Dear Mr. Marcuccio:

In response to the April 11, 2017 request from New York State Department of
Environmental Conservation (NYSDEC), Cornerstone Engineering and Land Surveying,
PLLC (Cornerstone) submits this Supplemental Information in support of the Minor
Modification Application on behalf of the Town of Colonie (landfill owner and permittee)
and Capital Region Landfills, Inc. (landfill operator). The Minor Modification of Title V
Permit No. 4-0126-00033/0009, previously submitted on February 17, 2015, is to increase
potential fugitive emissions due to the Proposed Area 7 Development (Development) of
the Town of Colonie Landfill (Landfill). Also, the February 2015 application proposed
that Emission Unit 1COMPO, with associated Emission Source GRIND and Process GRI,
be removed from the Title V Operating Permit. This Supplemental Information proposes
to add an Emission Unit 2-LCHST that consists of two (2) leachate storage tanks.

Separately, as we have discussed with Tom Chrisoffel, the Town is aware that upon
renewal in 2018 of the Landfill’s Title V permit, if permits are issued for the Area 7 landfill
modification, NYSDEC would remove the currently applicable MSW Landfills New
Source Performance Standard (NSPS) at 40 CFR Part 60, Subpart WWW, and would add
conditions for NSPS, 40 CFR Part 60, Subpart XXX – MSW Landfills.

While NSPS Subpart XXX does not currently apply, it would apply to the Landfill if and
when construction commences on the horizontal or vertical expansion. Assuming
permits are issued for the Area 7 Development, construction is expected to commence
between the Summer of 2017 and Spring of 2018, weather permitting. The Town is aware
that at that time it would be required to comply with all applicable requirements of
Subpart XXX, including all reporting and recordkeeping provisions.

The Landfill’s Title V Permit has an Expiration Date of October 23, 2018. A complete
Renewal Application is due no earlier than 18 months (April 23, 2017) and at least 180
days (April 26, 2018) before the Expiration Date. The Town plans to include NSPS
Subpart XXX as a federally enforceable applicable requirement in its Title V Renewal
Application.

Attached is a USEPA TANKS that calculates the emissions from the 2 leachate storage
tanks. The emissions from leachate tanks are normally not quantified because leachate is
primarily water. To be conservative, emissions were calculated based on an assumption
of 2% volatile organic compound (VOC) as toluene. This approach greatly over estimates
the amount of VOC in leachate, but, provides a conservative estimate of the potential to
emit VOC. The attached TANKS runs estimate 117.15 pounds of VOC per tank or 234.30
pounds year (0.12 tons/year) of VOC for both leachate tanks.

As requested in NYSDEC’s April 11, 2017 letter, the following is a review of VOC
emissions and the potential applicability of 6 NYCRR Subpart 231-5, New Major Facilities
and Modifications to Existing Non-Major Facilities in Nonattainment Areas, and
Attainment Areas of the State Within the Ozone Transport Region (Subpart 231-5). The
project emission potential (PEP) stated above for VOCs (0.12 ton/yr) does not equal or
exceed the applicable major facility threshold in tables 1 or 2 of Subpart 231-13 (i.e. 50
tons/year) (see Subpart 231-5(b)), and this PEP does not result in the facility becoming a
major facility (i.e. 50 tons/year) for VOCs. Therefore, Subpart 231-5 does not apply to the
facility.

1 E X E C U T I V E S U M M A RY
In accordance with the requirements of the New York State Department of Environmental
Conservation (NYSDEC) Title V Air Permit ID 4-0126-00033/00009 for the facility and 40 CFR
60.754(a)(3) and 60.757(c)(1) for municipal solid waste landfills, SCS Engineers of New York,
PC, on behalf of Capital Region Landfills, Inc., conducted an NSPS Tier 2 Test and prepared an
NMOC Emission Rate Report for the Town of Colonie Landfill, located in Cohoes, NY. The
field sampling program, which was conducted on November 21 and 22, 2013, included surface
emissions monitoring and collection of three landfill gas (LFG) samples from the main header
for laboratory analysis. The calculated average NMOC emission concentration for the site is 311
ppm as hexane at 50 percent methane.

Emission rate calculations were performed using the equation provided in 40 CFR Part 60.754(b)
resulting in an annual emission rate of 29.2 Mg/yr NMOC for 2013. Since this emission rate
is below the 50 Mg/yr NMOC rate that requires action, the landfill is exempt from NSPS-
mandated control requirements at this time.

Annual emission rates for the next 5-year period are included in this report and indicate that the
50 Mg/yr threshold will not be exceeded during this 5-year period. The 5-year emission estimate
will be revised in 2018 or if the actual LFG flow rate exceeds the estimated LFG flow rate in any
year reported in the 5-year estimate. The NMOC concentration will be re-tested every 5 years,
until the emission rate exceeds the 50 Mg/yr level or the landfill closes.

2 INTRODUCTION
Capital Region Landfills, Inc. (CRL) operates the Town of Colonie Landfill (Landfill), on behalf
of the Town of Colonie (Town). The Landfill is located at 1319 Loudon Road in Cohoes, New
York. The Landfill operates under New York State Department of Environmental Conservation
(NYSDEC) Title V Air Permit ID 4-0126-00033/00009, with an effective date of October 24,
2013.

In accordance with Condition 29 of the Title V permit, the Town is required to retest the site-
specific non-methane organic compound (NMOC) concentration every 5 years. The Town
submitted a report entitled “MSW Landfill New Source Performance Standards (NSPS) Tier 2
NMOC Concentration Test Report” (2008 NMOC Report), dated December 2008, to update the
total NMOC emission rate from the Landfill using the site-specific weighted average NMOC
concentration. The weighted average NMOC concentration from the 2008 Report was 74.1
ppmv as hexane and the NMOC emission rate ranged from 9.3 to 10.2 Mg/yr from 2009 through
2013.

CRL retested the NMOC concentration at the Landfill in accordance with the NSPS Tier 2
Protocol (Protocol), dated October 3, 2013 (see Appendix A). The Protocol was approved by the
NYSDEC via electronic mail dated November 8, 2013 (see Appendix B).

LANDFILL DESCRIPTION

The Landfill consists of seven areas on a contiguous site. The Landfill consists of Areas 1
through 6 and the Unnamed Area. However, because the Area 5 liner was built over Area 4 (i.e.,
piggyback liner), there are effectively two landfills from a hydraulic and a LFG perspective.
Area 5 and 6 is one “landfill”, and the other areas form the “second landfill”. Active landfilling
is on-going in Areas 5 and 6. The other landfill areas are closed.

The landfill areas and years of waste disposal are summarized in Table 1 below.

LFG COLLECTION AND CONTROL SYSTEM

Shallow, passive vents are installed in the Unnamed Area. A landfill gas (LFG) collection and
control system (GCCS) is installed for the Landfill Areas 1 through 6. The collection system in
Areas 1 through 6 consists of horizontal collectors, vertical extraction wells and connections to
the leachate cleanouts.

The main LFG header for the Landfill is a 12-inch perimeter header that is installed on the east,
west and south sides of Areas 5 and 6. The main header directs LFG to the southeast corner of
the Landfill property. Other headers are installed in the older Landfill areas, and at least two
loops are installed to the north of Area 5 that allows LFG to travel to the west or east perimeter
headers.

