MEMORANDUM
The Office of the District Attorney has received a letter from an individual who purports to be a
Deputy Public Defender. The author claims that a long standing history of sexual discrimination
and harassment exists under the present Public Defender's administration. If true, such conduct
would mandate corrective measures.
Clark County Code 2.38 et. seq. sets forth Clark County's whistle blower statute. Section
2.38.020 provides, "It is the declared policy of Clark County that a county officer or employee is
encouraged to disclose, to the extent not expressly prohibited by law, improper governmental
action, and it is the intent of the county to protect the rights of a county officer or employee who
makes such a disclosure."
Those wishing to provide information pursuant to the whistle blower provisions should contact
the County Manager. The Office of Diversity is tasked with conducting investigations involving
discrimination in hiring and promotions and unwelcome sexual conduct. Director Therese Scupi
