Dear Mr. Bills:

This is in response to your letter dated June 5, 2017, which was received in my office on June 5, 2017 for
processing under the Freedom of Information Act (FOIA), 5 U.S.C. 552. I apologize for the delay in
responding to your request, but we have received an inordinate number of complex requests that diverted
available resources. Additionally, since the records requested involved White House Records, we had to
await their concurrence on our proposed release of information to you.

You requested:

1. Any and all records created or transmitted by or between White House staff, including, but not
limited to their email addresses ending in “who.eop.gov,” including, but not limited to. Jared
Kushner, Stephen (Steve) Bannon, Reince Priebus, Sean Cairncross, Justin Clark, George Sifakis,
Bill Stepien, Ivanka Trump, Gary Cohn, Jeremy Katz, Ashley Hickey Marquis, and Dina Powell;
and OCC employees including, but not limited to, Chelsea Pizzola, Heath Tarbert, Matthew
Lusco, Paul Atkins, Keith A. Noreika, Paul M. Nash, Amy Friend, Morris Morgan.

2. You also requested records describing the processing of this request, including records sufficient
to identify search terms used and locations and custodians searched, and any tracking sheets used
to track the processing of this request.

Concerning the first portion of your request: your request is granted in part and denied in part. Materials
relevant to your request are enclosed. As you will see, not many emails involved the names of the
individuals you sought, but we have included all that were located in the OCC’s information systems.
Identifying details have been deleted by the authority of (b)(5), 5 U.S.C. 552(b)(5) and 12 C.F.R.
4.12(b)(5) inter-agency or intra-agency memorandums or letters which would not be available by law to a
party other than an agency in litigation with the agency; and, (b)(6), 5 U.S.C. 552(b)(6) and 12 C.F.R.
4.12(b)(6), personnel and medical files and similar files the disclosure of which would constitute a clearly
unwarranted invasion of personal privacy.

Concerning the second portion of your request, we have also included a copy of the internal guidance
used for the processing of all Freedom of Information Act request. This is Policy and Procedures Manual
Issuance 2100-15 (REV). We used the names provided in your request as the search terms as well as the
email address for the White House.

If you consider any of the above to be an improper denial of your request, you may appeal such denial to
the Comptroller of the Currency. The appeal should be filed within 90 days of the date of this letter,
should state the circumstances and reasons or arguments in support of the appeal, and be submitted via
our online FOIA application at https://foia-pal.occ.gov/ or be mailed to:
