3 Technical Description
Inter-system cell reselection includes cell reselection from GSM to WCDMA and cell
reselection from WCDMA to GSM.
WCDMA → GSM cell reselection involves the change on the GSM side in addition to
certain co-working of the GSM side required by NACC, so the process is not described in
this document.
The NACC (network assistant cell change) process is described in detail in document
“ZGO-02-02-011 Inter-BSC NACC” .
The cell reselection from GSM to WCDMA in idle state is described as below:
The system broadcast message SI2quater sent by the GSM system on the BCCH or
extended BCCH channel describes the list of WCDMA adjacent cells and cell reselection
control parameters, one of which is Qsearch_I. This parameter controls the adjacent cell
measurement and reselection by UE in idle state. (3GPP TS44.018 R5, 3GPP TS45.008
R5)
current GSM cell RLA_C is above the threshold of the Qsearch_I parameter (-78dBm
when Qsearch_I is set to 8).
The MS conducts decoding and measurement on the CPICH (Common Pilot Channel)
when the adjacent cell meets the search criteria.
The cell phone updates the field intensity RLA_C of the serving GSM cell and receiving
levels of 6 strongest non-serving GSM cells (including GSM and WCDMA cells) at least
once every 5 seconds.
If the measurement on WCDMA cells is started (which means the value of Qsearch_I is
not 15), the GSM side also needs to include the FDD_Qoffset and FDD_Qmin
parameters in the system broadcast message System information type 2quater or
System information type 2ter. The parameter definitions are as follows:
XXX_Qoffset Applies an offset to RLA_C for cell re-selection to access 0-15
technology/mode XXX (one or more)
0 = - (always select a cell if acceptable),
1 = -28 dB, 2 = -24 dB, … , 15 = 28 dB.
Default value = 0 dB.
These two parameters control the cross-system cell reselection. After measurement of
WCDMA cells is performed for a certain period of time, the MS obtains the RSCP (or
RSSI) value or Ec/No value of the CPICH channel and compares the same with the
reselection parameter FDD_Qoffset and FDD_Qmin. The algorithm is as follows: a UE
can reselect the UTRAN adjacent cell if the following 3 requirements are satisfied:
RSCP >= FDD_Qoffset + RLA_C, that is the RSCP of this adjacent cell is higher than the
average receiving level RLA_C of this cell.
RSCP >= FDD_Qoffset + RLA_n, that is the RSCP of the adjacent cell is higher than
RLA_C of all adjacent GSM cells by at least FDD_Qoffset (FDD reselection offset) for
more than 5 seconds (FDD_Qoffset of the cell increases by 5dB to prevent pingpong
reselection if the cell is reselected 15 seconds earlier).
Ec/No >= FDD_Qmin, that is Ec/No (code-noise ratio) of this adjacent cell is larger than
or equal to designated FDD_Qmin.
If more than one UTRAN cell meets the above conditions, then select the cell which has
the largest RSCP.
If adjacent WCDMA cells meet conditions, then reselect the adjacent WCDMA cells.
In the current system, the BSS does not support the PBCCH configuration and PBCCH is
not exist. The BSS sends to MS the cell re-selection measurement parameter and control
parameter through the SI2quater message on BCCH. The cell re-selection parameters
showed in clause 3.1.1 also work on cell re-selection in packet idle mode and packet
transfer mode.MS shall use Qsearch-I and idle mode cell re-selection parameters.
In addition, the relevant parameters for inter-system cell reselection (3G adjacent cell
information, cell reselection measurement and control parameters) can be sent to the MS
in active state through the Packet Cell Change Order or Packet Measurement Order
command. These parameters will be used in the PS cell reselection by MS in active
state.
