6.1 BNCS QME Forum included in Upcoming Summer PVP Conference


Mr. Barnes has arranged for a QME Forum to be part of the upcoming PVP Conference.
Members are asked to consider volunteering to participate and prepare a topic for the
presentation.

6.2 ASME 5 Year Retention Policy


The Task Group consists of Tom Ruggiero, Dave Stanze, Henry Sonderegger, and
Richard Barnes.

October 2016: The task group reported they will collect all of the data retained on C&S
Connect from the past five years and decide what should be saved. The next step would
be to review older, personal records from past meeting minutes. These documents will
then be placed in a separate location to save.

April 2017: The task group is asked to report.

6.3 Utility Participation on Standard and Subcommittees


If a subcommittee is in need of more utility participation, Jim Riley is acting as an
advocate for this area.

6.4 BNCS Consideration to apply ASME Codes to all Power Plants


October 2016: The committee agreed that a new code, or new section of the code, should
be written to address non-nuclear power plants. The committee also discussed meeting
with other industries to research this topic further, to do so the committee will look into
participation and involvement in other code weeks and committee meetings. Mr. Barns
reported he will look into attending the upcoming PVP meeting, and possibly making a
presentation. Mr. Adams provided a presentation at the previous ICONE meeting as well.
The Secretary will follow up with Ryan Crane for other possible venues QME can get
involved with.

April 2017: Ms. Verderber followed up with Ryan Crane who suggested the following
events for QME involvement: PVP, ICONE, KEPIC, ASME Power & Energy
Conference, and possible the Verification and Validation Symposium.

6.5 BNCS CFSI (Counterfeit Fraudulence Suspect Items) Report


October 2016: The committee suggested reviewing QME-1 to detect if any changes need to
be made. Mr. Fandetti and Mr. Ruggiero agreed to draft a proposal for possible verbiage to
insert into the code for next meeting.

April 2017: Mr. Fandetti and Mr. Ruggiero to report.

6.6 BNCS Potential Changes to Item Accessibility Due to Balance of Interest


October 2016: Seeing as more companies are overtaking other companies and industries,
there is concern for block voting. There is a proposal being drafted to the Board of
Nuclear Codes and Standards to address this issue and possibly limit the number of
negatives one company can submit. The committee is waiting to see the proposal to the
Board.

April 2017: Pending.

6.7 International Working Groups


Possibility of incorporating the members of the CIWG into various QME subcommittees.
Create a template survey for the CIWG for placement into subcommittees. As well as
naming a liaison on QME for the CIWG.

6.8 Risk Management Assessment


Discussion of Risk Management affecting the QME code. There will be a teleconference
held to discuss the assessment of Risk Management in the QME code.

6.8 High Temperature Reactors


Mr. Barnes to report on if High Temperature Reactors will be affecting the QME code.

6.9 Beyond Design Basis – Service Level E

7.0 Membership/Balance of Interest

7.1 The following are the Balance of Interest Categories adopted by QME:
AA – Constructor
AB – Designer
AF – General Interest
AH – Inspection
AI – Laboratories
AK – Manufacturer
AO – Owner
AT – Regulatory

Attachment 7.1 is the balance of interest for the QME Standards Committee. The Board
of Nuclear Codes and Standards requires the Standards Committee to be made up of no
more than 1/3 of a single interest category. QME is currently balanced

October 2016: Mr. Ruggiero, Mr. Fandetti and Mr. DeWall reported they will be retiring
soon, but would still like to be active in the committee. The Secretary will follow up with
which interest class they will fall into with their upcoming retirement. Mr. Norman
volunteered to follow up with more utility classified members for Mr. Riley.

April 2017: Ms. Verderber has been advised that once members retire, their interest
classification may become AU- Consultant. Unless their work in retirement reflects a
different classification.

7.3 QDR Subcommittee

A weighted ballot was issued for the reappointment of Maury Pressburger as Chair of the
QDR Subcommittee. The subcommittee opened a new position for the Vice Chair of the
subcommittee. A membership ballot has been issued for the approval of Steve Norman as
Vice Chair of QDR.

7.7 Chair Assessment of Standards Committee Membership

ASME is now requiring the Chair to document in their meeting minutes the assessment of
committee membership at least once annually. The Committee agreed that the assessment
in the future would include both meeting attendance and ballot participation.

