Project Scope:
Implementation, deployment, financing and maintenance of the national
program of electronic driving Licences and vehicles registration cards

The program goes LIVE in August 2007.


Based on contacless chip cards, the project constitutes one of the largest transitions from paper to
pulse in the world:
1. Over 13 million cards to be issued at the rate of 600 000 to 700 000 per year.
2. Existing documents are to be replaced during a period of 5 years, representing more than 6 million
driving license cards and 1,8 million vehicle registration cards. The Replacement phase was
launched in October 2008
3. The new electronic documents will enable the Moroccan authorities to improve and modernize
services delivered to citizens, while ensuring a rigorous track of the offences to road code and
transport legislation.

January 17th, 2007: the consortium made up of m2m group, Sagem Security and in which intervenes a large
investment bank, ATTIJARI Capital Risk won the program. On Sunday 18 February, 2007, the concession
agreement was signed by the Moroccan Finance minister, the Moroccan transport minister and the
representatives of the consortium.

By opting for multi-applicative contactless smart cards, the Moroccan


Ministry for Equipment and Transport (MET) aims to develop a strong activity
of value added services by leveraging the functional openings of the program.
Applications such as “point-record driving licence”, tracking driving offences,
motorway tolls, fees payment … will be developed around the driving licence
card. The applications expected for the vehicle registration cards will cover
applications supporting payment of taxes, vehicle inspection services, follow-
up of violations to transport legislation …

“The m2m group and Sagem Security consortium proposal was considered to
be better on both technical and financial levels” raises the Press Release
published on January 26, 2007 by the Moroccan transport ministry. “On the technical level, the system
implementation strategies are differentiated by a higher level of commitments and quality in terms of the
existing documents replacement strategy and the global equipment of the immatriculation centers, the
personalization center, the central site and the back-up center, enhanced by the large multi-applicative
openings offered by the system and which aim to modernize public services” underlines the same press
release.

Algérie Poste, Algeria’s largest savings bank and post services network with an 8 million-customer
base and more than 3500 branches nationwide, chose m2m group expertise to build its entire e-
payment processing chain. The U-payment system called SYMAP went live in October 2005.

Through the system, built around MAGIX™ and set up by m2m group’s experts, the holders of Post
office Saving Accounts can perform various automated interbank transactions such as purchase and bill
payments, statement request, funds transfer and chequebook request in addition to cash withdrawal on
900 ATMs installed across the 48 country departments, mobile payment operations and phone top-up .
By leveraging MAGIXTM large functional capabilities,
Algérie Poste manages to reach outstanding levels of
reliability, to modernise its core banking structure and to
raise the standard for consumer banking in Algeria.

Algérie Poste maintains a high level of innovative

2006: Full-EMV Certification of both Issuing and acquiring activities in a multi-bank and
multi-country environment

m2m group has successfully led the global EMV migration process of AttijariWafa Bank e-payment
platform.

The large-scale migration was accomplished in January 2007 with the successful certification of both
acquiring of payments and withdrawals along with the EMV issuance. The process supports also the
personalisation of smart cards and the post-issuance of new applications to card schemes.

By using the functional diversity of MAGIX™, AttijariWafa Bank benefits since 1996 from a global and
centralised Multi-Bank platform enabling it to:

Moroccan branches as well as International subsidiaries
such as AttijariWafa Senegal and AttijariWafa Tunisia

d’Azur Airport, France 2nd largest airport and one of the major gateways
to southern Europe, is the 1st airport loyalty program based on biometric
chip cards in Europe. Launched in february 2005, Club Airport Premier
quickly went into high gear. Ending 2007, the program accounts already

Built around MAGIX™, Club Airport Premier is a rich, totally secure and
easy-to-use programme. Indeed, by simply inserting the Club Airport
Premier card into the terminals installed in boarding lounges and placing

remember (or to forget!) to a huge host of privileges. With a so simple
functioning, Club Airport Premier members earn points on a 100points-

boarding zones, discounts on all VIP lounges, real-time info on flights by text message, exclusive discounts in the
airport partner shops and restaurants are some of the advantages put in so that frequent flyers can save time,

CSOB is today the major processing center inCzech Republic. It processes a transactions volume of

Primarily targeting under-banked countries, MAATCARD is a multi-applicative, multi-channel and multi-


component payment card using a single-usage acoustic PIN that enables a double authentication of transactions
initiated from mobile phones, land lines and PCs equipped with a microphone.

Based on MAGIX™ platform, this unique and universal payment system will widen the use scope of usual bank
card to new services thanks to its remote and contactless operation mode as well as to the coexistence on the
same support of diverse applications of payment, customer loyalty
management and distant access to a highly secure platform of
services. The MAATCARD solution is EMV compliant and has
officially received the approval of the Bank of Central African
States. Its initial deployment is due in Cameroun and Senegal in
March 2008.

MAATCARD is a hybrid card and functions as an e-purse. Built on


MAGIX™ global solution, the card provides secure access to
a wide range of services:

MAGIXTM, provides MPCB with a powerful and fully integrated solution to handle a large range of
processing operations.

MAGIX enables MPCB to:

ƒ Manage e-payment acquiring activities across a large network of hundreds of ATMs and
thousands of POS terminals
ƒ Develop and implement a variety of innovative applications : ATM Switch, Prepaid, Bill Payment,

Using the architectural expansion features offered by MAGIXTM, MPCB is able to deploy new
transaction types, device interfaces and functional enhancements including support for EMV and multi-
currency capability, improving customer service and choice, and reducing the risks associated with
credit and debit card fraud.

The card team is already working on further enhancement of the bank automated delivery services and
plans to issue MPCB new card product lines and to introduce Mobile payment and internet banking in
early 2009.

Project scope:
In 2001, BNP Paribas group appointed m2m group to set-up a global and centralised platform
enabling it to manage from its international EFT processing center, based in Paris, all the e-
transaction processing activities of its worldwide subsidiaries including Issuing (debit/credit),
Acquiring (withdrawal and payment), management of VISA and Mastercard interfaces,
management of authorization and settlement systems along with advanced chargebacks and
risk management.

At the forefront of EMV adoption, BNP Paribas group, entrusted alongside to


m2m group the global EMV migration process of its international
subsidiaries. Today, the BNP Paribas large-scale migration process is
crowned with the successful certification of both acquisition of VISA and
Matercard payments and withdrawals along with the EMV issuance. The
process supports also the personalisation of smart cards and the post-
issuance of new applications to card schemes.

countries, appointed m2m group to develop, implement and process a multi-service program
via POS terminals across the network of its Moroccan subsidiary, the group’s 2 n d international

Using the system built around MAGIXTM and fully outsourced by m2m:

1. Moroccan citeizens are able to electronically recharge their phone accounts, operate
postpaid bill payments …in thousands of points of sales, almost instantaneously, with
virtually any amount that suits their budget.

2. Points of sales can effect their purchase orders online, benefit from a large range of
payment facilities and have the opportunity to increase store traffic by adding fast, free
and easy online products to the in-store offer.

3. Altadis dematerializes transactions securely across its fast-growing network and


improves time to market for its products delivery channels. MAGIXTM is used to maintain
automatically retailers accounts information, to generate online enquiries and to provide
operations reporting as well as many other decision-
making support tools enabling therefore Altadis to sharpen
client databases and optimize the efficiency of its
Customer Relationship Management.

Using the architectural enhancements offered by MAGIXTM,


Altadis plans to deploy a wide range of value added online
services by 2006. Loyalty packages, ticketing (mass events,
stadium & concerts ticketing) … appear among the scheduled
innovations that simply intend to meet customers’ satisfaction
beyond expectations.
