McLean, Virginia Paul Pelletier, a Democratic candidate for Virginia s 10th Congressional
District and former federal prosecutor today sent Attorney General Jeff Sessions a criminal
referral to investigate the National Rifle Association s business dealings and murky financial
ties to the Deputy Governor of the Central Bank of Russia, Alexander Torshin, as well as other
Russian officials. Pelletier questioned the origins of the unprecedented $30 million NRA
expenditures to elect Donald J. Trump and whether any of the funds came from Russia.

During the press conference Pelletier presented a timeline showing the continued corrupt
relationship between NRA leaders and Russian nationals going back as far as 2011. The NRA
leaders include former presidents of the organization, CEO Wayne LaPierre and the chair of the
NRA s Golden Ring of Freedom million dollar donor club. The complicit relationship was
fostered over several meetings which took place when NRA executives visited Moscow and
when Russians attended numerous NRA conventions in the U.S. as VIP Guests.

The Russian officials include Torshin, a known mobster, money launderer and affiliate of the
Russian Spy Service. Additionally, other Russians include Torshin associate Maria Butina and
U.S.-sanctioned Russian Defense Minister Dmitry Rogozin. Torshin is also currently on the
U.S.-sanctions blacklist. These illicit associations occurred prior to and during the Trump
presidential campaign.

Pelletier established that the source of the NRA s unprecedented spending of tens of millions of
dollars in the Presidential election remains hidden.

It is troubling that the source of the more than $30 million of dollars in dark money that
the NRA plowed into the election of Trump after establishing illicit relationships both here and
in Moscow with sanctioned Russian officials remains unknown, said Pelletier. I spent
almost ten years as Chief and Principal Deputy Chief of the DOJ Criminal Division s Fraud
Section investigating, prosecuting and convicting the most corrupt executives, companies and
organizations in the United States.

There is more than enough evidence surrounding the nefarious interactions between NRA
officials and Putin confidants to meet the criteria for opening a DOJ file jacket and initiating a
criminal grand jury investigation, Pelletier continued.

Pelletier established an inculpatory timeline of NRA executives and Russian official interactions,
such as:

Torshin and Butina, as NRA VIP guests, attending Golden Ring of Freedom
ceremonies reserved for million dollar NRA donors;
Butina s visit to NRA headquarters in Virginia with ex-NRA President Keene;
NRA member Paul Erickson s attempt to create a back channel between Trump
and the Kremlin via Torshin;
Torshin attending a private dinner with Donald Trump, Jr at the 2015 NRA Convention;
Torshin receiving a commendation medal from the FSB upon his return to Moscow;
And, for the first time in decades, former NRA President Pete Brownell, declining
election to a second term after Senate Judiciary Committee made inquiries questioning
the source of the funding the NRA spent to elect Trump.

The American people deserve to know the truth about whether the NRA tampered with our
democracy by allowing secretly structured Russian money to support a Presidential candidate.

My opponents in the Democratic primary for Congress will say they can t wait to receive an
F from the NRA, but I won t be happy with just a bad grade. It has been shown that the NRA is
corrupt and needs to be criminally investigated; if the DOJ wont do it, then I will when I get to
Congress. They need to be held accountable.

Last week the Senate Judiciary Committee released their findings on Russian interference during
the 2016 Presidential election. While all revelations from the report were disturbing, the
Committee found that the Kremlin channeled through relationships built by Torshin and his
colleague Maria Butina may have used the NRA to secretly fund the campaign of then
candidate Donald J.Trump. The Committee also found that Torshin and his allies repeatedly used
the NRA as an avenue for connecting and supporting the needs of the Trump campaign.

After serving as a federal prosecutor for over 27 years, Pelletier retired from the Department of
Justice in 2011. While there, Pelletier developed a reputation as a fearless fighter who would

successfully prosecute the biggest and baddest criminals, including international drug kingpins,
Wall Street and banking executives and corrupt politicians on both sides of the aisle.