At the southeast corner of the landfill, the main header delivers LFG to either the Innovative
Energy Solutions (IES) landfill gas to energy facility or the flare. Primarily, LFG is controlled
by the three 1.6-MW engine/generator sets, which are owned and operated by IES. The
secondary LFG control device is a 10-inch diameter, 28-foot high LFG Specialties flare with a
capacity of 3,000 scfm. An 8-inch header is installed from the 12-inch IES inlet header to the
flare.

REGULATORY APPLICABILITY TO THE UNNAMED AREA

NSPS regulation 40 CFR 60.759 (a)(3)(ii) allows nonproductive areas of the landfill to be
excluded from control, provided that the total of all excluded areas can be shown to contribute
less than 1 percent of the total NMOC emissions from the landfill. The Protocol proposed to
exempt the Unnamed Area of the landfill from the NMOC sampling program. Since NYSDEC
approved the Protocol, the Unnamed area was not included in the NMOC sampling program.

3 TIER 2 MONITORING AND SAMPLING


Monitoring and sampling of the existing collection system was performed on November 21 and
22, 2013, in accordance with the Protocol. Prior to sampling collection for NMOC analysis, the
system was monitored to prove the existing collection system is “well designed and operated”, as
further described below. Surface emissions monitoring was performed on November 21, 2013.
LFG collection system monitoring was performed on November 12, 19 and 20, 2013. Main
header gas quality monitoring, flow measurements and sample collection were performed on
November 22, 2013.

Surface Emissions Monitoring

SCS conducted surface emissions monitoring as specified in 40 CFR 60.755 (c) and (d), and 40
CFR 60, Appendix A, Method 21. Surface methane concentrations were monitored along a
pattern that traverses the Landfill at approximately 30-meter intervals (see Drawing No. 2 in
Appendix B of the Protocol).

Jason Lacasse from SCS Engineers performed surface emissions monitoring on November 21,
2013. The weather was sunny with a temperature of 26 oF. No precipitation or wind was
measured during the monitoring.

Monitoring was performed to prove that the existing LFG collection system is “well designed
and operated”. A total of 428 points along the monitoring route were tested for emissions of
volatile organic compounds (VOC’s) as methane, using a flame ionization detector. Over the
area surveyed, none of the monitoring points had emission levels exceeding 500 ppm above
background (see Appendix C). Further, only one reading (110 ppm) exceeded 100 ppm, which
indicates that the GCCS was operating well. A calibration log of the equipment is also provided
in Appendix C.

System Monitoring

System monitoring was performed to prove that the existing LFG collection system is “well
designed and operated”. Negative pressure at the wellheads without excess air infiltration is
indicative of a “well designed and operated” collection system. SCS conducted system
monitoring during the week that NMOC sampling occurred. System monitoring included
pressure and gas composition (methane, carbon dioxide, oxygen) monitoring at all wellheads,
including system vacuum. Drawing No. 1 in Appendix D shows the configuration of the existing
collection system. The drawing has been revised to remove decommissioned collectors.

A total of 87 LFG collectors were monitored on November 19 and 20th prior to NMOC sampling
on November 22nd (see data in Appendix D). On November 19th, flow to IES was approximately
1,750 scfm, methane content was approximately 40.2 percent, oxygen content was
approximately 2.5 percent, and system vacuum was approximately -74.8 in-w.c. (see Gas System
Daily Log in Appendix D). The flare was in operation on November 19th with flow of
approximately 500 cfm at about 40.9 percent methane for a total flow of approximately 1,800
cfm at 50 percent methane.

On November 20th, the IES facility was offline due to a National Grid outage. The average
vacuum applied to the system on November 20th was 53 inches of water column with an average
flow of approximately 1,030 cfm to the flare. Average vacuum typically applied to the system
ranges from 70 to 75 inches of water column.

Due to the reduced vacuum applied to the system, positive pressure was measured at nineteen
(19) collectors on November 20th. Two of these collectors had pressure greater than 1 inch of
water column. Twelve (12) of these collectors typically are under vacuum and/or were recently
adjusted to decrease vacuum to reduce air intrusion. Vacuum was increased to three (3) of these
collectors but positive pressure was not restored with the increased operating vacuum. Vacuum
at two (2) collectors was reduced to correct for air intrusion, resulting in positive pressure at the
reduced operating vacuum. One collector has no available vacuum and is under repair. Data
from October and December is also included for the collectors with positive pressure to show
that these wells are sensitive to valve adjustments and air intrusion.

Oxygen content greater than 5 percent was measured at twelve (12) collectors. Three (3) of the
collectors had both positive pressure and oxygen greater than 5 percent. These wells were fully
closed. The remaining collectors are subject to poor gas quality and air intrusion and have been
adjusted to reduce the vacuum. The majority of the collectors that are sensitive to valve
adjustments and air intrusion are in Area 4 of the Landfill, which contains older waste with
declining gas generation.

Vacuum applied to the collection system of approximately 70 inches of water column was
restored to the system by 8pm on November 20th. Therefore, the surface emissions monitoring
and NMOC sample collection occurred at typical operating conditions. We feel that under
typical operating conditions, the well monitoring data and the SEM indicate that the collection
system is well designed and operated.

Flow Measurement

IES maintains a flow meter device inside the energy facility that continuously measures flow
from the collection system. The flow meter is thermal dispersion-type flow meter manufactured
by Fluid Components International, LLC (FC), Model FCI ST98-23CT01CABFA, serial number
267972. The most recent calibration was 4/1/2013 (see Appendix F of the Protocol). The flow
meter is located after moisture separator IES KO#2 and before IES KO#3 in the gas treatment
room and is installed in 10-inch schedule 40 pipe. There are at least 20 pipe diameters upstream
and 10 pipe diameters downstream from the flow meter as recommended by the manufacturer.

The utility flare adjacent to the IES facility was also in operation on the date of NMOC
sampling. CRL maintains a flow meter device at the flare that continuously measures flow from
the collection system that is directed to the flare. The flow meter is thermal dispersion-type flow
meter manufactured by Fluid Components International, LLC (FC), Model FCI ST98-
23CT01CABFA, serial number 259577. The most recent calibration was 2/10/2010 (see
Appendix E). The flow meter is located after the blower and is installed in 10-inch schedule 40
pipe.

SCS measured flow and collected the NMOC samples on November 22, 2013. The weather was
cloudy and raining with temperature at approximately 38 degree Fahrenheit with winds to the
north at 3 miles per hour. Flow was recorded from the engine plant and flare flow meter on the
field test data sheet and in field notes (see Appendix F) for each sample taken. The flow at the
engine plant and flare is summarized below.

Total flow was corrected to 50 percent methane using the gas quality monitoring data collected
during sampling. Calculations are provided in Appendix H.

NMOC Sampling

As previously mentioned the NMOC samples were collected on November 22, 2013. In
accordance with the Protocol, the samples were collected from the main header port, located on
the LFGE facility inlet. The sampling location is labeled as MP-IES on the Site Plan in Appendix
B. A total of three samples were collected, each separated by a 15-minute interval.

