The Third Committee of the United Nations General Assembly, The Social, Cultural &
Humanitarian Committee (SOCHUM)

Guided by the Article 4 of the Universal Declaration of Human Rights adopted in 10 December
1948 which lays down a common standard of achievements for all peoples and all nations, as well as
setting up fundamental human rights to be universally protected,

Recalling the 1951 Convention Relating to the Status of Refugees the United Nations multilateral
treaty that defines the term ‘refugee’, and sets out the implications of individuals who are granted asylum
and the responsibilities of states that grant asylum, the 1967 Protocol Relating to the Status of Refugees
Protocol which removed temporal and geographic restrictions towards the said Convention,

Further Recalling the second High-level Dialogue on International Migration and Development,
held in New York on 3 and 4 October 2013, which addressed constructively the issue of international
migration and development and explored the opportunities and the challenges that international migration
presents, including the protection of the human rights of migrants and the contribution of migrants to
development,

Recalling also its previous annual resolutions on the work of the Office of the United Nations
High Commissioner for Refugees since its establishment by the General Assembly,

Recognizing that forced displacement has, inter alia, humanitarian and development implications,

Expressing its appreciation for the leadership shown by the High Commissioner, Commending
the staff of the Office of the High Commissioner and its partners for the competent, courageous and
dedicated manner in which they discharge their responsibilities,

Underlining its strong condemnation of all forms of violence to which humanitarian personnel
and United Nations and associated personnel are increasingly exposed,

Expressing it’s appreciation towards states adopting the Refugee Status Determination (RSD),

Affirming the Declaration of the High-level Dialogue on International Migration and


Development, adopted on 3 October 2013 on the occasion of the High-level Dialogue,
Reaffirming the New York Declaration for Refugees and Migrants, adopted at the high-level
plenary meeting of the General Assembly on addressing large movements of refugees and migrants, held
at United Nations Headquarters on 19 September 2016,

Reaffirming further the Universal Declaration of Human Rights, recalling the International
Covenant on Civil and Political Rights, the International Covenant on Economic, Social and Cultural
Rights, the International Convention on the Elimination of All Forms of Racial Discrimination, the
Convention on the Elimination of All Forms of Discrimination against Women and the Convention on the
Rights of the Child, and recalling also the Declaration on the Right to Development,

Welcoming the agreement to bring the International Organization for Migration, an organization
regarded by its member States as the global lead agency on migration and aid, into a closer legal and
working relationship with the United Nations as a related organization,

Acknowledges the European Union’s (EU) Common European Asylum System (CEAS) along
with its Asylum Procedure Directive, Qualification Directive, and EURODAC regulation which
collectively requires EU member states need to have a joint approach in guaranteeing higher standards of
protection for refugees,

Further acknowledges the Partnership in Action (PARinAC) initiative which aims to provide
increased humanitarian and protection needs, via establishing a framework for cooperation between the
United Nations High Commissioner for Refugees (UNHCR) and more than 800 non-governmental
organizations (NGOs) worldwide,

Acknowledging with appreciation the voluntary contributions received to date by the United
Nations multi-partner trust fund to support the global compact for safe, orderly and effective management
of the crisis,

Recommends the participation of able member states to aid in the eradication of root causes,
namely by the development of an international employment program to address economic migrants, the
development of a international awareness program to discourage citizens from leaving their home
countries, and cooperation between the UNHRC and various NGOs to aid in the launch of such programs

Recalling its resolution 46/182 of 19 December 1991 on the strengthening of the coordination of
emergency humanitarian assistance of the United Nations and all subsequent General Assembly
resolutions on the subject, including resolution 70/106 of 10 December 2015,

1. Draws the attention to the condition of refugees in the European continent especially regarding
the condition of unprocessed asylum seekers;

2. Expresses its hope for member states in ensuring that all human beings can fulfil their potential in
dignity and equality and in a healthy environment;
3. Emphasizes its concerns towards the estimated 65.3 million displaced persons worldwide;

4. Reminds member states on the important work undertaken by the Office of the United Nations
High Commissioner for Refugees and its Executive Committee in the course of the year, which is
aimed at strengthening the international protection regime and at assisting Governments in
meeting their protection responsibilities;

5. Notes with appreciation the adoption of the New York Declaration for Refugees and Migrants 5
and the two annexes thereto at the high-level plenary meeting of the General Assembly on
addressing large movements of refugees and migrants, on 19t September 2016, and encourages
States to implement the commitments made therein;

6. Welcomes the resumption by the Executive Committee of the practice of adopting conclusions on
international protection, and notes with appreciation the adoption of the conclusions on youth and
on international cooperation from a protection and solutions perspective;

7. Urges states to provide human rights to qualified refugees;

8. Endorses the creation of HOMe initiative which aims to reduce the number of refugees in the
remaining area which follow the clauses mentioned below this clause;

9. Encourages member states to address massive refugee populations in refugee host states;

10. Recommends the establishment increased panels of discussion called HEARTH between local
governments and the UNHCR in order to further cooperation and coordination of refugee
populations to further increase the refugee integration process;
a. This program aims to address discrimination between local populations towards refugee
populations;
b. The program will be conducted by all member states present;
c. The program will require cooperation between member states with the UNHCR in order
to ensure the effective flow of negotiations between said parties;

11. Endorses the establishment of induction programs within host states that provide preliminary
language training and support for migrants, introduction towards local customs, habits, and
traditions, and initial subsidization of costs from the state;
a. This program is aimed to aid refugee integration processes within refugee host countries;
b. The program will be conducted by all current member states present;
c. The program will require cooperation between member states with the UNHCR in order
to be fully integrated within the national legislations of said states;

