7.1 INTERPRETATION REQUEST 15-2133

Inquirer: Jong Cheol Lee, Doosan Heavy Industries and Construction

Subject: BPV Section III, Division 2, Para. CC-2442.4 (2015 Edition)

Question: Do the single strand wedge connection tests in accordance with ASME BPV Code,
Section III, Division 2, CC-2442.4 need to be performed if the static and dynamic tensile tests are
performed for the multiple element tendons in accordance with ASME BPV Code, Section III,
Division 2 CC-2460?

Proposed Reply: No.

November 2015: Mr. Ghosal reported that further clarification is needed. The inquirer will be contacted
to obtain the clarification requested.

January 2016: Mr. Ghosal reported that the record has been updated to include the updated
background information. It was noted that Mr. Ghosal will informally circulate this item through the WG
for their recommendation.

March 2016: This interpretation is currently out for ballot to this committee and the WG on Materials,
Fabrication and Examination. Mr. Ghosal reported that the WG will discuss the results of the ballot at
their meeting in Milwaukee, WI.

April 2016: Mr. Ghosal reported that this item was sent for ballot 16-1027.

Ballot 16-1027 was closed with the following results:

7.2 INTERPRETATION REQUEST 16-1002

Subject: BPV Section III, Division 2, Para. CC-2432.1, CC-2441.1, CC-2443.1 - Special Anchor
Test

Question: Should the anchorage test of CC-2432.1 and CC-2441.1 be carried out for the
normal(basic) anchorage device specified in CC-2443.1?

Proposed Reply: No.

7.3 INTERPRETATION REQUEST 16-1075

Inquirer: Changkyu Kim, KEPCO

Subject: BPV Section III, Division 2, CC-5422.1, Bearing Plate Examination

Question: Does ASME BPVC, Section III, Division 2, CC-5422.1 require the constructor to re-
examine the bearing plates at the site prior to installation?

Proposed Reply: No, unless required by the construction specification.

Revised Question: Does ASME BPVC, Section III, Division 2, CC-5422.1 specify the
requirements for frequency and location of preplacement examination of the bearing plates?

Proposed Reply: No.

Explanation: Bearing plates shall be examined for dimensional accuracy, out‐of‐square, and
surface smoothness. The elements shall be examined at the frequency and location as stated in
the Construction Specification/Procedures.

May 2016: This item has been assigned to Working Group on Materials, Fabrication and Examination.
The committee discussed this interpretation and it was advised that a separate teleconference will be
held to further discuss the issue.

July 2016: Prior to the meeting a teleconference was convened to discuss this interpretation. The
revised question and proposed reply shown in red above were developed for consideration by the

Subject: BPV Section III, Division 2, CC-2434, Grout Cap

Original Inquiry: Can the Material Manufacturer perform the weld to fabricate grout caps in
accordance with 2015 ASME, SEC-III, DIV-2, CC-2434?

Revised Question: Is it permissible for a Material Manufacturer to perform the weld to fabricate
grout caps in accordance with the 2015 edition of ASME, BPVC, Section III, Division 2, CC-2434?

Proposed Reply: Yes.

July 2016: The original inquiry was rephrased by the secretary. This item has been assigned to

8.1 SUB A – WG DESIGN

8.1.1 Record 14-1492 - Committee/WG discussion on Revision to Code Case N-794 – Munshi
(2015-04-03)

Background: See minutes from January 2016.

January 2016: It was reported that the review and revision of the code case is ongoing. It was also
noted that CC-3000 and CC-4000 will be updated in the future.

March 2016: Mr. Munshi was asked to report.

April 2016: Mr. Lee reported that Lou continues to update N-791 and N-794 to the 2015 language. This
item will be sent for ballot prior to the November 2016 meeting. It was noted that there will be code
revisions as well as changes to code cases. It was noted that new record numbers will need to be
opened for this effort. 14-1492 will remain for N-794 and new items will be opened for the remaining
action items.

It was noted that there are up to 4 code cases that will need to be revised. Work with PTM to open
appropriate amount of records on C&S Connect.

May 2016: No report.

