1. System Overview
This section provides information on the following topics:

1.1. Introduction
Online Management of SPA Qualified Persons (MRPE-EQP) is a web application operated by
the Ministry of Resource Planning & Environment Sarawak (MRPE). It is available to the general
public. Users will benefit from its 24 x 7 availability and will no longer be restricted by their
physical locations – they will be able to apply for new registration as SPA Qualified Person and
renew their yearly registration from anywhere connected to the Internet.
Upon login, the user establishes real-time access to the Ministry’s Qualified Persons databases.
Users are guided to fill the digital forms and submit the required information. Once an application
is submitted, eQP will do a pre-check and if the submission is found to be in order, it is
automatically routed to a case officer in the Ministry for processing. User able to make online
payment and avoid the hassle to pay over the payment counters.
eQP performs periodic checks on the progress of the application and as each pre-set milestone is
reached, a notification is emailed to the user to keep him abreast of the status of his submission.
There are also reminder for renewal and last payment date.
QP Registration Card would be issued to replace the paper Certificate of Registration as Qualified
Person. The card provides QR code which would link up to the online application to retrieve
validity and up-to-date information on the registration.

1. Application to fill in Form A (new) / A web based application is provided, with
Form C (renewal) together with the encoded step-by-step guide for application
required supporting documents in entry, improving ease of use. User only need
paper forms to MPRE Planning to enter the new particulars. The printable
Division. form is automatically generated by the system.

2. System Access
This section provides information on the following topics:
• Sign Up New Account

2.1. Sign Up New Account


1. Using Firefox or Chrome browser, key in following URL to access Public Portal login page
https://eqp-kpps.sarawak.gov.my/
2. System will load public login page.
3. Click on hyperlink on ‘Sign Up New Account’. System will load Terms and Conditions page.

4. On the Terms and Conditions page, scroll down and click on ‘Agree’ button to accept it. Only
when user agrees with the Terms and Conditions, the system able to proceed to the next
entry screen on ‘Sign Up for SPA Online Service’. If user disagrees with the Terms and

Conditions, the system shall return to the public login page.

5. On the page for ‘Sign Up for SPA Online Service’, fill in all the mandatory fields under the
Personal Particulars. For Corporate Profile, fill in if applicable.

System will validate the entry done by user are complying to following checks:-
• All mandatory fields must be filled in.
• For Malaysian, NRIC must be in valid format.
• For Malaysian with valid NRIC, DOB is populated by system.
• Password and re-entry of password must match, in alphanumeric format with length of 8
and more characters.
• Email must be unique. Not being registered in the system.
• Corporate Profile is optional.

6. Go to check your email. Under Inbox of your email account, look for email from MRPE with
following subject ‘[MRPE] eQP: User Account Activation’. An email containing link to activate
your eQP user account was sent to you.

7. Click on the link to activate your account. You will be directed to eQP website. A welcome
page will be displayed. You have successfully activate your account and may now access to
eQP Public Portal.

8. From the Welcome Page, click ‘Home Screen’ link to start using eQP. System will direct to the
homepage of eQP public portal.

9. Once on the homepage, click on ‘My Profile’ icon. Click on ‘Update Profile Photo’ button. Click
on ‘Browse’ button and look for your photo file or any image file. Click on “Upload” button.
Note: Maximum file size is 50kb. This photo would be used for issuance of QP card.
10. Fill in the other mandatory fields and click on ‘Save’ button.

11. Click on Logout to exit eQP Public Portal. System returns to login page.

2.2. Application for Registration as Qualified Person


1. Using Firefox or Chrome browser, key in following URL to access Public Portal login page
https://eqp-kpps.sarawak.gov.my
2. If you are Malaysian, login with your New Identity Number. For non-Malaysian, login using
your registered email address.

3. Once on the homepage, click on ‘My Application’ icon. Click to ‘Application for New QP
Registration’ link. Start with entry on ‘SECTION A : PARTICULARS OF APPLICATION’ Go to
‘A(1) Particulars of Applicant’. Entry form on ‘Application for Registration as a Qualified
Person’ will be displayed.

4. Click on the Information icon located next to ‘Applied Registration Category & Profession field.
The systems shall display ‘Table of Explanation on Registration Category based on
Profession’.

