NATIONAL TELECOMMUNICATIONS COMMISSION 2005 ACCOMPLISHMENT/

PERFORMANCE REPORT
Period covered: Jan. – Dec.2005

A. General

 eNTC Project Phase I was bidded out and awarded to joint


partners GeoSpatial solutions Inc. and Philkoei
International, Inc. for a contract price amounting to Php
15.250 Million.

Scope: Peparation of eNTC detailed design specification


requirements – Systems design and development.

 NTC Web Portal


 Walk-in-System for Examination (WISE)
- Document imaging/Database build-up
- Provision of hardware, software and services
 Finalized the NTC reorganization bill entitled “ An Act
Reorganizing the National Telecommunications Commission
into the National Information and Communications
Commission, Defining its Powers and Functions and
Appropriating Funds Therefor and submitted the bill to
Congress. “
 Issued circular governing rules and regulations on the
allocation and assignment of Third generation (3G) radio
frequency bands
825 – 845 MHz; 870 – 890 MHz; 1880 – 1900 MHz; 1920 –
1980 MHz; 2110 – 2170 MHz; 2010 – 2025 MHz.
 Issued an Explanatory Memorandum and circular on Voice
over Internet Protocol (VoIP).
 Initiated study on adopting an overall competition policy
framework in both the telecoms and broadcast industries.
 Undertook public hearing and consultation on Digital FM
Radio Broadcast and Low Power Radio Station.
 Created a Technical Working Group (TWG) regarding
technical standards and operating guidelines for Digital
Television Broadcasting.
 Resolved the issue on the cablecasting of “chatroom
channels” by cable operators with the issuance of
guidelines made by NTC together with cable operators and
stakeholders.
 Issued an Office Order entitled “New Guidelines for the
Modification of CATV Application Evaluation” to address
the issue of over-building on CATV operation.
 Issued a draft circular for the creation of an
Intellectual Property Unit for the NTC which shall be
tasked to monitor programs being shown by CATV operators
and to determine whether the said programs are authorized
to be received, distributed or transmitted by the CATV
operator.
 Issued circular on Head-End Sharing/Consolidation among
CATV Operators.
 Issued circular on frequency allocation and block
arrangements for Fixed Wireless Access Systems in the
bands 3.4 – 3.6 GHz and 10.15 – 10.65 GHz.
 Issued circular on frequency band allocations for
Broadband Wireless Access for fixed, nomadic and mobile
networks.
 450 – 470 MHz; 1900 – 1910 MHz; 1980 – 1990 MHz; 2400 –
2483 MHz; 2500 – 2700 MHz; 3400 – 3600 MHz; 5150 – 5350
MHz; 5470 – 5850 MHz; and 10150 – 10650 MHz.
 Issued circular on extension of the UHF TV Broadcast
band.
 Conducted public hearing on the formulation of guidelines
on the operation of short range devices and Radio
Frequency Identification/s (RFIDs).
 Issued circular on rules and regulations on broadcast
messaging service or rules against what is commonly known
as “text spam”
 Hosted the 4th Joint Sectoral Committee (JSC) Meeting of
ASEAN Technical Regulators’ Council (ATRC) held on March
16 – 17, 2005 at the Holiday Inn Galleria Manila.

 Issued 242,462 licenses, permits and certificates.


 Monitored 317,046 frequency channels.
 Conducted 52,290 inspections/investigations.
 29,745 frequency assignments made.
 Disposed 274 authorization and 1,859 administrative
cases.

E. Total Revenue Generation

 Generated total collections amounting to PHP


2,268,805,306.97
