AMENDMENT XXVIII

Congressional Compensation, Reduction of Conflict of Interest, a


nd Protection of Constitutional Governance
Section 1 The compensation for the services of Senators and Representative
s shall be limited to no more than twice the average US median income as calcula
ted by the US Census Bureau. Each Senator and Representative shall have availab
le for use during their term of office a residence compatible to the average US
household. All other necessary expense will be administered in compliance with
rules used to administer such funds for all government employees. Health care a
nd other benefits shall be equivalent to those available to all government emplo
yees; there shall be no privilege or benefit greater than that afforded the aver
age citizen and available for the average government employee, nor a withholding
of any privilege normally held by the average citizen or received by the averag
e government employee. Each Senator and Representative shall attend their dutie
s exclusively and fully to the business of the people and shall hold full devoti
on to the needs of the people and the Republic.
Section 2 No Senator or Representative, during their term of office may ac
cept any income other than their normal compensation, exclusive of that availabl
e through their management of personal funds in existence prior to their officia
l declaration of intent to run for office. No Senator or Representative shall a
ccept as income any deferred funds or compensation to be held for them until the
ir terms have ended from any source other than those available from their manage
ment of personal funds in existence prior to their official declaration of inten
t to run for office. No Senator or Representative shall receive compensation a
fter their term in office for any act or action occurring during their time in o
ffice. Holding office as a Senator or Representative is a privilege and an hon
or of the highest rank; no individual shall use their position of trust for indi
vidual profit or gain. Funds in excess of those expended to campaign for office
shall not be used as personal compensation during any term of office or after t
he term of any office has expired. Such funds may be returned to the donors or
be used to lessen the burden of National Deficit; all such funds being considere
d for the benefit and good of the Republic.
Section 3 Senators and Representatives after serving for the benefit of th
e people shall be further compensated by a grateful Republic and shall be eligib
le for a pension commensurate with the period of term served. Each Senator and
Representative thus eligible for a pension shall receive no less yet no more tha
n available through Social Security or the national standard used for retirement
. Each Senator and Representative shall be eligible to receive these benefits u
nder the same rules as their fellow citizens and will be eligible for all other
benefits provided to the average citizen receiving no less yet no more than is p
rovided to the average citizen.
Section 4 Each Senator or Representative receiving a pension through Soci
al Security or the current national standard used for retirement pensions shall
receive no more than that which is due for the highest position held; at a calcu
lated rate taking into consideration all positions held for those terms served,
The result will reflect compensation balanced with service. All benefits other
than those awarded for service to the government shall be treated under the same
rules as for all retirements as administered for the average citizen. The pri
vilege of service as a Citizen Legislator is in itself substantial reward.
Section 5 The Supreme Court shall appoint an independent panel of three judges.
This inferior court shall review citizens complaints of congressional miscondu
ct or violations of law. If the findings of this panel are such that misconduc
t or violations of law are apparent the Panels recommendation shall be reviewed
by the appropriate legislative committee. The committee shall study the Panel's
findings and forward a report with recommendations to the legislative body for
due processing. All findings and recommendations shall be public and available
to each Citizen. All violations exceeding the normal measures for administrativ
e discipline within the House of Representatives or the Senate shall be processe
d no differently than any similar violation be processed in the public interest.

Each Citizen serving in Public office shall be afforded no less privileges than
those due the Average Citizen, but each individual serving in public office shal
l receive no more privilege or consideration than would be afforded any Citizen
of the United States. That all are created equal shall be demonstrated in both
law and the process of governance.