If the inter-system cell reselection parameter carried in the Packet Cell Change Order or
Packet Measurement Order message is different from the cell reselection parameter
broadcast on the BCCH, then the MS in active state will treat the cell reselection
parameter carried in the Packet Cell Change Order or Packet Measurement Order
message as standard parameter and we refer to this solution as “using the cell
reselection parameter different from that in idle state for the PS in active state”. For
detailed description, refer to “ZGO-02-02-013 Different Cell Reselection Parameters
Used in Idle and Active Packet States”.
Qsearch_P is broadcast on BCCH. It shall be used only if cell re-selection parameters for
one or more cells are provided to the MS in a Packet Cell Change Order or Packet
Measurement Order message.
The above sections in this document describe the cell reselection proactively initiated by
MS. The BSC also supports network controlled cell reselection. Relevant details about
network controlled cell reselection are described in “ZGO-02-03-004 Inter-system NCCR”
and this document will give a brief description.
Different from cell reselection proactively initiated by MS, the network may request
measurement reports from the MS and control its cell reselection. Network controlled PS
cell reselection is simply referred to as NCCR (Network controlled Cell Reselection). This
is indicated by the parameter Network_Control_Order. The meaning of the different
parameter values is specified as follows:
NC1: "MS control with measurement reports", the MS shall send measurement
reports to the network. The MS shall continue to perform autonomous cell re-selection.
NC2: "network control", the MS shall send measurement reports to the network. The
MS shall only perform cell reselection according to the cell reselection order of the
network. The MS shall only perform autonomous cell reselection when the reselection is
triggered by a downlink signaling failure or a random access failure.
Considering that the NC2 mode contributes more to the TBF transmission efficiency in
the packet transmission state, we only use the NC2 mode in the packet transmission
state and use the NC0 or NC1 mode in the packet idle state, that is we do not set
Network_Control_Order to NC2 in the PSI5, SI13 and SI2quater messages but enable
the NC2 mode only by sending the PMO message in which
NETWORK_CONTROL_ORDER is set to NC2 on PACCH.
The MS can report measurement reports of the adjacent WCDMA cells in the RSCP
mode or Ec/No mode. Which mode is indicated by the FDD_REP_QUANT parameter in
the downlink messages (such as PSI5, PSI3quater, PCCO and PMO).
FDD_REP_QU Indicates the reporting quantity for UTRAN FDD 0/1 1
ANT cells,
0 = RSCP, 1 = Ec/No
In addition, the BSS can also control the priority at which the MS reports to the cell
through the REPORTING_THRESHOLD and FDD_REPORTING_OFFSET parameters
in the downlink message. The indication of these two parameters is specified as follows:
When the network operates in NC1 or NC2 mode, the BSS controls the period of reporting
the cell reselection measurement report through the NC_REPORTING_PERIOD_I,
NC_REPORTING_PERIOD_T and NC_NON_DRX_PERIOD parmaeters (sent in the
PSI5 or SI13 and SI2quater messae in the same way as Network_Control_Order is sent);
wherein, NC_REPORTING_PERIOD_I indicates the period of reporting the cell
reselection measurement report when the MS is in idle mode, while
NC_REPORTING_PERIOD_T indicates the period of reporting the cell reselection
measurement report when the MS is packet transmission mode. After the cell phone in
NC2 mode completes sending to the BSC the NC measurement report, it enters the NC2
non_DRX mode and the time between these two processes is decided by the value of
the NC_NON_DRX_PERIOD parameter. If the cell phone does not receive the
NC_NON_DRX_PERIOD, NC_REPORTING_PERIOD_I and NC_REPORTING_PERIOD_T
parameters, then the cell phone adopts the default period of reporting measurement
report and the time interval determined by the cell phone’s own timer T3158 is treated as
the period of reporting the measurement report.
As the NC2 mode involves the processing of the internal measurement reports of the
BSS and selection of reselected cells, it is more complicated than the NC0 and NC1
modes. The following briefly describes the NC2 mode.
