Small Value procurement should not fall under Shopping:

The decision to resort to Small Value Procurement shall be reflected in the
APP and must take into consideration the annual procurement requirements
of the item to be procured and other market factors, such as fluctuation in
prices. (General Guidelines (a) of GPPB Resolution 09-2009)
There must be no splitting of contract (breaking up of contracts into smaller
quantities and amounts; dividing contract implementation into artificial
phases or subcontracts, for the purpose of making it below the threshold for
shopping or small value procurement, or evading or circumventing the
requirement of public bidding). (General Guidelines (b) of GPPB Resolution 09-
2009)
The conduct of Small Value Procurement is allowed to be delegated to the
appropriate bureau, committee, or support unit duly authorized by the BAC.

There must be a Request for Quotation (RFQ) (indicating the specification,
quantity, Approved Budget for the Contract (ABC), other terms and conditions
of the item to be procured; must prescribe the manner by which price
quotation shall be submitted (i.e. sealed or open quotation, and the deadline
for their submission) In all instances, however, information relating to the
examination, evaluation and comparison of price quotations shall be kept
confidential and should not be disclosed to any other party except to those
officially concerned until award of contract) (Procedural Guidelines (a,b) of

RFQ shall be sent to at least 3 suppliers, contractors, or consultants of known
qualifications. However, RFQ may also be sent to only one supplier if there is
unforeseen contingencies requiring immediate purchase under Section 52.1
(a) of the IRR. (Procedural Guidelines (c ) of GPPB Resolution 09-2009)
RFQ shall be posted for a period of 7 cd in the PhilGEPS website, website of
the procuring entity, if available, and at any conspicuous place reserved for
this purpose in the premises of the procuring entity. This posting requirement
shall not be applicable if: (a) there is unforeseen contingency requiring
immediate purchase under Sec. 52.1 (a) of the IRR (b) RFQs with ABCs equal
to 50,000 and below (Procedural Guidelines (d ) of GPPB Resolution 09-2009)
Abstract of Quotations shall be prepared setting forth the names of those
who responded to the RFQ, their corresponding price quotations, and the
lowest quotation (for goods or infrastructure projects ) or highest rated offer
(for consulting services) submitted (Procedural Guidelines (e) of GPPB
Resolution 09-2009)
Award of Contract shall be made to the lowest quotation or after successful
negotiations, the highest rated offer as the case may be, which complies with
the specifications and other terms and conditions stated in the RFQ.

For information purposes, all awards shall be posted in the PhilGEPS website,
website of the procuring entity, if available, and at any conspicuous place
reserved for this purpose in the premises of the procuring entity except for
those with ABCs equal to P50,000 and below (Procedural Guidelines (i) of
GPPB Resolution 09-2009)
