DESATISFACTION OF MEETING ATTENDENCE BY G19 MEMBERS

Reference to he meeting held on 4th December 2011 (Sunday) , and going by the
negative attitude toward meeting attendance , we are constraint to write and draw the
attention of all members high need of meeting attendance henceforth.
The Committee therefore call for a full house attendance
REPORT ON THE ENGAGEMENT REQURST FROM
CONSULTANTS TO CONDUCT AN INVENTORY OF STATE
OWNED ASSETS IN PHCN FACILITIES ACROSS THE STATE
Sequel to the submission made by the Gams and Abell Nigeria Limited to the state
Government dated 5th December 2011, indicating its interest to render consultancy
services by conducting an inventory of the state owned assets in PHCN, a committee
of Engineers was set up to study the submission and advise the Government
accordingly.
Having gone through the submission, the committee deliberated and consulted widely
as a result of which the following observations were made:
1. That in continuation of its current privatization policy of public companies with a
view to achieving better efficiency in service delivery, The Federal Government
has restructured PHCN into eighteen (18) companies, consisting of six (6)
generation, one (1) transmission and eleven (11) distribution companies and
slated for the exercise.
2. The company is requesting the state Government to engage it as Management
Consultants to conduct an inventory of State own Assets in PHCN facilities
across the State.
3. That if engaged, it will carry out a comprehensive physical assets inventory
that were procured by the State funds and transferred to PHCN for
management and custody.
4. That the Company would analyse the generated data with a view to producing
computerized information/records and reconcile it with the records of PHCN.
5. That the company will determine the basis of stake holding (either cash or
equity) of the State when PHCN is privatised.
6. That the company is currently engaged by the Gombe State Government to
carry out similar exercise.

After careful study of the submission, the committee made the following
conclusion/recommendations:
CONCLUSION
The committee appreciate the importance of the exercise as it will give the state
Government a clear picture of its stake holding if PHCN is privatised as such the
exercise should be conducted. Furthermore it will serve as a guide and would provide
an enabling platform for any negotiation to which the state Government may likely go
into with the bureau for public enterprises.
RECOMMENDATIONS
A. The comprehensive physical assets inventory that were procured with the
State and Local Government funds and transferred to PHCN can best be
carried out by the relevant Government Ministries, Departments & Agencies
(MDA) responsible for such procurements.
B. The computerization of all the inventory can also be carried out by the MDAs,
whereas valuation and reconciliation with PHCN can best be handled by a
consultant with similar experience.
C. The service of a consultant with vast experience in similar undertaking is most
needed in determining the basis of stake holding of the State in preparation of
the proposed privatization of PHCN.
D. In the light of B&C above, Government need to verify the technical capability
and experience of the consultancy company before engagement.