All samples were collected using a sampling train consisting of a two way valves, a Landtec
GEM-2000TM gas analyzer, a sample canister with a volume of 6 liters, a flow control valve and
a pressure gauge (see Exhibit 1). SCS completed the sampling in one (1) day using the following
sampling procedure:

The portable gas analyzer was calibrated according to manufacturer’s recommendations prior to
any field measurements. The portable gas analyzer was purged with ambient air between each
sample. To purge, the inlet tube was opened to ambient air and the pump was activated.

The sampling train (see Exhibit 1) was connected to a “female” quick connect monitoring port
(MP-IES) on the header prior to the operating system blower(s) via flex hose. The sampling
train, consisting of inert sample tubing, manometer and a two-way valve, directs gas to the
LandTec GEM 2000 gas analyzer or the 6-liter summa canister under vacuum (15 inches Hg)
based on the position of the two-way valve.

First, the flex hose and sampling train were purged with LFG from the main header using the
GEM 2000 as a pump. At the end of the purging cycle, gas quality was recorded using the GEM
2000, to ensure the oxygen concentration is less than 5 percent and the balance gas (i.e. nitrogen)
concentration is less than 20 percent. The analyzer was used as a preliminary check for oxygen
during sample collection. The time, gas composition, header vacuum, gas temperature and LFG
flow (at the control system) were recorded on the field test data sheet (see Appendix F).

Following the check by the GEM 2000, the time and initial canister vacuum were recorded on
the field test data sheet. The sample train two-way valve was turned to direct flow to the summa
canister. The valve on the summa canister was then opened slightly to allow landfill gas to be
drawn into the canister. The manometer was used to estimate sample flow based on vacuum drop
in the canister. During the first few minutes of sample collection, vacuum drop in the canister
was observed and sample flow rate was adjusted as necessary to provide an approximate sample
collection time of 15 minutes to complete filling of the canister. Note the canister was

considered ‘full’ (i.e. sample complete) when the canister vacuum registered approximately the
same vacuum as the collection system header.

Three samples were drawn from the header into separate stainless steel summa canisters at 15
minute intervals. The manometer was used to estimate flow based on vacuum drop in the
canister. Once the canister was full of landfill gas, the valve was closed tightly, and the canister
was disconnected from the sampling train. Time, drop in vacuum, and a second gas quality
reading were recorded for each sample. Barometric pressure and ambient temperature were
recorded for laboratory calculations. A chain of custody was completed and the canisters were
shipped to the laboratory for analysis.

AtmAA analyzed the canister samples for permanent gases by EPA method 3C and total gaseous
non-methane organics by EPA Method 25C. Table 3 below summarizes the analysis results.
The NMOC concentrations have been corrected for nitrogen and moisture in accordance with
Method 25C equations. The laboratory analysis report submitted by AtmAA is in Appendix G.

The table below shows the concentration of oxygen measured in the field during NMOC
sampling using the GEM 2000 and the concentration of oxygen measured in each sample
canister by the laboratory using Method 3C. The results are similar indicating that no excessive
air intrusion in the canisters to dilute the NMOC content.

A revised NMOC emission rate was calculated using the average NMOC concentration from the
three samples taken at the inlet at the engine plant with the maximum flow measurement from
the energy plant and the flare (see Appendix G).

SCS estimated the NMOC emission rate for the next five years, based on a flow increase of 245
cfm each year. The flow increase per year is estimated based on LFG modeling. We note that
the Landfill will remain below the 50 Mg/yr threshold as long as the total flow rate remains
below 2,994 cfm each year. CRL will calculate the annual average flowrate each year (January 1
– December 31) from 2014 through 2018. If the annual average flowrate exceeds 2,994 at 50%
CH4 in any year, CRL will submit a revised NMOC Emission Rate Report and will be required
to install a GCCS.

6 CONCLUSIONS
The landfill gas collection system is well designed and operated as evidenced by the results of
the surface emissions monitoring and the system monitoring of the GCCS. The calculated total
mass NMOC emission rate is 29.2 Mg/yr. This is below the regulatory threshold of 50 Mg/yr.
As such, the Town of Colonie is not required to install a collection and control system per 6
NYCRR Part 208.

1 INTRODUCTION
Capital Region Landfills, Inc. (CRL) operates the Town of Colonie Landfill (Landfill) on behalf
of the Town of Colonie (Town). The Landfill is located at 1319 Loudon Road in Cohoes, New
York. The Landfill operates under New York State Department of Environmental Conservation
(NYSDEC) Title V Air Permit ID 4-0126-00033/00009, with an effective date of October 18,
2007. In April 2012, a Title V Air Facility Permit Renewal Application was submitted to the
NYSDEC. The NYSDEC has prepared a draft permit and has made tentative determination to
issue a renewal of the Title V Air Facility Permit for the continued operation of the Town of
Colonie Landfill.

In accordance with Item 29 of the draft Title V permit, the Town is required to retest the site-
specific non-methane organic compound (NMOC) concentration every 5 years. The Town
submitted a report entitled “MSW Landfill New Source Performance Standards (NSPS) Tier 2
NMOC Concentration Test Report” (2008 NMOC Report), dated December 2008, to update the
total NMOC emission rate from the Landfill using the site-specific weighted average NMOC
concentration. The weighted average NMOC concentration from the 2008 Report was 74.1
ppmv as hexane and the NMOC emission rate ranged from 9.3 to 10.2 Mg/yr from 2009 through
2013.

This test protocol outlines methods and procedures that will be used to measure NMOC
concentrations and calculate NMOC emissions. Activities outlined in this protocol will be
performed in accordance with local, state, and federal regulations and accepted standards.

CRL plans to calculate NMOC emissions using the procedure detailed in the USEPA questions
and answers document for the federal regulations regarding LFG emissions (40 CFR Part 60,
Subpart WWW), upon which the NYDEC regulations are based (see Appendix A).

The sampling and analysis will be performed in October 2013 upon NYSDEC approval of this
protocol. The test report will be completed and submitted within 60 days after the completion of
field testing.

2 PROJECT DESCRIPTION
2.1 LANDFILL DESCRIPTION

The Landfill consists of seven areas on a contiguous site. The Landfill consists of Areas 1
through 6 and the Unnamed Area. However, because the Area 5 liner was built over Area 4 (i.e.,
piggyback liner), there are effectively two landfills from a hydraulic and a LFG perspective.
Area 5 and 6 is one “landfill”, and the other areas form the “second landfill”. Active landfilling
is on-going in Areas 5 and 6. The other landfill areas are closed. A plan of the entire Landfill
and LFG collection system is provided in Appendix B.

The landfill areas and years of waste disposal are summarized in Table 1 below.

2.2 LFG COLLECTION AND CONTROL SYSTEM

Shallow, passive vents are installed in the Unnamed Area. A landfill gas (LFG) collection and
control system (GCCS) is installed for the Landfill Areas 1 through 6. The collection system in
Areas 1 through 6 consists of horizontal collectors, vertical extraction wells and connections to
the leachate cleanouts.

The main LFG header for the Landfill is a 12-inch perimeter header that is installed on the east,
west and south sides of Areas 5 and 6. The main header directs LFG to the southeast corner of
the Landfill property. Other headers are installed in the older Landfill areas, and at least two
loops are installed to the north of Area 5 that allows LFG to travel to the west or east perimeter
headers.