5. Select a value for ‘Applied Registration Category & Profession field. Applied Category is
allocated by system based on Profession.

6. Go to the ‘Academic Qualification’ section, click on the Right Arrow icon to expand the
information entry section. Click on ‘Add’ button to add a new row. Fill in the mandatory fields.
For File Attachment, look for the relevant PDF documents or image files and upload to the
system.
7. To delete, tick on the Checkbox next to the record and click on ‘Delete’ button to remove the
selected record.
8. Go to the ‘Membership in Professional Bodies’ section, use the same way to add and remove
information related to this section. For each record, fill in the mandatory fields.

9. Go to the ‘Relevant Working Experience’ section, use the same way to add and remove
information related to this section. For each record, fill in the mandatory fields.
10. Go to the ‘Any other attachment(s)’ section, use the same way to add and remove information
related to this section. For each record, fill in the mandatory fields. This is optional
information, if you do not have any other attachment, may leave this section with no record.
11. Click on ‘Save’ button. New application is created. Records on the application are being
updated accordingly.

12. Next, proceed on entry for ‘A (2) Corporate Profile (if applicable)’. Scroll down to ‘Listing of My
Company’ section. If you had filled in the Corporation’s Information during the User Sign Up,
the system shall list the company details under the listing. Click on ‘Activate’ button. Fill in all
the mandatory fields.
13. If you did not filled in the Corporation’s Information during the User Sign Up or you want to
use other company for this application, you may fill a new Corporate Profile in this page.
14. Click on ‘Save’ button.

15. Go to the ‘Shareholders’ section, click on the Right Arrow icon to expand the information entry
section. Click on ‘Add’ button to add a new row. Fill in the mandatory fields. Proceed to click
‘Add’ button to a new row.
16. To delete, tick on the Checkbox next to Record Number and click on ‘Delete’ button to remove
the selected record.
17. Go to the ‘Board of Directors’ section, use the same way to add and remove information
related to this section. For each record, fill in the mandatory fields.
18. Go to the ‘Any other attachment(s)’ section, use the same way to add and remove information
related to this section.For each record, fill in the mandatory fields.This is optional information,
if you do not have any other attachment, may leave this section with no record.

19. If you selected a corporate information and later you decide to omit the information from this
application, click on ‘Reset Corporate Profile’ button. The system will reset the Corporate Profile
to empty fields. “Corporate Profile for this application has been reset successfully. You may key
in new profile or select an existing profile from the Listing of My Company.”
20. Once entry are done, proceed to ‘SECTION B: DECLARATION’. Look through the
Application Form (Form A) Note: The web browser in your computer or mobile device require
to have Adobe Acrobat Reader plugins to complete this step. The content of the form showing
the same information being entered into the system.

21. Scroll to the bottom of the page, tick on the Checkbox next to paragraph on the Declaration’s
text. Click on ‘Submit’ button. The system shall validate the completeness of entry for the
mandatory fields. Once application is submitted successfully, system shall prompt ‘Your
application has been submitted to MRPE successfully. You will be notified by MRPE for next
action.’

2.3. Application for Renewal of Registration as Qualified Person


1. Using Firefox or Chrome browser, key in following URL to access Public Portal login page
https://eqp-kpps.sarawak.gov.my
2. If you are Malaysian, login with your New Identity Number. For non-Malaysian, login using
your registered email address.

3. Once on the homepage, click on ‘My Application’ icon. Click to ‘Application for Renewal of QP
Registration’ link. Start with entry on ‘SECTION A : PARTICULARS OF APPLICATION’ Go to
‘A(1) Particulars of Applicant’. Entry form on ‘Application for Registration as a Qualified Person’
will be displayed.
4. Check on the following information fields on the existing license to be renewed :-
• Registration Category & Profession
• Date of first registration as qualified person
• SPA QP Registration No.
Information fields are correct for the existing valid license.
5. Under ‘Particulars of Applicant’ section, click on ‘Edit’ button to update your personal profile.
Update any information fields and click on ‘Save’ button. Click on ‘Back’ to return to the entry
form. My Profile’s record is updated.

