FOREWORD
The past ten years have been a
challenging decade for us. Too much
politics have sacrificed progress and
sustainable development. Leaders
pushing away responsibilities and
are too focused on politicking to
obtain power.
Many of our policies have failed to
address the problems faced by
Penang people. Politicians of today
regardless from which side are too
focused on the arguments and
attack that we forgot what is
important. Political games and
toppling each other in politics has
been sacrificing legislation and
governance.
Now more than ever, we need a
clear and concrete plan to move
Kebun Bunga and the state forward.
I would like to present you a new
politics, whereby we embrace a
better political culture, where we
put government policies that are
beneficial to the people as priority.
This manifesto, Better Together, sets
out a vision to meet the challenges
that we will face ahead; focusing on
solving issues and building a liveable
city.
This is not a battle among political
parties;
but this is a battle to challenge the
status quo, and making us better,
together.
It will be a challenging journey, but
necessary to bring our community
forward. It can only be done by us
pulling strength together and reducing
the politics to make it happen.
With this plan, we aim to build a
stronger and liveable city by practicing
a better political culture.
With this, I decided to present my
manifesto as a Barisan Nasional
candidate for the Kebun Bunga
constituency.
Give me a chance to bring your
voices to the Penang State Assembly
and implement our vision and plans.

Kebun Bunga is a state constituency in
Penang, Malaysia. It covers the Pepper
Estate, Fettes Park, Mount Erskine,
Hong Seng Estate, Waterfall Road,
Penang Botanic Gardens, Quarry
Drive, Jesselton, Western Garden,
Batu Gantung, Race Course and
Padang Tembak.

Kebun Bunga consist of largely

residential areas, the nature, parks and
cemeteries. It is a mixed constituency
with the affluent community, the
middle-class and the poor living in the
area. The community is also facing the
reality of an ageing society in Kebun
Bunga.Younger people have opted to
move out from residential areas
including Padang Tembak flats, Hong
Seng Estate and Pepper Estate.

By working together, we must

upgrade the public infrastructure to
make convenience for the ageing
society without neglecting the
younger generations; protect the
greens with sustainable development
plans and making a better place to live
in.

With the collaboration of the people

of Kebun Bunga, I am confident we
are able to work towards an
improved community and bringing
great ideas to the state of Penang.

CHALLENGES
We are at a crossroads where many
politicians from both sides of the political
spectrum is focusing on political games &
personal ambitions.
For at this moment when typical
politicians from all sides are playing too
much politics, we are faced with various
challenges.
Developing while sustaining the
environment
While we look forward towards
development, we cannot avoid destroying
the hills. But it does not mean that we
should over-develop.
A huge part of the Kebun Bunga
constituency consists of hills and greens,
and they are not spared from
over-development. Hills near the Penang
Turf Club and the Mount Erskine has
been deforested for developments.
Penang Botanical Gardens were
corporatised and everyone is left in the
vague of its future.
Aging infrastructure &
community
The earliest low cost residential high rise
in Penang, the Padang Tembak flats is
located in the Kebun Bunga constituency.
Near to 50 years, the infrastructure and
the building starts to deteriorate with
many of its parts needs to be upgraded.
There is a significant number of citizens
that begins to age is staying in the
constituency. We need to respond to the
reality of an ageing community, giving
people security in old age and caring for
those with long term health conditions,
with senior citizens-friendly facilities;
while not ignoring the needs of younger
generations.
Socio-economic challenges +
bridging the income gap
Rising cost of living, low wages and
employment issues have not only hit the
poor, but also the middle class. The
less-qualified in education, the mentally
challenged, the physically challenged and
also some senior citizens that does not
have family to support them is having a
hard time in terms of earning a living to
put food on their table. Many of them are
staying in the Padang Tembak flats. Having
difficulties to improve their
socio-economic conditions, they need
assistance from the government as well as
the community.
We also must not ignore the
socio-economic factor of the middle class;
whereby if ignored, they might drop to
become the bottom poor.
If the economical challenges in the
community is unsolved, it will turn into
more social and criminal problems.
Traffic congestion
Traffic jams are well known in Penang.
With the main roads of Jalan Mount
Erskine, Jalan Utama and Jalan Scotland
located in Kebun Bunga, the residents of
the constituency suffers from the
congestion every single day. The Penang
Transport Master Plan has been long
overdue and needs to be implemented as
soon as possible. The plan must be
reviewed as quick as possible and
collaborations from all levels of
government is necessary to implement
the transport master plan.
Negative Politics
The whole nation has been tainted with
negative politics. Too much negative
politics have sacrificed progress and
sustainable development. Leaders pushing
away responsibilities and are too focused
in politicking to obtain power.
Many of our policies have failed to
address the problems faced by Penang
people. Politicians of today regardless
from which side are too focused on the
arguments and attack that we forgot what
is important. Political games and toppling
each other in politics has been thwarting
legislation and governance.
The people living in Kebun Bunga faces
more than these challenges; therefore we
need an inclusive plan to make our living
place better. I welcome you to share
more about your concerns and ideas to
me.