In the NC2 mode, the BSC receives the measurement report reported by the MS
(through the Packet Measurement Report message sent by the cell phone) and stores
and applies weighted averaging to the measurement level RXLEV of the serving cell and
adjacent GSM cell and the RCSP or Ec/No of the adjacent 3G cell.
Considering that the period of reporting the packet measurement report is relatively long
and the intervals at which the measurement report is reported are different, for example,
a measurement report is not reported, so different weighting factors are adopted
according to the difference between reporting of the measurement report within the slide
window and latest measurement report. The principle is that the larger the difference
from the time when the current report is reported is the weighting factor is smaller, which
means the influence on the average is smaller. The weighting factors for the serving cell
and adjacent cell in the same measurement report are the same, which means the
weighting factor is applied to the original measurement value although the moving
average method is used in processing the measurement report. In addition, the size of
the slide window is configured through the back-end system.
The criteria for triggering network controlled cell reselection from 2G to 3G in the BSC
and algorithm for deciding the reselection are as follows:
In the RSCP mode, a MS can reselect the adjacent UTRAN cell when all of the 2
requirements are satisfied:
RSCP >= FDD_GPRS_Qoffset + RLA_n, that is RSCP of this adjacent cell is higher than
the RLA_P of all adjacent GSM cells by at least FDD_GPRS_Qoffset (FDD reselection
offset).
If more than one UTRAN cell meets the above conditions, then select the cell which has
the largest RSCP.
In the Ec/No mode, a MS can reselect the adjacent UTRAN cell when the following
condition is met:
If more than one UTRAN cell meets the above conditions, then select the cell which has
the largest RSCP.
The BSC notifies the MS through the PCCO message to perform cell reselection:
When the BSC decides that the MS needs to perform cell reselection, then it needs to
notify the MS through the Packet Cell Change Order message.
In the packet transmission mode, the Packet Cell Change Order and Packet
Measurement Order messages are sent to the cell phone on PACCH.
After receiving the cell reselection order sent by the network, the cell phone tries access
in the target cell. If the access is successful, the cell phone does not notify the original
cell, the entire cell reselection is complete and the cell phone reports the measurement
report of the new cell. If the access is not successful, then the cell phone returns to the
original cell and applies for a single block resource to send the Packet Cell Change
Failure (PCCF) message. After obtaining radio resources, the cell phone sends the
Packet Cell Change Failure message to the network.
In the UTRAN test configuration for the BSC, a switch decides “whether to support 2/3G
preferred control during PS reselection/handover”. This switch is disabled by default. If
this switch is enabled, then there are 6 optional strategies for the PS reselection:
Network assistant cell change can significantly shorten the time for which the
transmission is interrupted due to cell reselection to improve the service experience of
the end user. NACC is introduced in the 3GPP R4 and is only used for cell reselection in
the BSC. For detailed description of the NACC and configuration method on the
back-end system, refer to “ZGO-02-02-011 Inter-BSC NACC”.
The 3GPP R5 extends NACC to enable it to support inter-BSC NACC and inter-system
NACC. Inter-system NACC requires the system message of the external BSC cell to be
obtained between the BSC and RNC through the Iur-g interface or through the SGSN
and RAN Information Management (RIM) process. Currently, we only realize the
external NACC through the Gb interface and RIM process.
The RIM process includes the RAN Information Request and RAN Information Send
processes. The BSC obtains the system message of the external cell through the RAN
Information Request process and reports the system message change to the external
cell through the RAN Information Send process (triggered by event or at specified time).
The active BSC triggers the external cell to initiate the RAN Information Send process
through the RAN Information Request process to issue the system message of the
external cell to the current cell.

RAN Information
The BSC includes the parameter that indicates the MS is required to conduct the
measurement on adjacent WCDMA cells in the broadcast message System information
type 2quater on BCCH or extended BCCH. In addition, the MS camp in the GSM cell
and engaged in a call may also receive the Measurement Information message sent by
the BSC on the downlink SACCH. This message also includes the information about the
adjacent WCDMA cells and WCDMA measurement parameters.