July 2016: Prior to the meeting Records 16-1712, 16-1713, 16-1714 and 16-1715 were opened for the
revisions to code cases N-791, N-793, N-794 and N-796 respectively. Mr. Colarusso is asked to report.

8.1.2 Record 15-1117 (Record 09-1796) Code Revision to Incorporate 75 80 KSI Rebar (Ballot 10-
1711RC101) – Javeed Munshi/Namho Lee (WG Item No: 2015-04-04)

Background: See minutes from January 2016.

January 2016: Dr. Lee advised that a working group ballot will be issued for this item shortly.

March 2016: Per the request of Dr. Lee, 6 new records were opened associated with this record (16-
767, 16-769, 16-770, 16-771, 16-772, 16-773). Dr. Lee was asked to report.

April 2016: The above mentioned records were all sent for ballot prior to this meeting. Dr. Lee
updated the committee on the progress of the records above.

8.1.3 Record 15-1118 Brackets and Corbels, Shear Design – Shen Wang

May 2016: The ballot comments were addressed, this item has been sent for BNCS for procedural
review via ballot 16-1624 and has been sent for TAC approval.

July 2016: This item was approved by the ACI TAC via ballot which closed on 7/11/2016. One
“Affirmative with Comment” was received, see below for the commentary:

the original language of 318 is odd and too awkward: "the nominal shear stress should not
exceed the smallest of 0.2f’c, 480 psi (3.3 MPa)+0.08 f’c and 1600 psi (11 MPa)" and now it is
being encoded into this ASME case.

I would prefer, "the nominal shear stress should be less than the smallest value of 0.2f'c, 480 psi
(3.3 MPA) + 0.08 f'c, OR 1600 psi"

Of course, this is a stylistic choice, and editorial. It is understandable what is meant.


If this is an acceptable change, then the text for Maximum shear could be similarly
changed.

The project team is asked to draft a response to the above ballot comment.

8.1.4 Record 15-1246 - CC-3424 and CC-4252 – Farhad Farzam

April 2016: Ballot 16-812 was closed 4/12/2016, as a result this item was approved by the BPV III
Standards Committee. This item is currently out for BNCS Procedural Review ballot 16-1239.

May 2016: This item successfully passed BNCS Procedural Review and has been sent to ACI TAC.

July 2016: This item was approved by the ACI TAC via ballot which closed on 7/11/2016. One

"CC‐3424.8 Concrete‐to‐Concrete Interface
For the purpose of CC‐3424, when concrete is placed against previously hardened concrete, the
interface for shear transfer shall be clean and free of laitance. If μ is assumed equal to 1.0,
theThe construction specification shall include requirements for roughening and cleaning the
hardened surface. If μ is assumed equal to 1.0, the interface shall be roughened to a full
amplitude of approximately 1/4 in." Provision needs to be made to provide caution that the
roughening does not induce microcracking (bruising). Otherwise the roughening may do as
much damage to bond as not roughening.

The project team is asked to draft a response to the above ballot comment.

February 2015: Record 11-1099 approved by BPV III via ballot 14-1839RC1 and by BNCS via ballot 14-
2909. This item also received comments from a member of this committee, a BNCS member, as well as
an ACI TAC approval with comment. These comments will be addressed under a new record and record
11-1099 will be published in the 2015 Edition.

March 2015: A new record will be opened to revise the code based on comments received from Mr.
Yonakawa and ACI TAC review. This item will be sent WG MFE for consideration and to draft a response
for to ACI.

April 2015: Record 15-747 has been opened for this item. Mr. Colarusso advised that this item is still
being worked on.

June 2015: It was noted that this item will be sent for ballot once the 2015 edition is released and can
be marked up.

July 2015: The 2015 Edition is now available for use by volunteers. Please see “Codes and Standards
PDFs” on C&S Connect.

August 2015: Prior to the meeting Mr. Colarusso advised that this item was ready for ballot. This item
will be sent to the Joint Committee for approval.

September 2015: This item is currently out for subgroup ballot 15-2546 and is scheduled to close on

March 2016: Following the January teleconference Messsrs. Farzam and McLean withdrew their

negatives. Mr. Colarusso is asked to update the proposal file and contact the secretary regarding
subsequent ballots. It was noted that this item will be sent for recirculation ballot when the proposal

8.1.7 Record 15-2225 - CC-2231.4, Creep Tests – Namho Lee


(WG Item No: 2015-06-2)

Background: See minutes from May 2016.