The 10th Congressional District is located in Northern Virginia and includes portions of Fairfax
and Prince William Counties, all of Loudoun, Clarke and Frederick Counties and the cities of
Winchester, Manassas and Manassas Park. A primary for the Democratic nomination will be

Dear Attorney General Sessions:

I write to demand the initiation of a criminal investigation by the Department of Justice’s


Criminal Division into the activity of the National Rifle Association (NRA) with respect to its
nefarious business dealings and financial ties with Russia and numerous Russian officials,
including the Deputy Governor of the Central Bank of Russia, Alexander Torshin, a sanctioned
Putin associate, FSB official, Russian Mafioso, accused money launderer, and Dmitry Rogozin,
the U.S.-sanctioned Russian Deputy Defense Minister. These illicit associations occurred prior to
and during the Trump Presidential Campaign (TPC), which include the distributions of more than
$30 million by the NRA and the NRA ILC to ensure the election of Donald J Trump.

As a federal prosecutor for almost 27 years with the Department of Justice, nearly 10 years
as Chief and Principal Deputy Chief of the Criminal Division’s Fraud Section, I investigated,
prosecuted and convicted numerous executives and corporations for various financial and
corruption crimes. The weight and magnitude of the evidence outlined below more than meets the
criteria for opening a DOJ file jacket on this matter and initiating a criminal grand jury
investigation. Such an investigation must be conducted by a criminal division component of the
DOJ as they have the ability to issue the requisite grand jury subpoenas, requests for international
assistance and grants of immunity—all of which are essential to unwind the murky financial and
criminal ties between the NRA and Russian nationals.

The illicit connections between NRA leadership and a known member of Putin’s Russian
spy service, the Federal Security Service (FSB), began at least in 2011. This connection and
subsequent events outlined below provide a significant basis of predication upon which to initiate
a robust criminal inquiry. The repetitive and notorious contacts between NRA leaders and various
Russian nationals, including several officials subject to U.S. Sanctions, further mandate criminal
inquiry. Finally, the lack of transparency into the fundraising mechanisms of the NRA and its
various political arms in conjunction with their unprecedented $30 million expenditure toward the
election of Donald Trump at the time of their Russian obsequience begs for both transparency and
inquiry. My demand is that you investigate the NRA and its leadership for violations of the wire
and mail fraud statutes, RICO and money laundering statutes, 18 USC Sections 1341, 1344, 1956-
1957, 1961-68, and violations of campaign finance laws, and ultimately bring whatever criminal
charges the facts and law dictate.

FACTUAL STATEMENT

Russian Officials Target NRA Leader

Alexander Torshin is a Russian politician who, since at least 2011,1 began infiltrating and
co-opting the NRA to Russian influence as directed by Russian President Vladimir Putin.
Torshin, a former Russian Senator and a Deputy Governor of the Central Bank of Russia, is also
a member of Russia’s FSB. Torshin has acknowledged that he was a member of a branch of the
Board of the Federal Border Service, which is a branch of the FSB.2 According to his Twitter
account, Torshin maintains that he has personally met every NRA President since 2012.3 In April
of 2012, Torshin, as a VIP guest of NRA then-President David Keene, attended the NRA Annual
Convention in St. Louis.4 Again, in May of 2013, Torshin and his associate Maria Butina
attended the NRA’s Annual Convention in Houston.5 At that convention Torshin was presented
with a rifle as a gift from NRA President Keene and attended the “Golden Ring of Freedom”
ceremony.6 It is worth noting that, according to the NRA website, membership in the Golden
Ring of Freedom requires lifetime donations of more than a million dollars to the NRA.7