The System information type 2quater and Measurement Information messages contain
relatively important control parameters correlated to the adjacent cell measurement and
handover in addition to the description of the wireless parameters of the adjacent 3G
cells.
Qsearch_C
This parameter is the threshold when the MS starts measurement of inter-system cells
(namely adjacent WCDMA cells). This parameter defines a threshold and UE performs
search for adjacent 3G cell when the average receiving level RLA_C of the current cell is
lower than (when the parameter ranges from 0 to 7) or higher than (when the parameter
ranges from 8 to 15) this threshold. The values are specified as follows:
The definition of the Qsearch_C_Initial parameter is as follows: Which value will be the
threshold when the MS does not receive the Qsearch_C parameter is decided by the
value of the Qsearch_C_Initial parameter in the System information type 2quater
message on BCCH.
Qsearch_C_Initia Indicates the Qsearch value to be used in connected mode 0/1
l before Qsearch_C is received,
0 = use Qsearch_I, 1 = (always).
Default value = use Qsearch_I.
In other words, when the value of the Qsearch_C_Initial parameter is 0, the value of the
QSearch_I parameter will be the threshold for performing the inter-system cell
measurement; when the value of the Qsearch_C_Initial parameter is 1, then the MS is
always conducting measurement on inter-system cells.
3G_SEARCH_PRIO
This parameter indicates whether BSIC decoding is needed during search and
measurement of adjacent 3G cells (the longest period is 13s). The meaning of different
parameter values is specified as below:

REPORT_TYPE
This parameter is used for notifying MS whether the measurement report is reported in
the EMR or MR mode.
XXX_MULTIRAT_REPORTING
This parameter indicates the maximum number of adjacent 3G cells included in the
measurement report by the MS. If the number of adjacent 3G cells meeting the
conditions is smaller than XXX_MULTIRAT_REPORTING, then the vacancies are used
for adjacent GSM cells.
XXX_REPORTING_THRESHOLD
This parameter indicates to the MS that reporting can be performed only when the
measurement value exceeds the threshold. Its definition is as follows:

FDD_REPORTING_THRESHOLD_2
This parameter indicates to the MS that the measurement data of a cell canbe reported if
the measurement value that not specified in the FDD_REP_QUANT parameter of that
cell is equal or greater than this threshold (for example, when RSCP is specified by
FDD_REP_QUANT, then measurement results of a cell canbe reported if the Ec/No of that
cell > =FDD_REPORTING_THRESHOLD_2). The meaning of different parameter values
is specified as below:
After the MS performs measurement on the adjacent WCDMA cells, it reports to the BSC
the Measurement Report or Enhanced Measurement Report at regular intervals (480ms)
and the BSC decides whether to start handover according to the GSM handover
algorithm and measurement information.
The procedures for GSM->WCDMA voice handover signaling are as shown in Figure
3-3.

The source BSC decides that the MS shall handover to the WCDMA cell according to the
GSM handover algorithm and measurement information;
The target RNC allocates radio resources for this handover and configures NodeB
through the RL SETUP process;
The RNC configures radio resources allocated to the MS and other parameter packets to
the MS;
After detecting the MS, the NodeB sends to the RNC the RL Restore message;
After receiving the RL Restore message, the RNC sends to the WCDMA MSC the
Relocation Detect message;
The RNC sends to the WCDMA MSC the Iu interface Relocation Complete message and
the RNCWCDMA handover is complete.
The GSM->WCDMA voice handover deciding algorithm is completed by the GSM BSS.