6. Go to the ‘Academic Qualification’ section, click on the Right Arrow icon to expand the
information entry section.
7. Click on ‘Add’ button to add a new row. Fill in the mandatory fields. For File Attachment, look

8. If there is an existing record, you may edit or delete the records. To delete, tick on the
Checkbox next to Record No. and click on ‘Delete’ button to remove the selected record.

10. Go to the ‘Relevant Working Experience’ section, use the same way to add and remove
information related to this section. For each record, fill in the mandatory fields.
11. Go to the ‘Any other attachment(s)’ section, use the same way to add and remove information
related to this section.For each record, fill in the mandatory fields.This is optional information,
if you do not have any other attachment, may leave this section with no record.
12. Click on ‘Save’ button. New application is created. Records on the application are being
updated accordingly.

13. Next, proceed on entry for ‘A (2) Corporate Profile (if applicable)’. Scroll down to ‘Listing of My
Company’ section. If you had filled in the Corporation’s Information during the User Sign Up,
the system shall list the company details under the listing. Click on ‘Activate’ button. Fill in all
the mandatory fields.
14. Click on ‘Reset Corporate Profile’ button. The system will reset the Corporate Profile to empty
fields. “Corporate Profile for this application has been reset successfully. You may key in new
profile or select an existing profile from the Listing of My Company.”

15. Once entry are done, proceed to ‘SECTION B: DECLARATION’. Look through the
Application Form (Form C) Note: The web browser in your computer or mobile device require

2.4. Payment of Registration Fees


1. Open a new tab in the web browser. Go to check your email. Under Inbox of your email
account, look for email from MRPE with following subject‘[MRPE] eQP: Payment of
Registration Fees for <your name>’. An email containing information and link to make
payment of registration fees.
2. In the email content, click on the ‘here’ link. You will be directed to the Public Portal login
page. Login using your public user account. The system will direct you to payment page.

3. Click on ‘Preview’ button, then click on ‘Make Payment’ button Click on Paybills and proceed..
The system presents bill on ‘Payment Code 423 -NEW REGISTRATION FEE AS QUALIFIED
PERSON’ amounting RM200 for new registration and RM100 for renewal of registration.

4. System prompts for confirmation “Your payment details will be forwarded toSarawak
Government Official Secured Payment Gateway, PaymentGalaxy Malaysia. Do you want to
proceed?”

5. On Paybills pop-up screen, select the Bank ‘ie: Test Bank A’, then scroll to the bottom of the
screen to ‘Agree and Continue’.On next page, click ‘Continue’ to proceed. These figure and
example are a testing environment by Paybills PaymentGateway. The payments will be
flagged to Successful.

6. On payment confirmation page, click on‘Back to QP Application’ link. The system loads your
application form indicates you are now in the Payment Stage.

7. Open a new tab in the web browser. Go to check your email again.Under Inbox of your email
account, look for email from MRPE with following subject ‘[MRPE] eQP: Payment Received
from <your name> for Registration Fees of <Registration Category & Profession>’.

2.5. Registration Completed


1. Open a new tab in the web browser. Go to check your email. Under Inbox of your email
account, look for email from MRPE with following subject ‘[MRPE] eQP: Registration as SPA
Qualified Person for <name> is Endorsed’. An email containing information on how to view
the extract of QP Certificate.
2. In the email content, click on the ‘here’ link. You will be directed to the Public Portal login
page. Login using your public user account. The system will direct you to My Licence page.

3. Retrieve your licence and click on ‘View Extract of QP’. The document was digitally signed
by the Secretary of SPA.

2.6. Card Collection (Only Applicable for New registration)


1. Open a new tab in the web browser. Go to check your email. Under Inbox of your email
account, look for email from MRPE with following subject ‘[MRPE] eQP: QP Card Ready for
Collection’. An email containing information to collect the QP Card for new registration of QP.

3.3.1. Via WAW Feedback Form

Click at the toolbar. Click Save once you had completed filling in the form. An email will
be automatically sent to us for our further action.

Click Feedback link normally available at the mainpage of the system and click button
once you had completed filling in the Application Feedback Form. An email will be automatically

3.3.3. Via Sarawaknet Application Feedback Form

Click Feedback link in mySCS after you login at Sarawaknet mainpage. Click button
once you had completed filling in the form. An email will be automatically sent to us for our
further action.
