School Consolidation Task Force

Teachers and Staff Subcommittee Recommendations

1. Increase the substitute pay scale and consider creating other substitute types
in order to recruit and retain quality substitutes;
2. Engage an outside vendor/s to negotiate a statewide substitute contracts in
order to maximize costs per district for substitutes;
3. Ensure that the statewide applicant tracking system, whether that remains
Join Delaware Schools or whichever vendor replaces JDS through the current
RFP, provides more functionality;
4. Working within the framework of ESSA to allow educators to teach one
course outside of their certification area at the discretion of the school district
and agreement of the educator. This creates flexibility with scheduling and
provides educators an opportunity to utilize talents outside of their
certification area;
5. Review the allocation for school and district level administrators as it is
solely based on earned Division I units and does not take into account the
responsibility of evaluation and supervision of building level staff funded
through other state allocations;
6. Allocate summer school teaching units based on a percentage of students
who are below grade-level proficiency in reading in grades K-3 in an effort to
increase equitable services to those students;
7. Upgrade technology (hardware and software) and bandwidth to increase
efficiencies that allow educators to meet instructional and administrative
responsibilities;
8. Implement a state pay scale for bus drivers employed through the local
education agencies in order to recruit and retain bus drivers;
9. Establishing an appeal process where districts could apply, based on a
demonstration of need, to receive additional funds from the state to offset the
impacts of student enrollment increases after the September 30th count;
10. Ability to create a rolling funding process for early childhood;
11. Establish a statewide professional development day/s for all employee groups
(including non-teaching groups as well);
12. Review our current compensation/salary structure for professional employees
to reflect current school needs.