To support inter-system handover, the GSM BSS must support 3GPP R99 and later
protocols. ZTE’s BSC equipment currently is compatible with the 3GPP R5 standard, so
it completely supports GSM->WCDMA voice handover. Detailedly speaking, the
capabilities that the GSM BSS equipment must have to support inter-system handover at
least include:
Support the System Information Type 2quater message for sending to the MS the
adjacent cell list and measurement control parameters and reporting the adjacent
WCDMA cell measurement report at the appropriate time;
Support sending the information about the adjacent WCDMA cell and measurement
control information fo the WCDMA cell to the MS, that is the GSM BSS equipment must
support sending the new system message Measurement Information in the active state.
Support sending to the WCDMA side the handover request. After receiving the
measurement report, the BSC shall be able to send Handover Required on the A
interface and the format of this message must be compatibel with the R99;
Support the configuration of adjacent WCDMA cell. Firstly, configurations of the UTRAN
external cell need to be made. The parameters to be configured include CellTypeUTRAN,
MCC, MNC, LAC, UTRAN adjacent cell ID (C_Id), ArfcnUTRAN, RNC_Id, RAC,
ScCodeCellPara and DiverSity. For parameter description, see Chapter 4 “WCDMA
Adjacent Cell Configuration Relevant Parameters”.
Setting of SI2quater position: it can be set that the SI2quater message is sent on BCCH
or extended BCCH byparameter SI2QuaterPos (channel location broadcast by
SI2quater).
Configure the relevant control parameters for adjacent cell measurement by the MS such
as Qsearch_C, Qsearch_C_Initial, etc. The corresponding system configuration
parameters include Qsearch_C (threshold when UE performs searching of UTRAN
adjacent cells in specialized mode), QsearchCInit (Qsearch_C_Initial, the parameter
substituting Qsearch_C before UE obtains Qsearch_C), FDDrepQntCS
(FDD_REP_QUANT, indicates the reporting quantity for UTRAN adjacent cells),
FDDMulRatarrptCS (XXX_MULTIRAT_REPORTING, indicates the maximum number of
UTRAN/FDD adjacent cells included in measurement report), ReportRateCS
(REPORTING_RATE, indicates the frequency at which the adjacent cell reports the
measuremnet report), SearchPrioCSUTRAN (3G_SEARCH_PRIO, indicates if UTRAN
adjacent cells may be searched when BSIC decoding is required), FDDRprtOffsetCS
Configure the inter-system handover algorithm and parameters for the BSC.
The main objectives of achieving inter-system handover from GSM to WCDMA include:
When the MS campsin an area only covered by the GSM network and is in the call
connection state, it moves to an area covered by WCDMA network. When the MS arrives
at the perimeter of the WCDMA network, the continuity of the service and quality of
service needs to be ensured through inter-system handover.
Handover based network resource optimization includes load-based and user service
level based inter-system handover. The main objective of such handover is to make
network configuration optimal and maximize the advantages of the hybrid network.
To implement the above inter-system handover policies, ZTE’s BSC provides a series of
handover algorithms and the above-mentioned various objectives can be achieved
through different parameter combinations.
We first describe the conditions for triggering inter-system handover. The criteria for
deciding inter-system handover to be performed by the BSC include:
The measurement report needs to be processed each time it is received and it shall be
decided whether handover is required to be initiated;
During call access, inter-system directed retry handover may be triggered in case of
congestion to the cell;
When the service channel occupancy ratio (number of occupied TCHs/total TCHs
(excluding blocked channels)) of the serving cell is higher than the traffic threshold of
serving cell TrafficThs, it is decided that the cell is too busy and the traffic handover is
triggered. Processing of measurement report reported by MS:
When it is decided whether to handover to the 3G cell or GSM cell and the measurement
report from the MS is being processed, the conditions for triggering handover from GSM
to WCDMA and those for selecting the target cell are related to “network priority selection
policy”. The “network priority selection policy” refers to whether the WCDMA or GSM
network will be selected with priority during handover.
Whether the WCDMA cell or GSM cell is selected with priority can be controlled by either
the MSC or BSC.
This field is stored in the BSS and is used to evaluate the handover during handover.
