You are alleging that during a leyball practice on Wednesday, October 18, 2017, Coach Ron Malcolm had the team play a game called >mpliments and insults,” where players were told they had to pay a complement to a team member when they performed adequately, and an insult when they performed badly. Allegedly, Coach Malcolm Joined in and insulted your daughter, Hannah Chatfield, calling her "Black, thus implying that being Black. fs abad thing, Allegedly, on Octoter 19, 2017, the day after the incident at practice occurred, Coach Malcolm approached your daughter and tried to apologize. Allegedly, Coach Malcolm told your daughter that he did not mean the word “Biack" to be an insult but rather a characteristic, athe could have used her physical attributes like her “sprained ankle," “nose, or “Geri curls," the latter two implying racial stereotypes. In accordance with Nevada state law, an administrative investigation into this allegation was initiated. ‘on October 19, 2017. This investigation has been completed by school administration. After conducting interviews with 12 students and two staff members, we are able to substantiate that during the volleyball practice on Wednesday, October 18, 2017, Coach Ron Malcolm did have the team play a game called compliments and insults, and Coach Malcolm joined in and insulted your daughter, by calling her "Black”. On October 19, 2017, we confirmed that Coach Malcolm approached your daughter and tried to apologize and said something ofthe naturethat he did not mean the word "Black to be an insult but rather a characteristic, that he could have used her physical attributes like her “sprained ankle," “nose, or her "Geri curls.” We have determined that these instances do meet the qualifications for bullying. This behavior meets the three point criteria. The staff meniber used the foregoing words, which were associated with her ‘membership ina protected class,and insulted your daughter, causing her to feel distressed, There was use ofa put-down of demeaning humor regarding your daughter’s race and color. Harm did occur, as she ‘was upset from the incident. The conduct was unwelcome as was expressed by your daughter, Furthermore, there was an imbalance of power as Coach Malcolm is an adult responsible for appropriate conduct infront of students. Our schoo! has taken appropriateaction to ensure the complained of activity will no longer occur.