At the southeast corner of the landfill, the main header delivers LFG to either the Innovative
Energy Solutions (IES) landfill gas to energy facility or the flare. Primarily, LFG is controlled
by the three 1.6-MW engine/generator sets, which are owned and operated by IES. The
secondary LFG control device is a 10-inch diameter, 28-foot high LFG Specialties flare with a
capacity of 3,000 scfm. An 8-inch header is installed from the 12-inch IES inlet header to the
flare.

2.3 REGULATORY APPLICABILITY TO THE UNNAMED AREA

NSPS regulation 40 CFR 60.759 (a)(3)(ii) allows nonproductive areas of the landfill to be
excluded from control, provided that the total of all excluded areas can be shown to contribute
less than 1 percent of the total NMOC emissions from the landfill. We are proposing to exempt
the Unnamed Area of the landfill from the NMOC sampling program. If the entire landfill was
subject to NSPS, the Unnamed Area would be exempt from control (see detail below).
Therefore, we propose to apply this same criterion to exempt the Unnamed Area from the
sampling program for the Tier 2 test.

Based on the 2008 NMOC Report, the average NMOC concentration from the Unnamed Area
was 95.6 ppmv. The average NMOC concentration from the main header sample from Areas 1
through 6 was 71.4 ppmv (see Appendix C). SCS calculated NMOC emissions using LandGEM
for the Unnamed Area and for Areas 1 through 6 using the average NMOC concentrations from
the 2008 sampling program. The LandGEM results for the Unnamed Area and Areas 1 through
6 are provided in Appendix D. Historical waste tonnages are taken from the 2008 NMOC
Report and from information presented in the “2012 Fourth Quarter/Annual Report, Colonie
Landfill”, dated March 2013 (see Appendix E).

The NMOC emissions are less than 1 percent from the Unnamed Area as shown in Table 2
below. The emissions from the Unnamed Area will continue to decrease as the waste ages.
Therefore, we request that the Unnamed Area be exempted from the sampling program.

3 NMOC TEST PROGRAM AND NMOC EMISSION


C A L C U L AT I O N S
3.1 PROJECT ORGANIZATION AND RESPONSIBILITY

SCS Engineers will undertake the test program for CRL and the Town. AtmAA of Santa Ana,
California will be providing the requisite analytical services, including Method 25C and Method
3C (fixed gases). General project responsibilities of SCS Engineers and ATMAA are outlined
below.

1. SCS Engineers will be the team manager, will coordinate all work, and will prepare all
submittals on behalf of CRL and the Town. SCS Engineers will be responsible for overall
management, data compilation, report preparation, and submittals. SCS Engineers will
prepare the test protocol, collect landfill gas samples, and coordinate laboratory analysis.
SCS will discuss results with CRL and the Town and prepare a revised emission rate
report.

2. AtmAA will provide laboratory analytical services from its location in Santa Ana, CA.
AtmAA will provide the 6 liter summa-polished glass-lined stainless steel canisters for
sample collection in the field. AtmAA will then utilize Method 25C in the laboratory
analysis of collected samples. Method 3C will also be utilized by the lab to verify landfill
gas concentrations of methane, carbon dioxide, oxygen and nitrogen.

3.2 NMOC SAMPLING AND ANALYSIS


Sampling Locations

USEPA developed Method 25C specifically for determining NMOC concentrations in landfill
gas for the purposes of Tier 2 investigations (see Appendix G). The method was modified from
Method 25 in order to accommodate landfill gas, and for the most part, was simplified to provide
a straightforward approach for sampling landfill gas. The method includes protocols for both
sampling and analysis and is used as the basis for sampling and analysis of this protocol.

In lieu of sample probes, representative LFG samples can be obtained from the main header pipe
prior to the blower that services the LFG control system. The existing horizontal collectors,
leachate cleanouts and extraction wells are connected to the main header system and represent
“active” collection points. “Active” means that a blower is used to extract the landfill gas from
the landfill by applying a vacuum to the collection point. Since the existing collection system is
comprehensive and generally controls LFG emissions at the site, we believe that the proposed
methodology will result in representative samples of LFG. LFG will be extracted from the main
header port, located on the LFGE facility inlet. The sampling location is labeled as MP-IES on
the Site Plan in Appendix B. A total of three samples will be collected, each separated by a 15-
minute interval.

Sampling Equipment

The sampling train consists of the following components (see Exhibit 1):

 A pressure gauge. A digital manometer, capable of measuring pressure to within 0.1


in. Hg in the range of 0.1 to 99.9 in. Hg.

 A flow control valve calibrated to provide a flow control of 250 ml/min.

 A sample tank. A stainless steel or aluminum canister, with a volume of 6 liters and
equipped with a stainless steel sample tank valve.

 A purging/sampling pump capable of purging at a rate of 500 ml/min and suitable for
sampling NMOC.

 A Landtec GEM-2000TM gas analyzer capable of reading oxygen, methane, carbon


dioxide, and balance in percent, by volume and capable of purging at a rate of 500
ml/min.

 Two way valves and associated tubing to direct flow during purging and sampling. A
schematic of the sampling probe purging system and sampling train is shown in
Exhibit 1 below.

Canisters will be pre-charged with helium by AAtma to allow air freight shipping of the canisters
as non-hazardous material. The remaining LFG gas sample volume available in each canister
after helium charging by the lab will be approximately 4 liters, which will provide a minimum
sample volume of 2 liters at each sample location.

Operating Conditions During Testing

The LFG collection system vacuum from the IES Facility is operated continuously. The LFGE
facility inlet header to be tested shall have operated at normal conditions for a minimum of two
hours and conditions shall be stable prior to the start of a test period. The main blower will be
operated with manual adjustment to ensure continuous flow through the system (i.e., automatic
cycling or shutdown routines will be disabled during testing; no manipulation of system
operating conditions shall take place). The system will be under the control of the operator
during testing.

Sampling Methodology

The Tier 2 sampling method requires gas quality be checked to ensure the oxygen is less than 5
percent or the nitrogen concentration is less than 20 percent in the sample. We proposes to use
oxygen concentration of less than 5 percent as the quality assurance measure to insure
representative samples were obtained for this sampling event as allowed by Method 25C Section
8.4.2. Gas composition will be checked in the field using a portable infra-red landfill gas
analyzer prior to collecting a sample in each canister. In addition, Method 3C analysis (i.e.
methane, carbon dioxide, oxygen and nitrogen) will be conducted by AtmAA at the laboratory to
verify oxygen concentrations in each sample are less than 5 percent.

The proposed sampling methodology is as follows:

The portable gas analyzer will be calibrated according to manufacturer’s recommendations prior
to any field measurements. The portable gas analyzer is purged with ambient air between each
sample. To purge, the inlet tube is opened to ambient air and the pump is activated. This
process takes about 60 seconds.

The sampling train (see Exhibit 1) is connected to a “female” quick connect monitoring port
(MP-IES) on the header prior to the operating system blower(s) via flex hose. The sampling
train, consisting of inert sample tubing, manometer and a two-way valve, directs gas to the
LandTec GEM 2000 gas analyzer or the 6-liter summa canister under vacuum (15 inches Hg)
based on the position of the two-way valve. The LFG control system typically operates at a
vacuum of about 70 inches of water column, which is approximately 5.2 inches of mercury. As
such, there will be sufficient vacuum in the canister to overcome the vacuum in the main header.

