For those of you hosting interns or law clerks this summer, as well as those of you who
have recently hired a young professional who is new to town, please see below.
Create Little Rock, the young professionals organization powered by the Little Rock
Regional Chamber, will once again host a summer programming series called Land
in the Rock. LITR is designed to entertain interns and law clerks who are here for
the summer and demonstrate to them what Little Rock has to offer, in hopes of
their return after graduation. It's also for young professionals who have moved to
town recently and need to get connected. Last year, we hosted over 300
individuals who were visiting for the summer or had just moved here, and we're
looking forward to building on that success.
If your company/organization/firm will have interns or clerks, they can sign up for the LITR
email list at landintherock.com. Alternatively, you can send me a list of their email
addresses and I'll add them to the distribution list. Permanent residents can also sign up to
be a Create Little Rock member at createlittlerock.com. Membership is free.
Our kickoff event will be Wednesday, June 7th, in the River Market East
Pavilion from 5:30 - 8pm. We'll have free beer, wine, and pizza for Land in the
Rock participants and Create Little Rock members who RSVP at

AGREEMENT FOR ECONOMIC DEVELOPMENT SERVICES BETWEEN THE
CITY OF LITTLE ROCK, ARKANSAS, AND THE LITTLE ROCK REGIONAL
CHAMBER OF COMMERCE
This Agreement is entered into effective this 18th day of April, 2017 (the “Effective
Date”), although it may be formally executed at a later date, between the City of Little Rock,
Arkansas (the “City”), and the Little Rock Regional Chamber of Commerce (the “Chamber”)
RECITALS
WHEREAS, the City Board of Directors agrees that a vibrant economic development

jobs, job retention and the expansion of the City’s tax base by construction or improvements to
service contract authorized under Amendment No. 97 to the Arkansas Constitution and
CONSIDERATION, AND OTHER MATTERS SET FORTH WITHIN THIS AGREEMENT, THE
1. Term. The term of this Agreement shall be for a period of one year commencing on the
Effective Date; provided that if any work or activities have been undertaken by the Chamber
prior to the formal execution date of this Agreement, then these matters are formally ratified by
the City.
2. Consideration. The City shall pay, and the Chamber agrees to accept, the sum of not to
exceed three hundred thousand dollars ($300,000) as consideration for the economic
development services to be provided by the Chamber in accordance with this Agreement. Such
amount shall be payable as follows: $100,000 on the 18th day of August 2017 and $25,000 on

a) Provide planning, marketing, and strategic advice and counsel to the City regarding

c) Provide a full-time, professionally qualified senior manager and such staff who will
consult with the City on a frequent and regular basis as required to carry on the function

Agreement;
e) Seek, discover and endeavor to attract new and expanding industry within the City to
create jobs and investment for the benefit and economic improvement of Little Rock
citizens;
f) Develop and secure tools for the purpose of economic development prospects, such
as maps, charts, photos, tapes, briefing facilities, brochures, reports, and other matters,
as are necessary and required to adequately promote new and expanding industry
g) Assist new and existing companies within the City with workforce training programs,
problem solving, counseling and other services pertinent to the expansion of the
iii) Identification of suitable sites, including publicly owned, within the City;

v) Opportunities and support services for existing businesses within the City;

continual feedback from existing businesses to determine how they can best be served

7. Chamber not to use City name or credit. The Chamber shall not use the name or credit of
the City in purchasing, or attempting to purchase, any equipment, supplies, or other things or