Torshin Exposed by Spanish Wiretaps as Money Launderer/Russian Mobster

Significantly, in July and August of 2013, Spanish law enforcement authorities in Palma
de Mallorca were conducting a criminal investigation into the infamous Taganskaya Russian mafia
organization and its Mallorcan leader, Alexander Romanov, for money laundering and other
crimes. 8 Romanov, Torshin’s former Russian Central Bank associate, had been convicted and
sentenced for financial crimes in Moscow in 2005.9 Romanov, subsequently was arrested and pled

guilty in Spain to money laundering.10 Based upon wire-tapped conversations between Romanov
and Torshin involving criminal money laundering activity, the Spanish authorities obtained
permission to arrest Torshin upon his arrival for Romanov’s birthday party on August 21, 2013.11
Torshin, having been tipped off, did not attend the party in Mallorca and avoided arrest. 12
Torshin’s Russian related mafia and money laundering activity did not thwart the NRA from
continuing its association with Torshin and his associate Butina.

NRA Leadership Visits Russia

In November of 2013, Torshin and Butina hosted an NRA leadership delegation including
Keene and Paul Erickson, a longtime NRA member and a Republican political operative, at a
“Right to Bear Arms” event in Moscow.13 In his presentation at the event, Keene told the Russians
he was there to “seek their help.”14 Soon thereafter, at Keene’s request, John Bolton (currently the
National Security Advisor to Donald J. Trump) appeared in a Russian TV ad touting gun
ownership.15

With Torshin Unwilling to Travel from Russia, Butina Attends NRA Convention as VIP
Guest of NRA Leadership

On the heels of his near arrest in Spain, it appears Torshin refrained from traveling to the
the United States for the NRA’s 2014 Convention in Indianapolis and, instead, sent his emissary
Butina, who was introduced to NRA CEO Wayne LaPierre and President James “Jim” Porter.16
Again, like Torshin the year before, Butina attended the “Golden Ring of Freedom” ceremony
reserved for the NRA’s million dollar donors and was even allowed the privilege of ringing the

group’s “Liberty Bell.”17 Butina then travelled to Washington, DC and visited NRA headquarters
in Virginia, as a guest of then board member and former NRA president.18 Later in 2014, Erickson
travelled to Moscow to attend a “Right to Bear Arms” event.19

Torshin and Butina Gain Access to Trump via the NRA During Run-Up to the 2016
Presidential Election

In January of 2015 Torshin was named Deputy Governor of the Central Bank of Russia.20
Both Torshin and then presidential hopeful Donald J. Trump attended the NRA 2015 Convention
in Nashville.21 Torshin maintains that he met Trump at the convention, and according to Torshin,
Trump joked, “so you’re from Russia, when are you going to invade Latvia.”22 At the convention,
Torshin was accompanied by Butina.23

Later in July of 2015, at the libertarian FreedomFest Conference, in Las Vegas, Butina
directly addressed Trump, a keynote speaker, and questioned whether he would “continue the
politics of sanctions,” to which Trump responded, “I know Putin; I would get along very nicely
with Putin, O.K? . . . I don’t think you’d need the sanctions.”24

Torshin and Butina next visited Washington, D.C. in early November of 2015 before
returning to Moscow. 25 From December 8 thorough December 13, 2015, Torshin and Butina
hosted a delegation of the NRA leadership in Moscow, including Keene, then NRA Vice-President
Pete Brownell, Joe Gregory, Chair of the NRA’s “Golden Ring of Freedom” million dollar donor

club, and Erickson, where they were introduced to Russian Defense Minister Dmitry Rogozin.26
Rogozin at the time had been under sanction by the United States due to Russia’s annexation of
Crimea.27 During this same time period, General Michael Flynn was also in Moscow attending a
Russian television network (RT) event as a guest of Russian President Putin.28