Canisters shall be coupled to the monitoring port to ensure a complete seal for proper sampling.
Canisters will be evacuated in the laboratory to the required vacuum, following procedures
provided in Method 25C. Sampling shall take place at a flow rate of 500 ml/min or less until
either a constant flow rate cannot be maintained or the appropriate volume has been collected.

First, the flex hose and sampling train are purged with LFG from the main header using the GEM
2000 as a pump. At the end of the purging cycle, gas quality is recorded using the GEM 2000, to
ensure the oxygen concentration is less than 5 percent and the balance gas (i.e. nitrogen)
concentration is less than 20 percent. The analyzer will be used as a preliminary check for
oxygen during sample collection. Method 3C will be used in the lab to determine actual carbon
dioxide, methane and oxygen content in the landfill gas. The time, gas composition, header
vacuum, gas temperature and LFG flow (at the control system) will be recorded on the field test
data sheet (see Appendix H).

Proposed Modifications to EPA Method 25C

The following is a list, by section, of proposed modifications to EPA Method 25C:

 2.1 Summary of Method: As stated previously representative LFG samples will be


obtained from the main header pipe prior to the blower that services the LFG control
system and at leachate cleanouts. This modification also applies to Sections 6.1, 8.1
and 8.2 related to sample probe installation.

 6.2 Sampling Train: A schematic of the modified sampling train is provided in


Exhibit 1. This sampling train incorporates the gas analyzer to determine the
oxygen content in the field in compliance with Section 8.4.2 and uses a 2-way valve
to decrease the time changing out apparatus. It also incorporates a valve to set the
flow rate during sampling instead of having a variable flow rate. This modification
also applies to Section 8.3

 6.2.3 Pressure Gauge: A manometer, capable of measuring the pressure or vacuum to


within 0.5 in. H2O in the range of 0.0 to 99.9 in. H2O, is used instead of the standard

U-tube mercury manometer that reads in mm Hg.

 8.1 Sample Tank Evacuation and Leak-Check: The sample canisters are purged and
filled with helium in the lab and leak tested by the laboratory prior to use for
sampling. The canisters provided by the laboratory are certified by the laboratory as
competent prior to sample collection.

 8.4 Sampling Procedure: Utilizing the purging and sampling assembly presented in
Exhibit 1, three sampling train volumes are evacuated at a rate of 500 ml/min. Purge
time, volume and flow rate are recorded. Next a reading from the gas analyzer is
taken and recorded. Finally, an approximately 4-liter sample is taken at
a flow rate of 500 ml/min or less. Sample time, drop in vacuum, and flow rate are
recorded.

 8.4.2 Quality Assurance Procedure: Oxygen content of less than 5 percent,


determined via Method 3C, will be used to verify that the samples collected are
representative.

Custody of Samples

AtmAA provides a chain of custody form with the canisters at the time they leave the lab. SCS
Engineers will log receipt of these canisters, make sure they are properly handled during
transportation and sampling, and will be responsible for delivery back to AtmAA. AtmAA will
furnish a copy of the completed custody form after completion of the testing program.

3.3 SAMPLE ANALYSIS

AtmAA will analyze the canisters in the lab. The following analysis will be performed on each
canister:

 Method 25C: Non-methane organic compound (NMOC) in landfill gas.


 Method 3C: Permanent gases (methane, carbon dioxide, oxygen, nitrogen).

The USEPA approves of duplicate analysis of each canister if the average percent deviation from
the mean is less than 5 percent. Duplicate analysis assures sample accuracy in addition to a
certified laboratory’s usual QA/QC practices. AtmAA will perform all work in accordance with
Method 25C laboratory requirements (see Appendix G).

The NMOC content of the gas will be determined by injecting a portion of the gas into a gas
chromatographic column to separate the NMOC from carbon monoxide, carbon dioxide, and
methane; the NMOC are oxidized to carbon monoxide, reduced to methane, and measured by a
flame ionization detector (FID). If required, an audit sample will be obtained and analyzed
following the procedures. The following equation shall be used to calculate the concentration of
NMOC for each sample tank (taken from USEPA Method 25C):

Samples will also be analyzed using Method 3C to determine the oxygen, carbon dioxide,
methane and nitrogen to confirm the integrity of the sample as compared to the field readings
obtained by the GEM-2000 during sampling and to correct the NMOC concentration for
nitrogen content.

3.4 SURFACE AND SYSTEM MONITORING


Surface Emissions Monitoring

SCS will conduct surface emissions monitoring as specified in 40 CFR 60.755 (c) and (d), and
40 CFR 60, Appendix A, Method 21. SCS will monitor surface methane concentrations along a
pattern that traverses the Landfill at approximately 30-meter intervals (see Drawing No. 2 in
Appendix B).

System Monitoring

System monitoring will be performed to prove that the existing LFG collection system is “well
designed and operated”. Negative pressure at the wellheads without excess air infiltration is
indicative of a “well designed and operated” collection system. SCS will conduct system
monitoring during the week that NMOC sampling occurs. System monitoring will include
pressure and gas composition (methane, carbon dioxide, oxygen) monitoring at all wellheads.

Flow Measurement

IES maintains a flow meter device inside the energy facility that continuously measures flow
from the collection system. The flow meter is thermal dispersion-type flow meter manufactured
by Fluid Components International, LLC (FC), Model FCI ST98, serial number 23CT01CABFA.

The most recent calibration was 4/1/2013 (see Appendix F). The flow meter is located after
moisture separator IES KO#2 and before IES KO#3 in the gas treatment room and is installed in
10-inch schedule 40 pipe. There are at least 20 pipe diameters upstream and 10 pipe diameters
downstream from the flow meter as recommended by the manufacturer. We propose to
document flow from the IES flow meter prior to collection of each NMOC sample.

3.5 NMOC EMISSIONS CALCULATIONS

Average NMOC concentration from the three samples obtained under this test program will be
used in calculating NMOC emissions. Annual NMOC emissions from the Landfill, using NMOC
concentration as measured at the facility main header, will be calculated using the equation
provided in 40 CFR Part 60.754(b). The measured NMOC concentrations will be used in place
of the default CNMOC value provided in this equation. Specifically, the NMOC concentration
based on analysis of the LFG samples collected under this protocol will be used in the equation
along with the measured flow rate of landfill gas, QLFG. We will use the maximum recorded
flow as QLFG in the NMOC emission calculation. The Unnamed Area waste will be excluded as
discussed in Section 2.3 above

The USEPA published a questions and answers document for the federal regulations regarding
LFG emissions (40 CFR Part 60, Subpart WWW), upon which the NYSDEC regulations are
based (see excerpt Appendix A). One question covered in this document was how should a
landfill owner determine if it emits greater or less than 50 Mg of NMOCs per year if it already
has a LFG collection system in place (e.g., Colonie Landfill).

