4.2.1.k Owner/User Organization Responsibilities, QA Inspection/Repair Management System/ report to the inspector any process
change that could affect pressure vessel integrity.

4.2.4 Inspector is responsible to the Owner/User to assure that inspection, NDT and pressure testing meet API 510. Involved in the
inspection activities, field to ensure procedures to be followed, evaluation must be evaluated by inspector only.

4.2.6 Other personnel as operating, maintenance or other of special knowledge is responsible to make aware to the inspector of any
unusual condition developed.

5.1.1.1 Inspector should develop the inspection plan. Engineer may do it as well. Coorosion specialist shall be consulted from 750º F
and up for high temperature corrosion.
5.4.2 Inspector should be familiar to potential damage mechanisms.
5.5.2.1 Internal Inspection General. It shall be performed by the Inspector as per inspection plan.
5.5.2.3 Inspector should consult corrosion specialist if it is necessary to remove deposit or linings for inspection.
On-stream inspection. It should be conducted either by inspector or examiner. Inspector shall authorize and approve
5.5.3.1 inspection by examiner.
External inspection General. Normally performed by inspector. Inspector may accept other qualified personnel but shall be
5.5.4.1.1 qualified with appropriate training.
5.5.4.1.3 Any personnel who observe vessel deterioration should report the condition to the inspector.
5.5.5.1 Thickness inspection shall be obtained by inspector or examiner.
Significantly short term corrosion rates changes should be consulted by inspector to corrosion specialist for causes. This leads
5.5.5.3 to additional readings, UT scans, corrosion monitoring, revision of inspection plan.
5.5.6.2 CUI susceptible locations. If CUI is found, inspector should inspect other susceptible areas.

5.7.1 Condition Monitoring Methods. Examination Technique Selection. Inspector should consult with a corrosion specialist or
engineer to help define type of damage.

5.8.1.1 Pressure testing. When to perform pressure testing. It is normally requiered after an alteration. It shall applied after a repair
only if the inspector believes that is necessary.

5.8.4.2 Hydrostatic pressure tests. Steels series 300 tested with water with Chloride less than 50 ppm. Drained and dried after tested.
All verified by inspector.

5.8.5 Pneumatic pressure tests. Inspector or engineer shall evaluate potential personnel and property risk before the test.

5.8.7.1 Pressure testing alternatives. Inspector and engineer shall approve substituting NDE procedures after a major repair or
alteration.

5.8.7.2 Closure repaired welds not previously tested and identified by engineer or inspector, owner/user shall specify UT code case
2235 as aplicable.

5.9.1 Material Verification and traceability. Inspector shall verify consistency of all new materials with specifications. Owner/user or
inspector decide at discretion 100% inspection or sampling. It can be done by the inspector or examiner.

5.10 Inspection of In-service weld and joints. Preferencial weld corrosion shall be assessed by the inspector. Crack-like flaw and
environmental cracking shall be assessed by an engineer (API 579) and/or corosion specialist.
6.2.1.1 Vessel installations. Pressure vessels shall be inspected at the time of installation by the inspector.

6.3.2 When RBI interval for internal or on-stream inspection exceeds 10 years, the RBI assessments shall be reviewed and approved
by engineer and inspector at intervals not to exceed 120 years for any process or consequence changes.

External inspection. Unless justified by the RBI assessment, each aboveground vessel shall have an external VT at intervals not
6.4.1 to exceed the lesser of 5 years or or the required internal/on-stream inspection, preferred while the vessel in operation.
Interval established by inspector or engineer per QA system.

Interval and on-stream inspection. Unless justified by the RBI assessment this period shall not exceed the lesser of one half the
6.5.1.1 remaining life or 10 years. If the remaining life is less than 4 years, the inspection interval may be the full remaining life up to a
maximum of 2 years. Interval established by inspector or engibneer per QA system.
On-stream inspection. There are situations where an on-stream inspection may be substituted for the internal inspection at
6.5.2.1 the discretion of the inspector.
NDE should be specified in the inspection plan when an on-stream inspection is conducted. The inspector shall be given
6.5.2.4 sufficient access to all parts of the vessel for an accurate assessment.

6.6.2.1 Testing and inspection intervals. The inspection interval for all pressure relieving devices is determined by either the inspector,
engineer or any qualified individua by the QA system of the Owner/user.
7.1.1.1 Corrosion rate determination. Existing pressure vessels. Suitable of short-term and long-term corrosion rates shall be
determined by the inspector.

7.1.1.2 The inspector in consultation with a corrosion specialist, shall select the corrosion rate that best reflects the current conditions.

7.3.4 The thickness measurement procedure shall be approved by the inspector.

7.8.3 Reports and records. Site operations and maintenance records , such as operating conditions, including process upsets that
may affect mechanical integrity, mechanical damage from maintenance should also be available to the inspector.

Authorization. All repair and alteration work must be authorized by the inspector before the work is atarted by a repair
8.1.1 organization. The inspector will designate the hold points that are required. The inspector may give prior general authorization
for limited or routine repairs provided he is satisfied with the competency of the repair organization and repairs are the kind
that will not require a pressure test.

8.1.2.1 Approval. Inspector must approve all proposed methods of design, execution, materials, welding procedures, NDE and testing
before any repair or alteration are performed. He may establish hold points.
Inspector shall approve all specific repair or alteration at designated hold points and after completion of work in accordance
8.1.2.2 with the repair plan.
Temporary repairs. General. Temporary repairs may remain in place for a longer period of time only if evaluated, approved, and
8.1.5.1.1 documented by the engineer and inspector.
Fillet-welded patches. Temporary repairs using this filler-welded patches shal be approved by and inspector and engineer, and
8.1.5.1.2.1 may be subject by the governing jurisdiction.

Lap band repairs. The design of a full encirclement lap band repair may be considered by many factors, and is approved and
8.1.5.1.3 documented by the engineer and inspector.
8.1.5.2.2 Insert plates. UT examinations may be susbtituted for RT if the Nde procedures are approved by the inspector.

8.1.5.4.1 Repairs to Stainless steel weld overlay and Cladding. The repair procedure to restore, remove, corroded or missing clad or
overlay areas shall be reviewed and approved by he engineer and inspector before implementation.

For equipment exposed to Hydrogen migration in the base metal, additional factors must be considered by the engineer when
8.1.5.4.3 developing the repair plan, and repairs must be monitored by the inspector to assure compliance to repair requirements.

8.1.6.2.2 Repair organization shall maintain records of its qualified procedures and welding performance qualifications and be available
to the inspector before starting the welds.
8.1.6.3 Preheating. The inspector should assure that the minimum preheat temperature is measured and maintained.

8.1.7.2 NDE of welds. The inspector will accept the non existance of defects using acceptance standards after applying and specified
NDE.

8.1.7.3 Alternative NDE application instead of specified NDE that are not possible to perform where is not practical, the engineer and
inspector must approve the technique.

8.2.2 Rerating. The pressure vessel rerating will be considered complete when the inspector witnesses the attachment of an
additional nameplate or additional stamping.