April 2016: Following the March 29th Teleconference, Dr. Lee addressed the ballot results and
subsequently all negatives were withdrawn. This item is approved by the BPV III Standards committee
and has been sent for BNCS Procedural review.

item will be forwarded to ACI TAC.}

May 2016: This item has been sent to TAC for approval.

July 2016: This item was approved by the ACI TAC via ballot which closed on 7/11/2016. This item will
be removed from the next agenda.

8.1.8 Record 14-2216 – ACI TAC Comment

March 2016: Record 14-2216 was approved by the ACI TAC with one additional comment. Per the
procedures, this will be handled as new business.

ACI TAC Comment: Removing item (5) may disallow the use of a larger headed bar that does
not require the 0.5ldt effective embedment. Although it is not a change, I have a concern with
item (a)(4), and removing item (5) would potentially preclude the use of larger headed bars
which may be more effective. In the case of radial shear reinforcement, it makes more sense to
me to use larger headed bars that have the capability of developing the full yield strength at the
face of the heads. The ACI 318 code introduced headed bars as an alternative to hooked bars,
and based the geometry of those heads on smaller configurations that were used in the literature
that provided test results for the use of headed bars in members. The associated development
length with those bars comes from the thought that some of the anchorage would be provided
by the head and some through bond. The ACI 318 committee also wanted to ensure that an
engineer would not put the head of the bar near the face of a joint because it would result in a
breakout failure without developing force in the bar. In the situation where you are using these
bars, double headed, where you want to be able to develop the full yield strength of the bars no
matter where the potential tension is between the bars, it seems that you would want to use the
larger headed bars and not be concerned with the 0.5ldt distance you would want to be able to

achieve full yield at the face of the head. In this situation the concrete is pushing out against
both faces causing axial tension in the bar. It is different that a flexural development situation.

8.2 SUB B – WG MF&E (Agenda Attached)

8.2.1 Record 14-1692: Possible improvement in CC-4432.5 Assembly of Tendon –Joe


Artuso/Jean-Baptiste Domage

October 2013: The Committee should consider some possible improvement in Subparagraph CC4432.5
Assembly of tendon. On recent projects with large tendons, PT suppliers working on nuclear construction
are proposing to preload the tendon with special jacks having multiple individual pistons for each strand
up to 10%. Such equipment allows the use of strand pushing methods and avoids the need for
prefabricated tendons with controlled twist. This is a major improvement for the Post-tensioning
technology in the nuclear containments.

Other possible/recommended new practices in the nuclear industry are the automatic computer recording
of the pressure or force and extension during stressing, and the measurement of the load on all the
strands at the end of stressing.

revision is needed or not.

March 2014: It was noted that a code revision is not required for this item. Mr. Domage was present at
the meeting, and participated in the committee’s discussion. Mr. Ghosal is asked to work with Mr.
Domage to further clarify the concerns.

April 2014: Mr. Ghosal to report on status.

June 2014: Joe Artuso has volunteered to work with Mr. Domage.

July 2014: Joe Artuso reported on the proposal received from Mr. Domage on April 29, 2014. The
proposal includes a revision regarding responsibilities, where the Construction Specification shall assign
the responsibilities of the Post Tensioning firm, if applicable. Other comments will be evaluated later as
potential future revisions. It was noted that part of Mr. Domage’s comments were incorporated into the
proposal.

September 2014: Record 14-1692 has been established. Ballot 14-2218 has been issued for approval
by WG MF&E Div. 2 and is scheduled to close 10/9/2014.

It was noted that there needs to be technical background and rationale for this code revision. The project
manager is asked to provide the technical back ground document for inclusion in the record following the
closure of the WG ballot.

November 2014: Ballot 14-2218 closed 10/20/14 with the following results:

BPV III WG CMFE: 2 approved, 3 disapproved, 2 abstention, 0 not voting and 3 not returned.

Mr. Domage is asked to address the ballot results.