The USEPA answer states that it would be appropriate to use the same equation as that used to
determine when to remove a system from operation under the regulations. The equation relies on
NMOC concentration and total flow, both as measured in the field at the main header in lieu of
using desktop modeling to estimate flow. The USEPA response goes on to state that the
collection system must be well designed and operated. Specifically, a negative pressure should
be maintained at the wellheads without excess air infiltration. Also, if surface monitoring has
been done at the landfill, it should show methane concentrations below 500 ppm.

With that in mind, this Tier 2 Work Plan includes system monitoring and surface monitoring to
prove that the system is “well designed and operated”. System monitoring will have to show that
a negative pressure is maintained at all wellheads without excess air infiltration. Surface
monitoring will have to show that methane concentrations are below 500 ppm. Additionally, the
total LFG flow will have to be measured accurately.

All calculated NMOC emissions will be converted to Mega-grams per year (Mg/year) units.

4 EMISSIONS TEST REPORT


Upon completion of the field testing, a detailed report summarizing the data and findings of the
NMOC testing will be prepared. Average NMOC concentration from the three samples obtained
under this test program will be used in calculating NMOC emissions. Annual NMOC emissions
from the Landfill, using NMOC concentration as measured at the facility main header, will be
calculated using the equation provided in 40 CFR Part 60.754(b). The Unnamed Area waste will
be excluded as discussed in Section 2.3 above.

All calculated NMOC emissions will be converted to Mega-grams per year (Mg/year) units.

The test report will include, at a minimum, the following information:

1. Summary of the test program and relevant data.

2. Equipment calibration data.

3. Field data sheets and calculations.

4. Laboratory analytical reports.

5. Summary of test results.

6. Summary of NMOC emissions calculations.

If the NMOC emission rate is less than 50 Mg/yr threshold, an annual or 5-year estimate for the
NMOC emission rate, in accordance with 40 CFR 60.754(a)(3)(iii) will be prepared and included
in the report. The test report will be submitted to the USEPA and NYSDEC within 60 calendar
days of completion of field testing.

average annual precipitation of less than 25 inches as measured at
the nearest representative official meteorological site). The arid k
value accounts for the slower decomposition rate of waste in those
areas. This optional k value should allow arid areas to account for
the lower gas production rate without having to incur the additional
cost of Tier 3 site-specific testing. Furthermore, the 3-tier
emission estimation procedure in § 60.754(a)(4) allows any
owner/operator to use site-specific values for k and CNMOC, based on
testing, in lieu of the default constants if a landfill uses Tier 2
or 3 emission estimation procedures. The site-specific values would
reflect any unique characteristics that would affect the emission
rate of NMOC for that particular landfill.

4. Question: If an existing landfill greater than 2.5 million Mg


and 2.5 million m3 already has a collection system in place that is
controlled, how should it be determined if it emits NMOC greater
than/less than 50 Mg/year? Under Tier 1 calculations they would
probably show landfill gas emissions $ 50 Mg/year. Tier 2
calculations also may not be appropriate.

Answer: This issue was raised in one case where Tier 1


calculations for a landfill that already had a control system
indicated emissions greater than 50 Mg/yr. The tier procedures in
the NSPS do not specifically address how to estimate uncontrolled
emissions from already controlled landfills for purposes of
determining if the emissions exceed 50 Mg/yr and whether the landfill
must meet the NSPS or EG control requirements and emission limits.
The State agency reasoned that to determine uncontrolled emissions
for a landfill with a collection and control system already in place,
it would be appropriate to use the equation and NMOC concentrations
measurement procedure in § 60.754(b). This equation is the one used
for controlled landfills to determine if uncontrolled emissions have
fallen below 50 Mg/yr such that the control system can be removed.
It requires measuring NMOC at the common header pipe of the
collection system prior to the control device.

Using this approach, landfills that already have collection and


control systems would calculate uncontrolled NMOC emissions for the
portion of the landfill from which gas is collected using the
equation and NMOC concentration measurement procedures in
§ 60.754(b). (If there are areas of the landfill from which gas is
not collected, the tier procedures would be used for these areas.)
In order for the equation in § 60.754(b) to be appropriate, the
collection system must be well designed and operated. In particular,
for an active collection system, a negative pressure should be
maintained at the wellheads without excess air infiltration. Also,

if surface monitoring has been done at the landfill, it should show
methane concentrations below 500 ppm.

In addition to using the equation found in § 60.654(b) in


combination with the actual measured NMOC concentration collected at
the header, the NMOC concentration measured at the header (as
described in VII.E.13, Testing and Monitoring) could also be used in
the equation found in § 60.754(a)(1) to determine if the landfill
should be subject to the requirements found in the NSPS or EG.

If total uncontrolled emissions are < 50 Mg/yr, the landfill is


not subject to the control requirements of the NSPS or EG, but must
continue to submit annual NMOC emission rate reports (unless it is
closed). If the annual NMOC report shows that the uncontrolled
emission rate has increased to 50 Mg/yr or greater, the landfill
would become subject to the control requirements of the NSPS or EG.
The landfill would then have 1 year to submit a design plan to either
document that the existing system meets the requirements of the NSPS
or EG or to specify plans to upgrade the system to achieve
compliance. The landfill would need to come into compliance and
begin required testing and monitoring within the time frames
specified in the NSPS or EG.

5. Question: Can a landfill with uncontrolled emissions


$ 50 Mg/yr install a control system that does not meet NSPS or EG
requirements to reduce actual emissions to <50 Mg/yr and thereby
avoid being subject to NSPS or EG control requirements?

Answer: No. As explained in the answers to the previous


questions, the uncontrolled emission rate is used to determine
whether the landfill is subject to NSPS or EG control requirements.

6. Question: Has EPA recognized any alternative models, other


than the Landfills Air Emissions Estimation Model? If one is
proposed at the State level, what would be the mechanism for getting
this model approved?

Answer: Currently the EPA has not approved any models that can
be used as alternatives to the Landfills Gas Emissions Model
(LandGEM). Version 2.01 of this model and the user's manual can be
found on the web at:http://www.epa.gov/ttn/catc/products.html.
Alternative models should be sent to Susan Thorneloe of EPA/ORD for
evaluation (see e-mail address in the Introduction to this document).
In order for an alternative model to be approved, it should use the
emissions estimation equations in the rule (which are the same as
those used in the LandGEM) or another approach that is demonstrated
to provide a reasonable measure of landfill gas generation.

LandGEM is based on a first-order decomposition rate equation for quantifying emissions from the decomposition of landfilled waste in
municipal solid waste (MSW) landfills. The software provides a relatively simple approach to estimating landfill gas emissions. Model defaults
are based on empirical data from U.S. landfills. Field test data can also be used in place of model defaults when available. Further guidance on
EPA test methods, Clean Air Act (CAA) regulations, and other guidance regarding landfill gas emissions and control technology requirements

LandGEM is considered a screening tool — the better the input data, the better the estimates. Often, there are limitations with the available data
regarding waste quantity and composition, variation in design and operating practices over time, and changes occurring over time that impact
the emissions potential. Changes to landfill operation, such as operating under wet conditions through leachate recirculation or other liquid
additions, will result in generating more gas at a faster rate. Defaults for estimating emissions for this type of operation are being developed to
include in LandGEM along with defaults for convential landfills (no leachate or liquid additions) for developing emission inventories and

LandGEM is based on a first-order decomposition rate equation for quantifying emissions from the decomposition of landfilled waste in
municipal solid waste (MSW) landfills. The software provides a relatively simple approach to estimating landfill gas emissions. Model defaults
are based on empirical data from U.S. landfills. Field test data can also be used in place of model defaults when available. Further guidance on
EPA test methods, Clean Air Act (CAA) regulations, and other guidance regarding landfill gas emissions and control technology requirements
can be found at http://www.epa.gov/ttnatw01/landfill/landflpg.html.

