ecognizing the importance of coordination and cooperation in ensuring the fight against illegal drugs, DILG
Batangas participated in the Inter-Agency Committee on Anti-Illegal Drug Rehabilitation and Reintegration
Program held on April 20, 2017 at the Provincial Cooperative Development Center, Provincial Capitol, Batangas
City. No less than a Batangan pride, DSWD Asec. Jose Antonio R. Hernandez, discussed YAKAP BAYAN – the newest
inter-agency collaborative program for the aftercare, transformation, and reintegration support for recovering drug
dependents. Said orientation was attended by City/Municipal Social Welfare and Development Officers and City/
Municipal Health Officers all over the province.
In his message, Gov. Hermilando “Dodo” I. Mandanas accepted the challenge to transform the cancers of society to
community leaders.
Five LSWDOs shared their best practices in combating illegal drugs, to wit: LGUs of Calaca, San Luis, Cuenca,
Padre Garcia and Batangas City.
Afterwards, Asec. Hernandez then presented YAKAP-BAYAN framework, composed of three parts which are
Barangay Drug-Clearing Operations, Rehabilitation, and Reintegration. Here, the functionality of Anti-Drug Abuse
Councils (ADACs) were given utmost importance. Coordination and cooperation among the Barangay Tanods,
Barangay Health Workers (BHWs), PNP, C/MSWDOs, C/MHOs are considered keys to the program’s successful
implementation. From being a drug surrenderer, one will become a volunteer, then an advocate, finally giving birth to a
leader. In closing, DILG Provincial Director Adelma D. Mauleon, CESO V emphasized the Department’s role in
ensuring that ADACs are organized and functional, as well as, spearheading the implementation of the Mamamayan

presented a project concept inspired from Davao City which entails a strong village defense system dubbed as
PROJECT Community Mobilization. The project’s main objective is to deny the criminals of the opportunity to commit
crimes. Components of the project are primarily focused on nurturing champions of participation at the barangay level.
Organizations to identify all household members in the community will be established. Education and capacity-building
will follow to ensure empowerment of the grassroots level. A certification/seal will be given to successful, organized, and
proactive communities. These components will be realized through an effective communication network in place.
In the Open Forum moderated by LnB Chapter President Wilfredo Maliksi, the main issue that was raised is the
duplication of peace and order programs being implemented by various National Government Agencies (NGAs) at the
local level. This was noted by both the DILG and PNP, responding that several measures are to be done in order to
ensure a comprehensive and complementing peace and order program.
With this, DILG ARD Ariel O. Iglesia, closed the activity, expressing his gratitude to the PNP and the LnB for making
an avenue to share inputs and ideas towards a peaceful and drug-free Batangas.—JMSM

BATANGAS PREPS UP TO BE A “3-YEAR CONSECUTIVE AWARDEE”
In order to ensure data integrity and credibility, a cross posting scheme was applied. To broaden acknowledgment
of data reliability, involvement of CSO representatives in the assessment was non-negotiable. As such, DILG Batangas
tapped the assistance of E. Zobel Foundation, Inc., PAMB, United Church of Christ, and Batangas State University.
Initial feedback on the results was made to the local government unit being assessed thru the conduct of SGLG Exit
Conference.
All the 34 LGUs or 100% of Batangas’ LGUs – 3 cities, and 31 municipalities -- were assessed from May 17 to June
2, 2017.
Assessment of the Provincial Government of Batangas was done last June 6, 2017 at the PPDO Conference Room,
Capitol Compound, Batangas. The Regional Assessment Team of DILG 4A headed by ARD Ariel O. Iglesia was
composed of all the Provincial and HUC Directors of CALABARZON was present in the assessment together with
BLGS Director and Concurrent OIC-Regional Director of DILG 4A Manuel Q. Gotis.

BMS Batangas trainors facilitated the Community-Based Monitoring System – Accelerated Poverty
Profiling (CBMS-APP) Module 2 training on Data Processing, Poverty Mapping and Building of N

2017, LGOOs Abril Banez, Ma. Isabel Llanto, Desmari Francia Mendoza and Ped Ryan Mendoza trained
10 TWG members in the Municipality in editing and cleaning collected data and applying QGIS in poverty

program design and implementation, targeting and impact monitoring. It is the third time that the
Municipality of San Jose is applying the tool; the first and second were conducted on CY 2009 and 2012
respectively. Only this time, the latest ICT tools are integrated with the standard CBMS instruments. W

T The CSIS is a feedback mechanism developed by the DILG-BLGS that will effectively gauge citizen
awareness of, availment of and satisfaction with the mandated services of LGUs, particularly on health,
support to education, social welfare, governance and response, public works and infrastructure,
environmental management, economic and investment promotion. As a tool to capture the voice of the I