The Chairman requests that Joe Artuso send an e-mail to Mr. Domage volunteering to work with Mr.
Domage to respond/resolve comments on Ballot 14-2218.

February 2015: Not discussed.

March 2015: Mr. Wargo advised that the responses have been uploaded to the ballot. It was noted that
this change cannot be technically supported right now. Mr. Domage is in the midst of writing supporting
papers, and that this item should be put on hold until these documents can be added to the record as
background information.

April 2015: Mr. Artuso was not present. Mr. Domage reported that the ballot comments have been
responded to and advised that work is still ongoing.

June 2015: Nothing new to report.

July 2015: No report.

August 2015: It was noted that this item needs to be discussed at the WG but should be ready for
ballot shortly.

September 2015: No report at this meeting.

November 2015: At the request of the WG Chair this item was sent for new ballot 15-2843, which is
scheduled to close on 11/12/2015.

8.2.2 Record 13-1081 - Request for Code Revision on Chloride Content of Concrete
ASME SECTION III – DIVISION 2, CC-2230 Concrete Mix Design, CC-2231 Concrete
Properties, CC-2231.2 Chloride Content

October 2013: Prior to the meeting Mr. Sang Wan Yi submitted the request for code revision for
consideration by this committee.

This item has been assigned to BPV III-2 WG MFE

March 2014: The following feedback was received from ACI Committee 222 on the use of cementitious
materials instead of cement for determining chloride limits. Committee 222 discussed potential effects of
this change and concluded that insufficient information is available in the literature to support such a
change. Realizing that there is insufficient information, Committee 222 agreed to work with ACI
Committee 201 to develop two sessions entitled "Effect of SCMs on Chloride Limits." The Committees will

target the Kansas City Convention for these sessions. Chair Trejo will work with David Tepke from
Committee 201 to identify speakers.

Mr. Ghosal reported on this item. No code change will be pursued at this time. However, the WG MF&E
is request to periodically monitor Committee 222’s work with ACI Committee 201 on this subject.

July 2014: Mr. Eberhardt is asked to work with Mr. Ghosal to draft a response to Mr. Yi to be sent by
the secretary.

September 2014: A response has been sent to Mr. Yi. This item will remain open to track the status of
this item in ACI Committee 222. Mr. Eberhardt advised that this will likely not be addressed by ACI 222
until the Spring Convention.

November 2014: Mr. Eberhardt advised that there was no change from the September report.

April 2016: It was noted that A1034 does not apply to mechanically headed bars and there will need to
be a second revision to split the requirements to include the changes in 14-2430. It was moved,

differential length of the individual prestressing steel elements.... "comprised of" can become

Reasoning for Response 1: The use of 0.63 in is correct as the exact conversion of 16
mm strands being used is 0.63". The original request in record 15-2147 is to change

0.60 in to 0.63 in. It should be noted that the 0.63” is a maximum and need not

8.3 SUB C – WG MODERNIZATION

NOTE: Since the format for the agenda is going to change, it was noted that the secretary and the chair need to
go through the action item lists and compare them with the below to ensure everything is processed.

8.3.1 MOD-1: Modernization task group on impulsive and impactive loadings - Neb Orbovic
- Neb Orbovic is leading a Modernization task group assigned to review and update CC-3900 code
design provisions for impulsive and impactive loadings. The first teleconference was held on June 21,
2011. Participants included John Stevenson, Mike Hessheimer, Bill Hovis, John McLean, Maher Kassar,
Randy James and Neb Orbovic. This task is now being tracked by the ACI-349/ACI 359 Joint Task
Group.

Background: See minutes from January 2016.

January 2016: Mr. Orbovic reported on the initial blast testing, it was advised that there were two tests
completed, but the rest of the testing was postponed until March 2016 in order to redesign the test
frame.

March 2016: Mr. Orbovic Reported that there are still issues being worked out regarding the testing
structure, but right now testing is scheduled to continue in July 2016.

April 2016: Mr. Obovic reported on the status of the testing. It was requested that the presentation
from the Joint TG and WG Mod be included in these minutes.

July 2016: Mr. Orbovic is asked to report.

