COPLAN: La Trinidad Long Hands

I.SITUATION:

a. Background:

The municipality of La Trinidad is the capital town of Benguet wherein business


influx is commonly observed in all barangays of these municipality. Thus, different
people from other neighboring towns and places came to this town for them to engage
in business. It is also noted that some new universities and schools were opened in this
town to accommodate students from other places. As a result of fast growing local
economy it also resulted in the increased of populace of the town. As the population
increases it is also good ideal place for those engage in theft trade in the said
municipality.

Considering the fact that La Trinidad Municipal Police Station in the show window
of Benguet Police Provincial Office. One of the major thrusts of the said Municipal
Police Station as embodied in “OPLAN TAKAW” is the possible neutralization of theft
personalities which was collated during continuous stake out and surveillances
conducted by the operatives of La Trinidad Municipal Police Station personnel operating
within La Trinidad, Benguet are residents and migrants coming from different
municipalities, cities, and provinces.

b. Latest Development:

Recently, from January 2017 to present LTMPS Operatives of this station have
already arrested 51 individuals involved in theft trade.
c. Operational Condition:

The subject of theft personalities designed their own way on how to operate.
They operate most especially during night times and also during the bad condition of
weather.

II. MISSION:

a. Purpose:

To gather information about the persons suspected in committing Theft.


To arrest and prevent those people from committing theft and to file appropriate
charges or cases against them.

b. Objectives:
1. To decrease theft in the Municipality of La Trinidad most especially on the
central business area.
2. Enforce mandatory foot patrolling during night time.
3. Enforce mandatory curfew hours.
4. Enforce mandatory checkpoints.

c. Target Places:

 Balili, La Trinidad, Benguet


 Betag, La Trinidad, Benguet
 Buyagan, Poblacion, La Trinidad, Benguet
 Pico, La Trinidad, Benguet
 Puguis, La Trinidad, Benguet

III. EXECUTION:

A. CONCEPT OF OPERATION:
This COPLAN in coordination with LTMPS Traffic Division will be executed by
the personnel of the La Trinidad Philippine National Police Personnel.

1) Intelligence Phase:

a. Surveillance.

1. Mobile and foot patrol by operatives in coordination with the action


agents and other informants.
2. Frequent checks on the places where theft are most often
committed. At least one day meeting or planning of Agents for their
tasks and on how they will apprehend those who are committing
thefts.
b. Action Agents.

1. AAs were already recruited by SPO3 Adak Amo of LTMPS to


monitor the target places. The AA is a student who personally know
the target places;
2. Back up Agents will also be utilized as informers about the
activities of the target; and
3. Recruitment and training of more potential AAs and informers will
be a continuing process until the target personalities are nuetralied.

2. Operation Phase:

a. Research; and
1. Check records of offenders related to theft for possible
identification of those persons committing theft on target
places.
2. Check court records if the suspected persons have any
other crimes committed.
3. If necessary, coordination with the other government
agencies is needed.

b. Apply search warrant and arrest suspects.


1. Secure search warrant /s to search the hide outs of
suspects for additional evidence.
2. Conduct check points
3. Arrest targets

3. Investigation Phase:

1. File criminal case against the arrested suspects.


2. Upon arrest/ apprehension of the target he will be undergoing
Booking Procedures for future references. After which the suspect
will be turned over to the Prosecutors Office for filing and for final
disposition.
3. Case- tracking of the case filed.

4. Termination Phase:

This COPLAN terminates upon neutralization of the target engage


in committing theft.
B. TASKING:

1. Project Director (PD)- The Provincial Director Benguet PPO will be


the Project Director and will command, manage, direct, control and
supervise all aspect of the operation.
2. Case Supervisor (CS)- The Chief of Police LTMPS will be the case
supervisor and will assist the project in the implementation of this
COPLAN and directly supervise the operation to ensure the
accomplishment of the project.
3. Case Officer (CO)- The Chief of Investigation Section, LTMPS will be
the case supervisor and be responsible for the overall implementation
of the operations. Prepare overall plan of the operations, coordinates
all necessary matters affecting the operations and performs other tasks
as may be directed by the Project Director and/or the Case Supervisor.
4. Principal Agent (P/A)-
a. The Intelligence and Investigation PNCOs of the LTMPS will
acts as Principal Agent and Agent Handler.
b. Perform operational support duties assigned to them by the
Project Officer.
c. Prepare development reports of this COPLAN.

5. PPSC- Provide personnel to augment the operating troops, performs


other task on order.
6. Agent Handler (A/H)- The operatives of LTMPS will act as Agent
Handler and supervise the activity of the employed action agent. Make
timely and accurate reports regarding the development of project; and
7. Action Agent (A/A)- Conduct monitoring / surveillance on the location/
whereabouts of the target places and submit reports to his Agent
Handler.
8. PDEU-
a. Provide personnel to augment the operating troops.
b. Perform other task on orders.

IV. COMMAND AND COMMUNICATION

a. Tasks Organization
b. Current SOP’s on communication shall be maintain.
c. Other communication equipment maybe rented/ purchased and utilized as
needed.
d. Communication with other officer who is conducting patrol shall be by
telephone, cellphone, special order and clandestine communication.
e. Utilization of assigned routes is mandatory especially in the places where
theft is most often committed.
V. COORDINATING INSTRUCTION:

a. SOP’s on security shall be followed and shall be responsibility of the Case


Officer;
b. Lateral Coordination with the other PNP higher Office is encouraged however
compartmentalization shall be employed;
c. Case Officer shall arranged all conferences and meetings between segments
of the network;
d. Respect for human rights must be observed;
e. Observance and Compliance with the rule of engagement and all legal
requirements relevant to law enforcement and police operations shall be an
integral part of the concept of this COPLAN;
f. This project shall be classified as “CONFIDENTIAL” and will take effect upon
approval.

VI. SERVICE SUPPORT:

a. Personnel (Annex B)
b. Finance, supply and equipment (Annex c)
c. Transportation
1. Issued marked vehicles of the LTMPS and PPSC will be utilized during
the operations.
2. In transporting personnel other private vehicle will be utilized if
necessary.

VII. REPORTS:

1. All regular and special reports for submission to higher office shall be
prepared by the CO.
2. The AAs shall submit after contact or meeting reports and other reports
required by CO.
3. All reports including working papers are classified as SECRET- SENSITIVE
COMPARTMENTED INFORMATION.

VIII. EFFECTIVITY:

The COPLAN takes effect upon approval and shall be continuing until the target
places will neutralized those persons committing theft.

FINANCIAL AND LOGISTICAL REQUIREMENTS for COPLAN

SOURCE OF FUNDING ALLOCATION

The Project Fund (PF) shall be drawn from the special project Fund of La
Trinidad Municipal Police Station

BREAKDOWN OF OPERATIONAL COST


COPLAN La Trinidad Long Hands needs a budget allocation of Php20,000.00
for whole duration of the year 2017.

The disbursement of funds as follows:

1. Pre operation Phase:

a. Salary of 4 Action Agents (each) per operation Php 4,000.00


b. Contact meeting expenses with the agents Php 3,000.00
Total Php 7,000.00

2. Operation Phase:

a. Meal Allowance:

1. Personnel of LTMPS: 4 personnel Php 2,000.00


2. Personnel of PDEU: 2 personnel Php 2,000.00
3. Action Agents: 2 personnel Php 2,000.00

b. Communication Allowance:

1. LTMPS- team leader and members Php 2,000.00
