conference and convention being held between 7th and 12th
February, 2018 at The Exhibition Centre, Gandhinagar, Gujarat has

The Reverse Buyer Seller Meet (RBSM) has been organized, for the first time,
for hosting international buyers to meet the exhibitors during PLASTINDIA
2018 and do mutually rewarding business deals. The challenging task to
conduct this B2B connect programme has been undertaken by one of our
Founder Members, The Plastics Export Promotion Council (PLEXCONCIL) with
the proactive support of the Ministry of Commerce & Industry, Government
of India. The objective of this initiative is to bring 600 specially selected
international buyers to interact with exhibitors directly, thereby creating a
strong bond for business, networking, tie-up, and bilateral understanding
that would help both to extract maximum value.
Special industry pavilions are also being organised on medical and healthcare,
sports and fitness equipment, composites, automobile and robotics, transport
and infrastructure, and 3D printing to facilitate business collaboration and
trade alliances, as these sectors are direct consumers of plastics and allied
products and contribute significantly to the nation’s economy.
There is a special pavilion on the education activity undertaken by Plastindia
Foundation. Plastindia International University (PIU) being set up by the
Foundation at GIDC Dungra, Vapi will be a unique kind of a university for
the plastics industry where it will not only cater to the students of plastics
engineering, but will also upgrade the technical and entrepreneurial skills
as required by the plastics industry. The Foundation has a collaboration
with one of the globally renowned educational institution in plastics, the
University of Massachusetts (UMass) Lowell, USA for the PIU project; they
are also participating in this exhibition at the PIU stall.

by about 12% in the last 3 years. It is projected to grow to
around 20 Mn tonne by 2025,” highlights Arvind M. Mehta

Q. According to you, how has been

the growth of the Indian plastics
industry in the last 3 years?
The industry, taking all challenges in its
stride, has grown by about 12% in the
last 3 years inspite of lower GDP growth,
demonetisation in 2016-17 and introduction
of GST in July, 2017.
However, things have stabilised
now. The polymer sector is
expected to clock around
Rs. 1.2 lakh crore, 12 Mn tonne
i.e. about 12% plus growth
this year. It is projected to
grow to around 20 Mn tonne
by 2025. There is significant
potential due to the current
low per capita consumption of
10 kgs against 90 - 100 kgs
in U.S.A. and 50 kgs

Q. Any specific area you think, the
industry has not performed as was
expected?
Few areas, the industry has not grown to its
expectations are:
l Agriculture (irrigation, farm
packaging)
l Water supply and storage
l Infrastructure (power supply)
l Healthcare (disposable packaging)
l General purpose flexible packaging
Q. With your decades of experience in the
masterbatch business, what do you see
the future of this sector?
Growth of masterbatch business is dependent
on the growth of the plastics converting

industry. On an average, 3 - 4% of polymer is
the masterbatch usage in the industry.
Moreover, the masterbatch sector is no longer
unorganised. This sector is now equipped
with modern, state-of-the-art machinery. It is
product increasingly run by professional management,
rather than only family-run businesses.
Besides catering to the domestic demand, there is
big push in masterbatch exports. In years to come,
Indian masterbatch industry will be a leading
global player.
Q. What roles can regulatory norms play
for industry growth?
If norms enhance growth of sectors like agriculture,
infrastructure, healthcare etc. as mentioned earlier
will also enhance growth of the plastics industry.
Moreover, a lot can be done by GOI and state
governments in easing the establishment and
running of SMEs / MSMEs. This industry requires
a lot of approvals, permits, finance, qualified
manpower etc. for which various government
departments and resources are involved. A co-
ordinated approach like single window clearance
chaired by the CM at the State level and even
the PM at the Centre will really facilitate smooth
running of MSME industries. This will result
in an explosive growth in employment by the
MSME sector. Even today, the MSME sector is
the backbone as far as employment generation
is concerned.
Time to time there is talk about ban on plastics
without realising the role played by plastics
and their use in day-to-day life. Public is fed by
propaganda and misconception that plastics are
only bags and bottles and cause littering.
All stakeholders like manufacturers,
municipal authorities and users have
to coordinate and regulate waste
management, scrap generation and its
handling. Recycling is a fairly organised
industry now and it can be promoted
further to handle new requirements.
Q. Your expectations of the Union
Budget 2018.
Besides furthering incentives for ‘ease
of doing business’, Government should
increase the limits of SMEs by 3 - 4
times, which is Rs. 10 crore now. There is
really no big advantage to SMEs now in
manufacturing, marketing, finance and
many other spheres.
If the banks are allowed to take little
more risk in lending to MSME, where
less possibility of NPAs is there from
MSME, than one big corporate failure.
Say Rs. 1000 crore is given to one
corporate; in case of failure of one
corporate, Rs. 1000 crore would be lost
or should we say difficult to recovery.
In comparison, if the same Rs. 1000
crore is given to 100 MSMEs, 90 to
95% recovery from MSME is possible,
leading to a recovery of Rs. 900 crore
which will lead to higher productivity
and more employment.
Q. What is the global sentiment
towards the Indian plastics
industry? For what reason?
Indian plastics industry is now well
recognised, globally. There are world scale
polymer producers in the country now.
The converting industry also has quality
and branded players. Consumption
potential of India is significant now.
‘Make in India’ initiatives will also
attract more and more global players in
the field. The country’s manufacturing
sector is expected to jump from being
12th largest in the world to a forecasted
7th position by 2025.
India’s plastics export is poised to cross
USD 8 billion due to its positive growth
trend. The industry / Plexconcil is working
with the government on a strategy to
increase plastics export multifold from
the above figure. The plastics export market
is a USD 800 billion market globally.

and we are seeing some mergers and acquisitions both, domestically and
internationally. Some international companies in their ambition to establish
a footprint in India are looking for ways to enter the market. This presents
some opportunity as well as some threats.