8.3.2 MOD-4 ASME Funding Requests

April 2015: It was reported that Neb Orbovic is close to obtaining funding for the pre-stressed concrete
testing and is trying get testing to begin in June. Adeola/Clay will follow up with CRC to try to get funding
from ACI.

Two potential additional funding requests were mentioned, but these are not ready to request funding: 1)
Study for seismic levels, 2) Study to support load combination harmonization between ACI 349/359.

August 2015: It was noted that the funding has been obtained. The testing will be completed by the
end of October.

8.3.3 MOD-8: Record 15-454 Harmonization of design provision for concrete structures between
ACI 349 and ACI 359 – Ola Jovall

The WG has a new project, to look into the possibilities to harmonize design provisions for concrete
structures between ACI 349 and ACI 359. This is an outcome of our review of the NESCC report. NESCC
recognize this issue in several sections of their report.

April 2013: This is an action for ACI 359 to be revised to be harmonized with ACI 349. Mr. Jovall has
been assigned the project manager for this item.

June 2013: Nothing new to report.

February 2014:A comparison is being made between CC-3000 and ACI 349 to identify areas where
potential changes could be made. They will be prioritized and recommendations will be made to WG
Design.

March 2014: Still working on this item.

April 2014: It was noted that there will be a report at the next face to face meeting.

July 2014: No Report.

September 2014: Mr. Jovall advised that ASME is used as base for the comparison. Studied sections in
ASME so far are CC-3420, CC-3433, CC-3440, CC-3511.1 and CC-3521. During a first reading,
corresponding sections in ACI 349-06 have been identified and differences have been briefly described.
Also, load factors in ASME and ACI have been collected and will be compared. At the moment, all
comparisons are preliminary and hence no conclusions could be reported at present time.

November 2014: There is a possibility of aligning this with 349. This possibility will be discussed at the
Spring ACI Convention.

February 2015: A draft study of a comparison between the ACI 349 and 359 design codes has been
developed. A ballot for the conceptual idea of a major change in the code to align better with ACI 349 is
being sent for review and comment to WG mod, WG design and the joint committee. The purpose of the
ballot is to solicit input and determine what types of studies members would expect to see before making
such a major change. The ballot lists the advantages of such a change and describes why it is needed
now, but maybe was not advisable 40 years ago.

March 2015: Mr. McLean reported that a ballot was opened for the comparison document. The ballot is
really for conceptual comments. Ballot 15-632 is scheduled to close 4/6/2015.

April 2015: Ballot 15-632 was closed on 4/8/2015 with 7 comments. At the BPV III-2 WG
Modernization meeting it was reported that Mr. Wang was not able to pursue industry needs in China.
The study was updated to include a small section on prestress design comparisons, but it was identified
from the comments on record 15-632 (see Action Item A of WG Mod) that further study is needed for
prestress designs. Partha, Neb, and Ola agreed to update the study for more consideration on prestress
designs.

9.1 Beyond Design Basis Events and Corresponding Acceptance Criteria (Neb Orbovic)

Beyond Design Basis Events

April 2015: Neb Orbovic advised that this committee may want to work with 349 on this item.

9.1.1 Task Group on Severe Accidents – WG on Structural Integrity (Neb Orbovic)

The purpose of this item is to monitor discussions at BPV III and BNCS for direction on how to
proceed with these issues.

As of June 14, 2012: The Task Force met in Houston. Steel Containments will be addressed
first. Other areas to be addressed are external events and system design. The task force shall
be fully organized within the next two years. Need to know exactly what happened at Fukushima
before any conclusions are drawn. ASME Presidents report (100 page report) will be available
after June 14, 2012.

November 2012: It was noted that the focus is still on steel containments. Mr. Hessheimer is
asked to check to see if the minutes from the task group can be shared

It was advised that the task group’s work is not open to be shared at this time.

June 2013: Mr. Hessheimer reported that there is nothing to report at this time.

October 2013: Mike Hessheimer was not present at the meeting. It was noted that work is
being done on beyond design basis events.

March 2014: Mr. Orbovic gave an update on this item. It was noted that a revision to CC-3900
may be necessary and it would be sent for a working group ballot when it is complete.

