CARROLL V. HILL & ASSOCIATES COMMUNITY PLANNERS, LANDSCAPE ARCHITECTS AND DEVELOPMENT CONSULTANTS October, 1959 Lake County Planning Commission Lake County Courthouse Painesville, Ohio Gentlemen: It is our pleasure to submit herewith 2 Comprehensive Plan for Lake County. This report summarizes the findings and proposals contained in the eight preliminary reports which have been presented over the past two and one-half years. The Plan includes all of the important changes and revisions which have been made as a result of reviews and connents of your Commission, your Planning Director and members of the Conmission's Advisory Committees. The Comprehensive Plan should provide a guide for the County's growth and development for che next 20 to 25 years. It is not intended to he inflexible and should therefore be adjusted and modified from time to time to meet changing conditions. Substantial benefits from the Plan have already been realized and with adequate administration, it should provide many more benefits in the years ahead. \ We gratefully acknowledge the exceilent cooperation received from the members of the Commission and its Advisory Committees, the Board of County Commissioners, County and local officials, the many organizations and individual citizens. This widespread interest and support has created a decidedly advantageous climate for planning and accounts for ‘the commendable success achieved to date. It has made our task stimu~ lating end rewarding. 4 : Respectfully submitted, CARROLL V. HILL & ASSOCTATES ar a wy Ctl VPfLL e2 3Lvqd LAKE COUNTY, OHIO PROPOSED SYSTEM :OF PARKS AND RECREATION. AREAS - - Proposed Parks and Recreation Areas ‘The proposed system of parks and recreation areas is shown on Plate 23 ‘The proposals indicated have been limited, for the most part, to the large parks which would be serving the entire County and, in some cases, the regional area, The large naturalistic park areas proposed on the plan could be adminis- tered to their best advantage by the recently established Lake County Metro- politan Park Board. Several combination school and neighborhood park sites have been proposed in certain areas of the County to supplement the existing facilities that are presently in use. Both the existing sites of ten acres or more and the pro- posed school sites have been included in the future system of parks and recrea- tion areas. It is hoped that ultimately these sites will become part of a co ordinated school and recreation program. Lake County fortunately has many acres of iand possessing the topography and natural features chat are well adapted to park development. Both the Chagrin River and Grand River drainage basins have large areas of vacant land that should be preserved in their natural state. Unfortunately, many sections along these water courses are rapidly being allotted, and unless action is taken to set up the necessary means for acquiring this land, the use and enjoyment of these areas by the public will be lost forever.