The BSC decides which network will be selected with priority during the handover based
on the configuration. In ZTE’s BSC implementation scheme, which deciding approach to
be adopted (to be controlled by MSC or BSC) can be configuredby parameter ServiceHo .
If “the BSC decides the handover preference policy” is configured(0,1,2) in the cell
attribute, then whether 3G or 2G is preferred is decided based on the handover cell
selection policy configured in the OMCR. If “the MSC decides the handover preference

In addition, the BSC side can control the priority order of WCDMA and TD-SCDMA
through the parameter “FDD/TDD Handover (FDDTDDPrio)” if the WCDMA adjacent cell
and TD-SCDMA adjacent cell exist at the same time.
Designate a strength threshold (with different thresholds set respectively for the RSCP
and Ec/No) for the 3G adjacent cell, if the policy is Handover to WCDMA preferred,
handover to 3G can be triggered when at least P of N RSCP or Ec/No slide averages are
larger than or equal to the threshold.
The difference between WCDMA and GSM handover cell selection lists lies in that only
an adjacent cell with best level value is selected as the target cell during WCDMA
handover if multiple adjacent WCDMA cells satisfy the requirements for deciding
handover. The conditions for selecting target cell and deciding handover are the same
with the only difference in that the P and N averages are not used but the latest slide
average level is used as the decision criteria. Because WCDMA handover is external
handover, only one attempt is made.
That is, the sliding averaging is applied to the calculation of the RSCP and Ec/No of the
target cell. The sliding averaging is the same as the calculation for the source cell, but
different parameters can be set. The involved sliding averaging parameters include
HoWindowUTRAN (size of slide window of the Ec/No or RSCP average of the adjacent
cell) and ZeroAllowedUTRAN (number of measured values of the UTRAN adjacent cell
that are allowed to be 0).
Currently, the method for deciding whether the 3G adjacent cell meets the conditions for
directed retry is the same as that for deciding whether to perform handover: the cell can
be treated as the target cell for directed retry only when at least HORSCP_P_FDD
(HOECNO_P_FDD) of the latest HORSCP_N_FDD (HOECNO_N_FDD) RSCP
averages are larger than or equal to HoRSCPThsFDD (HOECNOTHSFDD) plus
HORSCPOFFSET3G (HOECNOOFFSET3G) of this adjacent cell. When multiple cells
meet the condition, the cell which has the largest average measured value is the target
cell and at maximum one cell will be selectedfor directed retry.,because directed retry to
3G is external handover.
In addition, whether to allow directed retry to 3G cell can be controlled by the parameter
InterSysRdCtrl. What also needs to be noted is that when directed retry is needed an
attempt is made to request resources from an internal cell and external directed retry is
performed in case of failure. Whether external directed retry to 2G cell or 3G cell is
preferred is decided based on the “network preference selection policy”. “Network
preference selection measurement” is obtained based on the value of SERVICE
HANDOVER (issued by the MSC) or ServiceHo (configured by BSC), including “3G cell
preferred”, “2G cell preferred” and “3G cell not allowed”.
To support directed retry, the directed retry switch Drlnd needs to be enabled.
Currently the method for deciding whether a 3G adjacent cell meets the handover
conditions during “handover query” is the same as that for deciding whether to perform
handover: the cell can be treated as the target cell only when at least HORSCP_P_FDD
(HOECNO_P_FDD) of the latest HORSCP_N_FDD (HOECNO_N_FDD) RSCP
averages are larger than or equal to HoRSCPThsFDD (HOECNOTHSFDD) plus
The method for deciding the target 3G cell for handover triggered by serving cell load is
completely the same as that as mentioned above: the cell can be treated as the target
cell for handover only when at least HORSCP_P_FDD (HOECNO_P_FDD) of the latest
HORSCP_N_FDD (HOECNO_N_FDD) RSCP averages are larger than or equal to
LoadHoRSCPThsFDD (LoadHoEcNoThsFDD)”load handover threshold” plus
HORSCPOFFSET3G (HOECNOOFFSET3G) of this adjacent cell. When multiple cells
meet the conditions, the cell which has the largest average measured value is the target
cell.
