to entrepreneurs
is based on the system of com-
mercial debt. So, entrepreneurs
have to borrow the required
sum of money and repay it at a
fixed rate of interest – it is my
contention that this method of
providing capital is not condu-
cive to the establishment of first
generation entrepreneurs. In
order to understand why the
provision of capital in the form
of interest bearing debt is not
suitable, it will be instructive to
examine the characteristics of
debt. Firstly, the successful
extension of credit, particularly

Adequate cash flow ensures the
ability of the borrower to ser-
vice the debt, and adequate
security ensures that the lend-
er’s capital can be recovered
should the borrower default on
his debt repayments. Thus, the
criteria for access to funding
are financial. Firstly the bor-
rower should already possess
some form of financial capital.
Secondly, continued access to
capital is dependent on the bor-
rower successfully riding out
the business cycle. In a down-
turn, a normally profitable
business can still be profitable,
but perhaps less so – this can
trigger a default in a perfectly
healthy business due to the
hurdle rate attached to the capi-
tal.
Thus, if debt service amounts
to say 14% of revenue, should
EBITDA slip to below that
figure for a sustained period, a
default could be triggered, even
though, in the medium term
there is every prospect that the
business could trade back to its
previous EBITDA levels
(assuming revenue remains
constant!).

own independent junior team
in 2014 namely Ennerdale
Stars Hockey team.
Their vision for the commu-
nity is to start a proper junior
hockey league since there is
a total lack of development
in hockey programmes for

not an easy year for them,
experiencing challenges like
lack of commitment from
efforts in getting equipment.

are interested in assisting and
coaching the development
hockey team. Parents are also
requested to support the club
and their children in hockey by
coming to watch the games
played by their children as this
not only encourages the chil-
dren but also keeps them off
crime and disorderly conduct as
the sport occupies and disci-
