dated June 09, 2017 with reference no. 17-06-394 regarding the Orlenbtlon on the
Natlonal Tourlsm Develooment Plan 2016-2022 and Local Tourlsm Planqlrn
Guldebookfor LGUs.

The final venue of the activity will be in Davao City on July 04-05, 2017.
Accommodation and meals (breakfast and dinner) will be shouldered by the
participants. DOT shall be providing the event meals and snacks.

ORIENTATION ON THE NATrcNAL TOURISM DEVELOPMENT PLAN

2016.2022 AND LOCAL TOURISM PLANNING GUIDEBOOK FOR LGUS

Background

The Local Tourisrn Planning Guidebook for LGUs is a planning tooljointly developed by
the DOT, Department of lnterior and Local Government (DILG), Department of
Environment and Natural Resources (DENR), and Development Academy of the
Philippines. The Tourism Guidebook aims to capacitate provincial/city/municipal
planning and development offi@rs, and tourism officers and enable them to create local
tourism plans, monitor and evaluate tourism activities, and learn the significance of
institutional support and public-private sector partnerships in tourism development.

Rationale and J ustification

The DOT is mandated to implement tourism-related activities in partnership with LGUs

and industry stakeholders in fulfillment of goals and objectives pursuant to Republic Act
9593 (Tourism Act of 2009). Under the Tourism Act, the OTDPRIM is tasked to extend
technical assistance on tourism development planning for the benefit of both public and
private sector.

Legal Basls

1. RA 9593 Section 37: Consistent with RA 7160, LGUs shall prepare and
implement a tourism development plan that integrate zoning land use, and
infrastructure development, standards for tourism enterprises, and heritage and
environmental protection based on the principle of sustainable tourism
development.

2. Section 38: All LGUs shall prepare an inventory of its available resources as
basis for local and national tourism planning, as well as compile regular reports
on the status of their tourism plan(s) and programs, including tourist arrivals,
tourism enterprises, among others.