To implement load-based handover, the BSC needs to notify other adjacent BSS or RNS
of its load by handover related signalling messages.
To prevent PINGPANG handover, the BSC employs the penalty time in handover failure
policy: when handover from GSM to WCDMA fails, a period of protection time will be
ensured to prevent immediate handover; during that period of time the BSC does not
perform handover even though the measurement report reported by the MS can meet the
conditions for triggering handover. This is configured through the parameter
HoFailPenalTmUTRAN (penalty period of UTRAN cell handover failure).
. The priority based cell reselection which described in 3GPP 45.008(R8) is also
suppored. If adjacent cell list contains WCDMA frequency , and MS supports cell priority
based reselection algorithm, BSS can broadcast the cell’s priority to MS by system
message. In this way, the cell reselection of GSM->WCDMA adopts the cell priority
based reselection algorithm. MSs not supporting this algorithm employs the cell
sequence based reselection algorithm.
The main requirements for CS handover from WCDMA to GSM are made on the
WCDMA network side. What is important to the GSM side is that:
The BSSAP signaling Handover Request message in the A interface at least is required
to support R99 version, which means the message needs to adapt to the change of the
coding mode of the parameter Cell identifier (Serving) carrying the ID of the WCDMA
source cell;
The encryption algorithm issued by the GSM MSC can be ignored even though the
encryption function of the BSS is not enabled, and the subsequent handover procedures
will be normally performed;
When the BSS sends to GSM MSC HANDOVER REQUEST ACK, Chosen Encryption
Algorithm IE cannot be null no matter the encryption function is enabled or not.
The BSC already supports all of these basic requirements, so it can perform CS
handover from WCDMA to GSM. Voice handover from WCDMA to GSM is as shown in
Figure 3-4:

The source RNC triggers sending the handover request message to the GSM MSC
based on the attribute of the current cell, configured attribute of the adjacent cell and
measurement results of the MS and performs the voice handover from WCDMA to GSM;
When the target BSC allocates radio resources and other resources for the MS, it
forwards to the WCDMA MSC this information. The WCDMA MSC sends to the source
RNC Relocation Command;
The RNC sends to the MS the information of the BSC through the Handover from
WCDMA Command message on the Uu interface. The MS interprets the information
about the radio channel resource allocated for the MS by the GSM/BSS from this
message to perform access of the GSM cell;
When the access of the GSM cell by the MS is completed, the WCDMA MSC sends to
the source RNC Iu Release Command. The RNC begins to release the context, radio
and relevant resources of the MS.

The MS indicates the SCALE value to be used in the PACKET
ENHANCED MEASUREMENT REPORT message.
If the actual field strength of a GSM adjacent cell is only n dBm,
the UE
maps n+ SCALE_ORD to the value that n shall map to when mapping
to RXLEV(0…63). This is applicable only when the PACKET
ENHANCED MEASUREMENT REPORT message is used.
If the signal strength of the adjacent cell exceeds -48 dBm, the system
can use this parameter to report the actual value and the UE reports
the
SCALE value in the PACKET ENHANCED MEASUREMENT REPORT
message. If SCALE_ORD=2, the UE uses a minimum offset, which is
sufficient for reporting the cell with the strongest signal level.

6. UE is ready;
Enabling the 2-3G inter-operation function can integrate the 2G and 3G networks. By
reasonably configuring parameters, the two networks can be made to provide
complementary coverage and complementary network capacities, thus giving a better
play to the capacity advantages of the 2G network in CS service and rate advantages of
the 3G network in PS service and providing better network experience for the subscriber.
This feature must be enabled in the field.
