DFA Scholarship Guidelines

Scholarships made available through the NEDA Scholarship Committee or given directly to the DFA are open to all DFA officers and employees in the home office as well as to
the personnel of the Foreign Service Institute, who have permanent status.

1. Applications for scholarships should be endorsed by the head of office of the applicant.

2. The applicant should have rendered very satisfactory performance in the home office for at least a year, for returning officers, or at least two years for new officers and staff
officers, at the start of the scholarship or training program of more than three months’ duration. New officers should undergo the Department’s FSO cadetship program scheduled
for the year before they can apply for foreign scholarships.

3. All applications should be reviewed by the DFA Committee on Scholarships. If it is deemed necessary, applicants may be called in for an interview by at least five (5) members
of the Scholarship Committee.

4. In order that others can avail of scholarships and training programs, applicants who have availed of a scholarship/training program for more than three months’ duration should
not be allowed to apply for a second one within the next two years after his return from a previous scholarship/training program.

5. Only those applications that have been reviewed and endorsed by the Committee should be forwarded to the agency granting the scholarship.

6. Applications for scholarships open only to DFA personnel are to be endorsed by the Chairman of the DFA Committee on Scholarship to the agency concerned. Applications to
other scholarships will be endorsed by the Chairman of the DFA Committee on Scholarships to the NEDA Special Committee on Scholarships.

7. Returning scholars should complete the remaining period of the three-year service requirement as provided for in the Foreign Service Act of 1991 (R.A. 7157) before they can
be assigned abroad.