12. Recommends that EU Member States add towards the Qualification Directive within the CEAS in
order to ensure that protection is granted only for as long as the grounds for persecution or serious
harm persist, addresses secondary movements and harmonises the rights of refugees;
a. This program is aimed to improve upon the existing Qualification Directive found in the
EU’s Common European Asylum System (CEAS);
b. The program will be conducted by the Member States within the European Union;
c. The program will require cooperation between EU Member States in order to be fully
implemented as a reform within the CEAS;

13. Encourages the creation of “Neverland” which aims to provide refugees an immediate shelter
while they are waiting for their status received which such program will follow the following
mechanism but not limited to;
a. The program aims to deal with sudden influxes of migrants;
b. Such shelter shall consist of a UNHCR domestic officer in order to assist refugee
applicants regarding any problem from the application of a desirable status ;
c. Will be cooperating further with NGOs and other communities in order to help the
operations of said home shelters;
d. The program will be conducted by the all current member states;
e. The program will require cooperation between member states and the UNHCR in order to
be effectively implemented in a large scale;

14. Endorses the reporting states allegedly conducting ‘human rights violations’ towards the UN’s
OHCHR (Office of the United Nations High Commissioner for Human Rights) and put under
investigation;
a. This program is aimed to address alleged human rights violations towards the refugee
population;
b. The program will be conducted by all current member states;
c. The program will require cooperation of member states in order to ensure the smooth
flow and running of said investigations;

15. Recommends that states unwilling but able to hold refugees would have to allocate 1% of their
GNP to contribute towards humanitarian aid;
a. This program is aimed to provide a steady source of funding to further support aid
programs and efforts whilst seeing the delivery of humane material reception conditions
(such as housing) for asylum seekers across the EU, and that the fundamental rights of
the concerned persons are fully respected;
b. The program will be conducted by all current member states;
c. The program will require cooperation of member states in order to ensure continuous
flow of funding;

16. Recommends EU Member States add towards the EURODAC Regulation within the CEAS via
introducing the obligation to take fingerprints and a facial image in refugee processing, allowing
states to retain said data pertaining to illegally staying third-country nationals, and comparing
aforementioned biometric data with that of Interpol’s Terrorism Watch List;
a. This program is aimed to increase the security of EU member states whilst still
accommodating for refugee populations;
b. The program will be conducted by all current EU member states;
c. The program will require cooperation of EU member states and interpol in order to
ensure the increased security;
17. Endorses the expansion of the Partnership in Action initiative (PARinAC) via the implementation
of a smaller scale initiative specializing on the refugee crisis;
a. This program is aimed to further increase the efficacy in UNHCR efforts, strengthening
aid systems, extending aid locations, and enhancing coordination towards NGO actions in
order to effectively concentrate aid;
b. The program will be conducted by all current member states;
c. The program will require increased cooperation between member states, UNHCR and
NGOs in order to increase PARinAC performance;

18. Recommends the dispatchment of UNHRC representatives in each state’s border patrol;
a. This program is aimed to ensure the ethical treatment of refugees within all states via said
representatives fulfilling a supervisory role in the management of each state’s border
patrols;
b. The program will be conducted by all current member states;
c. The program will require increased cooperation between member states, and UNHCR to
create effective implementation;

19. Encourages the relocation of congested refugee populations within host states towards states
willing and able to shelter such refugees;
a. This program aims to further alleviate the burden of refugee host states experiencing
overcapacity;
b. The program will be conducted by willing and able refugee host states;
c. The program will require cooperation between refugee host states to create effective and
even relocation;

20. Recommends that EU Member States add towards the Asylum Procedure Directive within the
CEAS by ensuring that states replace current procedural arrangements with simpler and clearer
procedures, prioritizes more vulnerable individuals, accelerates examination procedures, and
establish harmonized rules on safe countries;
a. This program is aimed to improve upon the existing Asylum Procedure Directive found
in the EU’s Common European Asylum System (CEAS);
b. The program will be conducted by the Member States within the European Union;
c. The program will require cooperation between EU Member States in order to be fully
implemented as a reform within the CEAS;

21. Encourages states to promote voluntary repatriation programs via facilitating refugee choice
through updates on their respective home countries, whilst promising education, legal aid, and
family reunification upon return;
a. The program is aimed to encourage voluntary repatriation efforts;
b. The program will be conducted by refugee host states;
c. The program will require cooperation between refugee host states and the UNHCR in
order to further provide and supplement an effective repatriation effort;

22. Further recommends that states enhance voluntary repatriation measures via the supervision of
refugee population post-repatriation;
a. This program aims to ensure the upholding of refugee rights, safety, and non-
discrimination upon return to their home countries;
b. This program will be conducted by refugee home states and the UNHCR;
c. The program would require cooperation between refugee home states and the UNHCR in
order to ensure the upholding of refugee human rights;

23. Calls upon states to increase resettlement efforts by developing safe and legal routes for refugees
to take towards states willing to accept refugee populations;
a. This program is aimed to provide ease of asylum access;
b. The program will be conducted by member states and willing host refugee countries;
c. The program will require cooperation between member states and willing host refugee
countries in order to be fully implemented within the EU;

24. Recommends states distribute skilled worker migrants within refugee host countries towards
regions requiring their expertise;
a. This program aims to ensure an increased economic benefit from migrant populations;
b. This program will be conducted by host refugee countries;
c. The program will require cooperation between the UNHCR and host refugee countries in
order to be fully established in a national level;