LandGEM is considered a screening tool — the better the input data, the better the estimates. Often, there are limitations with the available data
regarding waste quantity and composition, variation in design and operating practices over time, and changes occurring over time that impact
the emissions potential. Changes to landfill operation, such as operating under wet conditions through leachate recirculation or other liquid
additions, will result in generating more gas at a faster rate. Defaults for estimating emissions for this type of operation are being developed to
include in LandGEM along with defaults for convential landfills (no leachate or liquid additions) for developing emission inventories and
determining CAA applicability. Refer to the Web site identified above for future updates.

METHOD 25C - DETERMINATION OF NONMETHANE ORGANIC


COMPOUNDS (NMOC) IN LANDFILL GASES

NOTE: This method does not include all of the

specifications (e.g., equipment and supplies) and procedures

(e.g., sampling and analytical) essential to its

performance. Some material is incorporated by reference

from other methods in this part. Therefore, to obtain

reliable results, persons using this method should also have

a thorough knowledge of EPA Method 25.

1.0 Scope and Application.

1.1 Analytes.

1.2 Applicability. This method is applicable to the

sampling and measurement of NMOC as carbon in landfill gases

(LFG).

1.3 Data Quality Objectives. Adherence to the

requirements of this method will enhance the quality of the

data obtained from air pollutant sampling methods.

2.0 Summary of Method.

2.1 A sample probe that has been perforated at one end

is driven or augured to a depth of 0.9 m (3 ft) below the

bottom of the landfill cover. A sample of the landfill gas

is extracted with an evacuated cylinder. The NMOC content

of the gas is determined by injecting a portion of the gas

into a gas chromatographic column to separate the NMOC from

carbon monoxide (CO), carbon dioxide (CO2), and methane

(CH4); the NMOC are oxidized to CO2, reduced to CH4, and

measured by a flame ionization detector (FID). In this

manner, the variable response of the FID associated with

different types of organics is eliminated.

3.0 Definitions. [Reserved]

5.0 Safety.

5.1 Since this method is complex, only experienced

personnel should perform this test. LFG contains methane,

therefore explosive mixtures may exist on or near the

landfill. It is advisable to take appropriate safety

precautions when testing landfills, such as refraining from

smoking and installing explosion-proof equipment.

6.0 Equipment and Supplies.

6.1 Sample Probe. Stainless steel, with the bottom

third perforated. The sample probe must be capped at the

bottom and must have a threaded cap with a sampling

attachment at the top. The sample probe must be long enough

to go through and extend no less than 0.9 m (3 ft) below the

landfill cover. If the sample probe is to be driven into

the landfill, the bottom cap should be designed to

facilitate driving the probe into the landfill.

6.2 Sampling Train.

6.2.1 Rotameter with Flow Control Valve. Capable of

measuring a sample flow rate of 100 ± 10 ml/min. The

control valve must be made of stainless steel.

6.2.2 Sampling Valve. Stainless steel.

6.2.3 Pressure Gauge. U-tube mercury manometer, or

equivalent, capable of measuring pressure to within 1 mm Hg

(0.5 in H20) in the range of 0 to 1,100 mm Hg (0 to 590 in

H2O).

6.2.4 Sample Tank. Stainless steel or aluminum

cylinder, equipped with a stainless steel sample tank valve.

6.3 Vacuum Pump. Capable of evacuating to an absolute

pressure of 10 mm Hg (5.4 in H2O).

6.4 Purging Pump. Portable, explosion proof, and

suitable for sampling NMOC.

6.5 Pilot Probe Procedure. The following are needed

only if the tester chooses to use the procedure described in

Section 8.2.1.

6.5.1 Pilot Probe. Tubing of sufficient strength to

withstand being driven into the landfill by a post driver

and an outside diameter of at least 6 mm (0.25 in.) smaller

than the sample probe. The pilot probe shall be capped on

both ends and long enough to go through the landfill cover

and extend no less than 0.9 m (3 ft) into the landfill.

6.5.2 Post Driver and Compressor. Capable of driving

the pilot probe and the sampling probe into the landfill.

The Kitty Hawk portable post driver has been found to be

acceptable.

6.6 Auger Procedure. The following are needed only if

the tester chooses to use the procedure described in

Section 8.2.2.

6.6.1 Auger. Capable of drilling through the landfill

cover and to a depth of no less than 0.9 m (3 ft) into the

landfill.

6.6.2 Pea Gravel.

6.6.3 Bentonite.

6.7 NMOC Analyzer, Barometer, Thermometer, and

Syringes. Same as in Sections 6.3.1, 6.3.2, 6.33, and

6.2.10, respectively, of Method 25.

7.0 Reagents and Standards.

7.1 NMOC Analysis. Same as in Method 25, Section 7.2.

7.2 Calibration. Same as in Method 25, Section 7.4,

except omit Section 7.4.3.

7.3 Quality Assurance Audit Samples.

7.3.1 It is recommended, but not required, that a

performance audit sample be analyzed in conjunction with the

field samples. The audit sample should be in a suitable

sample matrix at a concentration similar to the actual field

samples.

7.3.2 When making compliance determinations, and upon

availability, audit samples may be obtained from the

appropriate EPA Regional Office or from the responsible

enforcement authority and analyzed in conjunction with the

field samples.

NOTE: The responsible enforcement authority should be

notified at least 30 days prior to the test date to allow

sufficient time for sample delivery.

8.0 Sample Collection, Preservation, Storage, and

Transport.

8.1 Sample Tank Evacuation and Leak-Check. Conduct

the sample tank evacuation and leak-check either in the

laboratory or the field. Connect the pressure gauge and

sampling valve to the sample tank. Evacuate the sample tank

to 10 mm Hg (5.4 in H2O) absolute pressure or less. Close

the sampling valve, and allow the tank to sit for

30 minutes. The tank is acceptable if no change more than

± 2 mm is noted. Include the results of the leak-check in

the test report.

8.2 Sample Probe Installation. The tester may use the

procedure in Section 8.2.1 or 8.2.2.

8.2.1 Pilot Probe Procedure. Use the post driver to

drive the pilot probe at least 0.9 m (3 ft) below the

landfill cover. Alternative procedures to drive the probe

into the landfill may be used subject to the approval of the

Administrator's designated representative.

8.2.1.1 Remove the pilot probe and drive the sample

probe into the hole left by the pilot probe. The sample

probe shall extend at least 0.9 m (3 ft) below the landfill

cover and shall protrude about 0.3 m (1 ft) above the

landfill cover. Seal around the sampling probe with

bentonite and cap the sampling probe with the sampling probe

cap.