contractor in every respect and shall take all steps at its own expense, and pursuant to the use
of its materials, and its method of operation, on tasks requested by the City. The City does not,
and will not, assume any responsibility for the means by which, or the manner in which, the
services provided by the Chamber are accomplished. The Chamber is solely responsible for the
method, content and sequence of performance of the work set forth in this Agreement.
9. Nonassignment of Agreement. The Chamber shall not transfer or assign, nor attempt to
transfer or assign, this contract, or the license or any of the rights or privileges granted within
this Agreement, without the express written permission of the City. The City is under no
obligation whatsoever to grant any permission to the transfer or assignment of this Agreement.
10. Compliance with Law. The Chamber agrees that in the performance of this Agreement it
shall comply with all City ordinances, and with all laws of the federal government and the State
of Arkansas, including but not limited to, bans on discrimination on the basis of race, sex, color,
national origin, gender, or disability, and to the extent applicable, state or federal freedom of
information laws.
11. Termination for Default. The City may terminate this Agreement without penalty upon any
default by the Chamber of any of the terms and conditions, provided that if the City grants a
period for cure of any such default, then termination will not occur until the opportunity for cure
has passed.
12. Disclaimer. Entry into this agreement is for economic development purposes only and in no
way suggests that the City endorses or agrees with any position taken by the Chamber, the
state Chamber of Commerce, the United States Chamber of Commerce, or any affiliated group.
13. Quarterly Reports. The Chamber shall submit not less than quarterly reports to the City
that comply with the requirements of the Act and otherwise illustrate the activity of the Chamber

including, but not limited to, business leads developed or received, jobs created; capital

Chamber shall comply with the requirements of the Americans with Disabilities Act and the
Equal Employment Opportunity Act, and the regulations promulgated pursuant thereto, and to

19. Multiple Originals. The parties agree that the original and executed copies of this
Agreement shall serve as originals of the Agreement for any evidentiary purposes in any court,

communications of any nature whatsoever are to be considered a part of, a clarification of, or an
interpretation tool for, the terms set forth within the Agreement.
21. Authority to Execute. The parties agree that by the execution of this Agreement by the
persons set forth below is authorized by the respective boards of either party.

hundred thousand dollars ($200,000) for the Chamber to assist the City with economic

Thanks for the update. My preference would be for your office to work with Purchasing and be ready to issue a RFQ or
RFP on December 9th. I would prefer an RFQ but I need you and Abdoul to weigh in on that issue. We should have it out
for the normal 30 day process and then review and make a recommendation to the BOD in January.

Attached is a draft of the memorandum I am going to formally issue to you today that
deals with the question of when the City can enter into an economic development agreement.
There is one minor citation issue I need handled before the memorandum is issued, and I
have just not had time to get to that this morning. But, I wanted you to know what the
memorandum would say.
It seems to me that if the City wishes to move forward in this budget cycle, we could take
the last Chamber contract, review it in light of the language in the constitutional amendment
for any necessary tweaks, and get it on the street on 09 December 2016 with the idea that a
10-day turnaround would allow for a resolution to be approved at the 20 December 2016
BOD meeting.
Please let me know if you want us to work towards that goals with Abdoul.

It has truly been an honor to serve as this year’s Chairman of the LGLR Advisory Board. The LGLR program has provided
an invaluable service to the community over the years and you, as alumni, have been a big part of that. It has been a big
year for the LGLR Alumni! We have officially combined our two Boards, we had a successful Spring Event where we
honored Jim Dailey (the Father of Leadership), and we had yet another successful retreat and class announcement.
None of these things could have happened without the hard work and support of our Alumni. Also, please remember
that your $45 annual investment helps to provide scholarships for people who otherwise might not be able to
participate in the program. Because our fiscal year begins July 1, we encourage you to please join or renew your

4:00 p.m. Please join us for this formal introduction of Class XXXIII, followed by a
reception in honor of the new class members, presented by our friends at Simmons
Bank. Everyone is invited! No rsvp necessary. Business attire is appropriate.
In the coming months you will receive information regarding the LGLR Alumni Holiday
Mixer (November/December). Please be on the lookout for that email!

If you’ll think back to your own Class Retreat, you will most certainly
remember learning about the Process Communication Model (PCM),
developed by Dr. Taibi Kahler of Kahler Communications, Inc. This
personality testing & presentation is ALWAYS a highlight of the year! As
part of this sponsorship, your company may send a representative to
address the class on the first morning of the retreat (Sunday, October 8 at
Mountain Harbor Resort). As something new this year, we would also like
to include a Class XXXIII Partner Sponsorship with the Retreat Speaker
Sponsorship (see benefits below)
*Mention in all program publicity including class announcement and
graduation, listing in binder materials, retreat signage, individual session
signage throughout the year, slide show recognition at class announcement
and at graduation, listing in graduation program as well as in the Arkansas