Mr. Pressburger and Mr. Ruggiero reported they will follow up with Mr. Sonderegger on
his interest in remaining on the committee.

11.0 China International Working Group (IWG)

October 2016: CIWG briefly introduced the 2nd 2016 CIWG-QME Working Conference held on
September 19, in New City Garden Hotel in Suzhou, China. Mr. Adams, 14 committee members
of QME-CIWG along with 39 guests attended the conference. Following items were completed.
(1) Mr. Adams briefed on the latest status and major amendment of the upgrade of ASME QME-
1 Rev. 2017.

(2) Some committee members delivered speeches and shared EQ practice.

(3) Committee members and representatives exchanged views on the differences of standards
revisions and new contents that will add to revision.

(4) Representatives discussed the items on “application of Similarity criterion and Prototype
selection”. Working group plan to establish task group to further move on, and the final item will
be formally submitted to ASME QME Committee.

CIWG accepted the assignment of comparison of QME and related French RCC codes and
standards. They are going to organize a task group, recruiting 5 to 6 people in or outside the
CIWG. The contact person for this task group is Ms. Wu Danlei, Assistant Secretary of CIWG
(wudanlei@speri.com.cn).

April 2017: Mr. Heng, Mr. Danlei, and Mr. Chunhui will provide a presentation on the
comparison of the QME code and the French FCC code as well as QME practice in China. The
CIWG is holding their first meeting in May 2017.

Further inquiring if there is specific equipment used in China that isn’t stated in the QME code.
Also, possibility of a skills survey for placement into subcommittees.

ASME QME-1-2012 was issued April 24, 2013.

The QME-1 2017 Manuscript is scheduled to be available for review this summer. The projected
date of publication for QME-1-2017 is October 24, 2017.

Mr. Ruggiero to report on the NRC teleconference held March 1, 2017.

18.0 ASME OM Standards Committee Liaison


Tom Ruggiero

March 2016: Tom reported, the OM Standards Committee is working on establishing a


Mandatory Appendix IV on AOVs. The Committee is considering a new section for new reactors.
And the Committee is working on identifying SMR IST requirements. The OM Standards
Committee is working on reorganizing its committee structure.

October 2016: Mr. Ruggiero reported Appendix IV has been approved, and has received one
comment from public review. This comment any lead to a possible appeal. The committee is still
focused on linking OM and QME, and may add a liaison moving forward. Mr. Ruggiero is also
seeking experts to advise a more scientific way of testing valves to use as background
information.

April 2017: Mr. Ruggiero is asked to report.

19.0 Honors and Awards


Task group consisting of Maury Pressburger, Tim Adams, Lauren Powers, Kimberly Verderber
and Tom Ruggiero to discuss the nomination of the Outstanding Service Award.

If any members would like to nominate somebody for ASME Fellow, ASME staff is willing and
able to assist.

20.0 New Business

20.1 Chinese IWG Questions from Shanghai

October 2016: The committee decided to divide the questions from Shanghai to the
appropriate subcommittees for a written response. Questions 1 through 4 were assigned
to Mr. Stanze and Question 5 was assigned to Mr. Norman. These responses are to be
transmitted to Mr. Adams to compile and send to the Chinese IWG.

April 2017: Mr. Stanze is asked to report on Questions 1 through 4. Mr. Norman is asked
to report on Question 5.

20.2 Formation of Interpretations Committee


October 2016: Mr. Ruggiero has volunteered to be the chair or the Interpretations
Committee and will begin recruiting members from each subcommittee.

April 2017: Mr. Ruggiero is asked to report.

20.3 New Membership Possibility


Mr. Nathan Paterson has been approved as a contributing member on the QME Standards
Committee.

Mr. Durai Ragavendran’s contributing membership application has been approved by the
QME Standards Committee and is currently pending BNCS approval.

Mr. Ram Viswanathan has submitted his application for membership on the Standards
Committee. See Attachment 20.3 for Mr. Viswanathan’s application paperwork.

20.4 Future IWGs


The Standards Committee has established its first IWG in China. The Committee
discussed their willingness to establish future IWGs in Korea, India, or in Europe. Ralph
Hill has been in contact with interested parties in India, the Secretary will keep the
committee up to date with interested IWGs in these areas.