8.2.2 Auger Procedure. Use an auger to drill a hole

to at least 0.9 m (3 ft) below the landfill cover. Place

the sample probe in the hole and backfill with pea gravel to

a level 0.6 m (2 ft) from the surface. The sample probe

shall protrude at least 0.3 m (1 ft) above the landfill

cover. Seal the remaining area around the probe with

bentonite. Allow 24 hours for the landfill gases to

equilibrate inside the augured probe before sampling.

8.3 Sample Train Assembly. Just before assembling the

sample train, measure the sample tank vacuum using the

pressure gauge. Record the vacuum, the ambient temperature,

and the barometric pressure at this time. Assemble the

sampling probe purging system as shown in Figure 25C-1.

8.4 Sampling Procedure. Open the sampling valve and

use the purge pump and the flow control valve to evacuate at

least two sample probe volumes from the system at a flow

rate of 500 ml/min or less. Close the sampling valve and

replace the purge pump with the sample tank apparatus as

shown in Figure 25C-2. Open the sampling valve and the

sample tank valve and, using the flow control valve, sample

at a flow rate of 500 ml/min or less until either a constant

flow rate can no longer be maintained because of reduced

sample tank vacuum or the appropriate composite volume is

attained. Disconnect the sampling tank apparatus and

pressurize the sample cylinder to approximately 1,060 mm Hg

(567 in. H2O) absolute pressure with helium, and record the

final pressure. Alternatively, the sample tank may be

pressurized in the lab.

8.4.1 The following restrictions apply to compositing

samples from different probe sites into a single cylinder:

(1) individual composite samples per cylinder must be of

equal volume; this must be verified by recording the flow

rate, sampling time, vacuum readings, or other appropriate

volume measuring data, (2) individual composite samples must

have a minimum volume of 1 liter unless data is provided

showing smaller volumes can be accurately measured, and (3)

composite samples must not be collected using the final

cylinder vacuum as it diminishes to ambient pressure.

8.4.2 Use Method 3C to determine the percent N2 in

each cylinder. The presence of N2 indicates either

infiltration of ambient air into the landfill gas sample or

an inappropriate testing site has been chosen where

anaerobic decomposition has not begun. The landfill gas

sample is acceptable if the concentration of N2 is less than

20 percent. Alternatively, Method 3C may be used to

determine the oxygen content of each cylinder as an air

infiltration test. With this option, the oxygen content of

each cylinder must be less than 5 percent.

deionized water; weigh to the nearest 5 g, and record the

results. Alternatively, measure the volume of water used to

fill them to the nearest 5 ml.

11.0 Analytical Procedures.

11.1 The oxidation, reduction, and measurement of

NMOC's is similar to Method 25. Before putting the NMOC

analyzer into routine operation, conduct an initial

performance test. Start the analyzer, and perform all the

necessary functions in order to put the analyzer into proper

working order. Conduct the performance test according to

the procedures established in Section 10.1. Once the

performance test has been successfully completed and the

NMOC calibration response factor has been determined,

proceed with sample analysis as follows:

11.1.1 Daily Operations and Calibration Checks.

Before and immediately after the analysis of each set of

samples or on a daily basis (whichever occurs first),

conduct a calibration test according to the procedures

established in Section 10.2. If the criteria of the daily

calibration test cannot be met, repeat the NMOC analyzer

performance test (Section 10.1) before proceeding.

11.1.2 Operating Conditions. Same as in Method 25,

Section 11.2.1.

11.1.3 Analysis of Sample Tank. Purge the sample loop

with sample, and then inject the sample. Under the

specified operating conditions, the CO2 in the sample will

elute in approximately 100 seconds. As soon as the detector

response returns to baseline following the CO2 peak, switch

the carrier gas flow to backflush, and raise the column oven

temperature to 195EC (383EF) as rapidly as possible. A rate

of 30EC/min (54EF/min) has been shown to be adequate.

Record the value obtained for any measured NMOC. Return the

column oven temperature to 85EC (185EF) in preparation for

the next analysis. Analyze each sample in triplicate, and

report the average as Ctm.

11.2 Audit Sample Analysis. When the method is used to

analyze samples to demonstrate compliance with a source

emission regulation, an audit sample, if available, must be

analyzed.

11.2.1 Concurrently analyze the audit sample and the

compliance samples in the same manner to evaluate the

technique of the analyst and the standards preparation.

11.2.2 The same analyst, analytical reagents, and

analytical system must be used for the compliance samples

and the audit sample. If this condition is met, duplicate

auditing of subsequent compliance analyses for the same

enforcement agency within a 30-day period is waived. An

audit sample set may not be used to validate different sets

of compliance samples under the jurisdiction of separate

enforcement agencies, unless prior arrangements have been

made with both enforcement agencies.

11.3 Audit Sample Results.

11.3.1 Calculate the audit sample concentrations and

submit results using the instructions provided with the

audit samples.

11.3.2 Report the results of the audit samples and the

compliance determination samples along with their

identification numbers, and the analyst's name to the

responsible enforcement authority. Include this information

with reports of any subsequent compliance analyses for the

same enforcement authority during the 30-day period.

11.3.3 The concentrations of the audit samples

obtained by the analyst must agree within 20 percent of the

actual concentration. If the 20-percent specification is

not met, reanalyze the compliance and audit samples, and

include initial and reanalysis values in the test report.

11.3.4 Failure to meet the 20-percent specification

may require retests until the audit problems are resolved.

However, if the audit results do not affect the compliance

or noncompliance status of the affected facility, the

Administrator may waive the reanalysis requirement, further

audits, or retests and accept the results of the compliance

test. While steps are being taken to resolve audit analysis

problems, the Administrator may also choose to use the data

to determine the compliance or noncompliance status of the

affected facility.

12.0 Data Analysis and Calculations.

NOTE: All equations are written using absolute

pressure; absolute pressures are determined by adding the

measured barometric pressure to the measured gauge or

manometer pressure.

Central office and I discusses the protocol on Friday. Was one slight concern with the exemption request. Could
you provide more information on this?

1. In Section 2-3 (Table 2), the facility is asking for sampling program exemption for the
"Unnamed area".
Additional Information: The Unnamed Area is approximately 12 acres in size, is unlined, and is presently closed,
capped and vegetated. The original cap included approximately 36 inches of clay under a 6 inch layer of
vegetated topsoil. In 2006, the top soil was removed and significant quantities of additional low permeability
clay were added above the original clay cap and graded for positive drainage, significantly improving the cap in
this area. The Unnamed Area accepted MSW and incinerator ash from the early 1960s until closure in 1972.
The location of the Unnamed area is shown on Drawing 1 in Appendix B of the submitted protocol.

2. Need to assure that as per 40 CFR Part 60 Subpart WWW, their system is "well designed" or they
can not get an exemption based on 50 Mg of MMOC per year limit for the "unnamed area".

Additional Information: The LFG collection system is comprehensive as shown on the Drawing 1 in Appendix B
of the submitted protocol. The LFG collection system is well designed as there is available vacuum provided to
each collector. Surface emissions monitoring and collection system monitoring will be performed just prior to
the sampling event as discussed in Section 3.4 of the protocol to show that the emissions meet the
requirements of 40 CFR 60.755 and that vacuum is available at all collection points.