9.2 References (Standing Item) - NCA-7100


Task Group: Jim Strunk, Clayton Smith, John McLean

This is a standing item to review changes to reference standards and update if necessary to reference the
most recent. It was requested that the list be sent to the entire committee for their input and to solicit
new volunteers. It was noted that Mr. Strunk has the complete list.

Mr. Smith advised that he will try to coordinate with ACI 318 to see how they accomplish this task. It was
also suggested that the referenced standards be evenly distributed to each member of this committee.

It has been suggested that the work/responsibilities to review the standards in NCA-7100 should be
divided between the WG’s.

March 2015: It was noted that all items that were approved for the 2015 edition will be included in the
publication.

Tom Pastor from HSB is working with ASTM references to keep a record of when the editions will change
so that there will be a better way to be alerted when changes occur.

April 2015: It was asked that anyone willing to participate in this effort should make it known.

referenced in each of the sections. Messrs. Strunk, Smith and McLean are asked to complete the
proposal regarding changes to NCA-7100 and present these proposal at the November meeting.

It was advised that the committees will need access to the previous edition and the newly referenced
edition in order to be able to complete their review.

November 2015: Mr. Strunk presented the excel file for the listed references in BPV III-2. It was
noted that Mr. Strunk will be the PTM for the update to NCA-7100-3 for the 2017 edition.

January 2016: Prior to the meeting Mr. Strunk provided updates from WG MFE and WG MOD. Excel

review of the ASME Publishing Staff recommendations.

9.5 Review of 2015 Edition

August 2015: The working group chairs are asked to review the items that were incorporated into the
2015 edition in order ensure that they were properly published.

September 2015: No report. The WG Chairs are asked to review for the next meeting.

November 2015: Mr. Eberhardt is asked to provide the comments to those who need to review in
conjunction with the 2015 edition.

January 2016: Mr. Eberhardt advised that an email was sent out on 11/4/15 to Namho Lee, Todd
Inman, John McLean, Jim Strunk and Monzer Allam. It is requested that they review their respective
items to ensure that they were properly published in the 2015 Edition of the Code.

March 2016: Not discussed

April 2016: Mr. Allam is asked to coordinate this effort and compile the action items from the reviewers.

May 2016: Mr. Allam was asked to report.

July 2016: Mr. Allam is asked to report.

9.6 ACI Co-Sponsorship of the Blast Test Simulation-Prestressed Concrete Slabs Workshop,
Canadian Nuclear Safety Commission

January 2016: The workshop will take place May 25-27, 2016 in Ottawa, ON, Canada.

Adeola gave an update on the Co-Sponsorship of the workshop. It was advised that the proceedings of
the workshop will be published. It was also noted that there will be a website for the workshop set up
shortly in order to try and publicize the workshop.

March 2016: Not discussed.

April 2016: It was noted that the workshop dates have been postponed due to the delays in the testing
schedule.

May 2016: No report.

July 2016:

9.7 Discussion items from Interpretation Requests 16-643, 16-762, 16-850 and 16-856

April 2016: The subject interpretation requests were all deemed consulting in nature. Subsequently the
inquirer requested that a discussion item be opened to possibly revise the code. The committee was
asked to review the attached for discussion at the meeting.

preparation for discussion during the next teleconference.

11.1 Definition of “Manufacturer”

Background: This item originated due to a concern with interpretation 16-502 which was issued
5/16/2016. See below:

Inquirer: Jong Cheol Lee, Doosan Heavy Industries and Construction

Subject: BPV Section III, Division 2, Para. CC-2442.4, Strand Manufacturer

Question: Does ASME BPVC, Section III, Division 2, CC-2442.4 require the single strand-wedge
test be carried out again if the strand manufacturer is changed but the strand material and type
are not changed?

Reply: Yes.

May 2016: Inquiry 16-502 was approved at the May 11, 2016 BPV III Interpretation Session, and issued
to the inquirer on May 16, 2016. Following the issuance of the interpretation the inquirer advised as
follows:

“The requirements of 2015 ASME CC-2442.4 came from the PTI-M50.1-4.1.3.

Please be informed that the interpretation for PTI-M50.1-4.1.3(2015 ASME CC-2442.4) by PTI
technical director is opposite to ASME opinion.”

July 2016:
