Topic Background
Terrorism is, in the broadest sense, the use of intentionally indiscriminate violence as a means
to create terror among masses of people; or fear to achieve a financial, political, religious or
ideological aim

Significant terrorist activity and safe havens persisted in the Middle East and North Africa,
just during 2016, ISIS continued to occupy areas of Iraq and Syria, but had lost more than 60
percent of its territory in Iraq and approximately 30 percent in Syria by the end of 2016; it
lost all of the territory it controlled in Libya by the end of 2016.

ISIS branches in the Sinai Peninsula, Saudi Arabia, and Yemen heightened sectarian tensions,
while these and the Libya branch conducted numerous attacks in the region. Al-Qa’ida and its
affiliates also maintained safe havens amidst the fragile political and security climate across
the region, particularly in Yemen and Syria, and conducted attacks in multiple countries,
including the State of Kuwait in several occasions during the past years.

International action
As an example, the United Nations Global Counter-Terrorism Strategy approved in 2006, a
strategy that is based on four main pillars: tackling the conditions that lead to the spread of
terrorism; increasing the capabilities of States to prevent and deal with terrorism; and
ensuring respect for human rights for everyone and guaranteeing the rule of law in the fight
against terrorism.

Country Policy
The State of Kuwait has reiterated its firm stand by rejecting all forms of terrorism and
extremism regardless of their causes, motives and sources, stressing that promotion of the
culture of tolerance and coexistence among peoples and nations is one of the priorities of its
domestic and foreign policy.
Possible Solutions
The State of Kuwait was keen to combat terrorism by ratifying majority of the relevant
international conventions and regional agreements. The State of Kuwait has so far signed 18
agreements in addition to other bilateral agreements, it attaches great importance to the draft
comprehensive convention against terrorism. State of Kuwait hosted a meeting of the group
concerned with foreign terrorist fighters of the International Alliance with the participation of
45 countries at March, 2017 aimed at creating the appropriate environment in the event of
their return.

The State of Kuwait has reiterated its firm position on the implementation of all relevant
agreements related to disarmament and non-proliferation of nuclear weapons. This statement
was delivered by Advisor of the Permanent Delegation of the State of Kuwait to the United
Nations Talal Al-Fassam, at the UN General Assembly’s First Committee on Disarmament
and International Security, May 2017.