AFFORDABLE HOMES
FOR PENANGITES
Advocate for the development of
more low-cost housings at the price
range of RM40,000 to RM120,000 for
Kebun Bunga constituency.
Upgrade the infrastructure of Padang
Tembak flats and revitalize the
community’s livelihood.
Introducing a special ‘public housing
rental assistance scheme’ to assists
poor families, people with special
abilities, single parent, and single
senior citizens.
BETTER TRANSPORT
MANAGEMENT
Reviewing the transport master plan
in order to ensure it benefits the
people, and not the corporations.
Reviewing the traffic systems in
Kebun Bunga key areas to reduce
traffic congestions.
More multi-storey car parks in
high-densed public areas, including
Padang Tembak flats and Mount
Erskine market.
Review the road planning and safety
which protects the interests of all
road users including pedestrians,
cyclists, bikers and drivers.
REDUCING
DISASTERS
Identify the cause of floods and
reviewing the flood mitigation system
especially Batu Gantung and Taman
Lumba Kuda.
Upgrade the urban drainage
infrastructure by establishing natural
retention, natural infiltration, and
natural purification - like a sponge city
that absorbs rainwater.
Solving the drainage and piping issue
at Hong Seng Estate immediately.

BETTER BOTANICAL
GARDENS
Making sure the Penang Botanical
Gardens is not commercialized for
the profit of any corporation or
individual.
Preserving the Botanical Gardens as a
place for fresh air and public park for
exercising.
Ensuring that the Botanical Gardens
strive as a place for protection and
research of our flora and fauna.
HILLS, TREES AND
GREEN SPACES
Reviewing the hillslope development
guidelines of Penang and making sure
it is adhered.
Reviewing the hill deforestation and
tree cutting projects throughout
Penang to protect our green
environment.
To turn unused government lands
into green public spaces where we
can have small green parks
throughout Kebun Bunga while
creating a space for people to
interact.
URBAN GARDEN
To introduce urban gardening
solutions to help reduce the effects of
climate change as well as to provide
fresh, clean air for ourselves.
Creating plans and programs to
encourage commercial and high-rise
buildings to build rooftop garden and
vertical gardens to replace the greens
that has lost to develop those
buildings.

BETTER COMMUNITY
CENTER & PUBLIC
SPACE
We aim to build a community space
that encourages people to meet up
and interact regularly which is
equipped with various facilities. It will
be an integrated community space
that;
Promotes health rehabilitation and
supervision with clinics, dialysis,
physiotherapy, traditional medicine
practitioner;
Promotes fitness with daily exercise
programs equipped with gym &
sports facilities;
Promotes learning culture with
functional library and regular events
related to lifelong learning;
Promotes interaction with attractive
public space for people to relax and
enjoy.
Two integrated community space will
be build at Padang Tembak and Mount
Erskine respectively for the usage of
the neighbourhood.
PET-FRIENDLY CITY
We aim to turn our city into a
pet-friendly city with regulations that
protects the animals, and at the same
time protecting the safety of the
people.
HEALTHIER
COMMUNITY
Long term programs to promote
fitness and healthy activities will be
introduced to the community.
Providing necessary basic healthcare
facilities at critical areas including
Padang Tembak flats. Those facilities
includes medical checkups, dialysis
center, physiotherapy center, gyms for
both the young and the seniors.
With the heavy workload and
commitment in life, we will implement
and cultivate stress-relief programs to
promote positivity in life.

ECONOMIC
OPPORTUNITIES FOR
THE SPECIAL NEEDS
Setting up a specific mechanism that
allows the special groups such as the
senior citizens, mentally and physically
challenged to learn and build
micro-businesses; and to make
themselves feel empowered to be
independent.
Initiating skills training &
apprenticeship program to give
opportunities to existing employees
to further their career. It is also to
enable those who are good in skills to
turn it as an opportunity to earn.
EMBRACING THE 4TH
INDUSTRIAL
REVOLUTION
We aim to establish a one-stop
platform for aspiring people especially
the youth to venture into the 4th
Industrial Revolution.
We must bring our people with bright
digital ideas to venture into the global
competition.
THE INDUSTRY OF
ARTS, CULTURE &
CREATIVITY
We aim to push Penang as one of the
hub that promotes the art, culture,
and creative sector. With the lack of
space in Penang, brick & mortar
developments could prove a challenge
for us, therefore it is a strategic plan
to promote the industry that are
space-efficient to Penang.

CRAFTING A
BETTER POLITICS
For more than a decade getting my hands in
politics and governance, I realised that there is a
‘vacuity’ in the political system of our nation.
Political games and personal ambitions
regardless from which side of the political
spectrum has sacrificed the progress and
development of the nation.
It is the time where we look into issues that we
face; a matured political culture, a better city
infrastructure, effective transportation system,
threat of climate change, opportunities for our
next generation, generating higher income,
sustainable development are among the
important ones.

The typical politics is too focused in eliminating

each other.

Politicians are too busy finding and criticising

each other’s weaknesses.

Politicians are too busy arguing with each other

just because they are the opponent.

Politicians are too busy focusing on the

negatives, rather than the positives.

Politicians are too busy making fun of each other.

Changing a government is not a solution

anymore. It is changing the political culture that
is needed.

Brothers and sisters, now is not the time for the

same old politics anymore. It is not about
toppling any figure or political party. It is about
challenging the status quo.

We need to advocate for positive politics;

whereby we focus on solving issues and making
a better place to live in.