Russia Seeks “Back Channel” to Trump via NRA Convention

In early May of 2016, Erickson sent an email to Trump campaign advisor, Rick Dearborn,
with the subject line “Kremlin Connection” seeking the advice of Mr. Dearborn and then- Senator
Jeff Sessions about how to connect Trump and Putin.29 Specifically, Erickson wrote that Russia
was “quietly but actively seeking a dialogue with the U.S.,” and that Russia would seek to use the
NRA 2016 convention in Louisville, Kentucky to make “first contact” with Trump via Torshin.30
Erickson informed Dearborn that “Putin is deadly serious about building a relationship with Mr.
Trump” and hoped that Trump would “visit him in the Kremlin.”31 On May 19, 2016 at the NRA
Conference in Louisville, Torshin attended a private dinner with Donald J. Trump, Jr, sat at his
table, and had a private conversation.32

NRA Endorses Trump Prior to the Republican Convention and Russian FSB Bestows
Honors on Torshin who is then Sanctioned by the U.S.

In an unprecedented decision, on May 20, 2016, the NRA endorsed then Republican
Presidential candidate Donald J. Trump prior to him receiving the Presidential nomination at his
Party’s convention33. Upon his return to Russia, on July 2016, Torshin was presented with an
honorific medal by the FSB, the Russian spy service.34

During the 2016 Presidential election cycle, the NRA and NRA-ILC contributed $30
million towards the election of Trump, more than three times its investment in previous
presidential elections.35

On April 5, 2018, Torshin was added to the Office of Foreign Assets Control (OFAC)
Specially Designated Nationals Sanctions list, freezing his US assets and barring him from
traveling to the United States.36 Finally on May 7th, 2018, after press accounts and congressional
inquiries revealed the Russian connections to the NRA leadership, in another unprecedented move,
then NRA President Pete Brownell declined to run for a second term.

CONCLUSION

As the above evidence confirms, both circumstantially and directly, beginning in at least
2011, high level NRA and Russian officials began to engage in a criminal association that
ultimately led to a deep financial relationship at the upper echelons of both the NRA and Russian
government. The Russian leadership includes a now-sanctioned high level official who was a
known and admitted member of the Russian spy service and is believed by law enforcement to
direct and launder funds for the infamous Taganskaya criminal syndicate based in Moscow.
Nevertheless, the NRA leadership and high-level members continued to: (1) host this Russian
official, criminal and spy and his associate, at NRA conventions; (2) provide the Russian official,
criminal and spy, and his associate, with access to excessive benefits attainable only by the
wealthiest of NRA donors; (3) travel to Russia with deluxe accommodations and meet with the
Russian official, criminal and spy, and his associate, as well as U.S. Sanctioned Russian defense
minister; (4) provide and attempt to provide the Russian official, criminal and spy, and his
associate, with direct access to then Presidential candidate Trump and his family for the purpose
of creating a “back channel” to Putin; (5) receive money and contributions from this known
Russian official, criminal and spy: and (6) provide an illegal gateway for illegal Russian money
and influence into our political system to the detriment of our laws and democracy. All of this
activity occurred despite the accepted and commonly held belief the Russian government has no
interest in the right of gun ownership of its citizens.

For almost three decades I investigated executive organizations that were either corrupt or
had become corrupted by criminal activity perpetrated or condoned by leadership or management.
The evidence outlined above establishes both directly and indirectly that the NRA, through its
leadership, has become corrupted by virtue of money and influence exerted by Russian criminal
elements and spies who, ultimately, one of which was rewarded for his success by the Russian spy
agency. Nevertheless, the NRA has been unwilling to identify and expose the sources of the
unprecedented $30 million in funds that were directed to Trump’s election campaign. A criminal
investigation is also the only way to detect, identify and expose the true source of this dark money.

Given the gravity of the criminal conduct outlined above, in my experience, it is imperative
that a criminal grand jury investigation be initiated in order to determine the extent of the NRA’s
criminal activity and the extent to which Russian money was actually contributed to support then
candidate Donald Trump’s Presidential campaign. Certainly, a grand jury investigation conducted
by DOJ’s Criminal Division whose components are led by career, non-political prosecutors who
have the experience to establish and prove criminal acts.
