Consulting Services for the Architectural, Detailed engineering Design and Costing for the
Construction of Staff Accommodation and Offices in Gambella, Itang, Dimma and Pugnido
UNHCR Compounds

1.0 BACKGROUND & CONTEXT

UNHCR Sub Office Gambella is about 30 years old. It is situated in less than a hectare plot and
consists mainly of prefabs which are worn out but since the office was earmarked for closure in
December 2013, minimal investments were made on the buildings. Previously, the staffing level in
the entire Gambella operation was 25 while there are 158 staff members currently under Sub Office
with three Field Offices Pugnido, Itang and Field Unit Dimma. This includes the affiliate workforce,
all of whom are provided with office space and some of whom are provided with staff
accommodation. In terms of capacity, the existing Gambella compound accommodate 19 staff
members, however, the compound is currently occupied by 23 staff members on a sharing
arrangement. To complement the existing facilities which are overstretched with no space for
expansion, the office has rented a guest house with 5 rooms. Additional 17 prefabs have been installed
for staff accommodation. The guest house which is situated within a residential area, is very congested
and it is impossible to achieve MORSS compliance.

Field Unit Itang comprises of 4 International regular staff, 1 National Officer and 15 national regular
staff and affiliate workforce, all residing in Gambella town where accommodation is only provided to
international staff. The staff members travel daily to the entry border point of Pagak which is about
110 kms from Gambella and to Kule and Tier Kidi camps which is about 50 kms from Gambella.
Logistically and security wise, this daily movements have been a nightmare and continue to expose
staff to road accident risks. However, with establishment of Field Office Itang, where there is no
suitable houses in the local market for national staff to rent, all staff will be obliged to reside in the
compound.

Field Unit Dimma comprises of 7 national staff and 2 international staff positions which are proposed
for transfer and/or creation in 2016. Currently, the office has rented a guest house which are being
used by staff as office and staff accommodation. The rooms do not have running water nor toilet
facilities. Access control for MORSS/MOSS has been a challenge as both premises belong to one
landlord.

As it stands now, minimal progress has been made during the on-going peace talks for South Sudan
and it is anticipated that there will be additional influx of about 30,000 refugees in 2016. Similarly,
there is a residual caseload in Okugo which is anticipated to remain for a long period of time. Also
note that there was relocation of refugees from Leitchor and Mattar last year to Pugnido that has seen
increased level of staff. In light of the above and given the limited office and accommodation space,
inadequate and deteriorated accommodation and vulnerable situation that staff are residing in, the
office has initiated the need for construction of suitable facilities in the UNHCR new sites at Gambella,
Itang, Dimma and existing compound in Pugnido.

2.0 THE CONSULTANCY
The Consultant will carry out the complete architectural, engineering and quantity survey services
related to the project design.
The prospective bidders are advised to conduct a site visit and find out other necessary details to meet
the specific needs of the project.
3.0 OBJECTIVE
The purpose of the proposed consultancy is to develop detailed design and tender documents for the
proposed construction of offices, staff accommodation and ancillary facilities in the four UNHCR
new sites at Gambella, Itang, Dimma and existing compound in Pugnido.
4.0 SCOPE OF WORKS
1. Undertake a comprehensive site assessment to facilitate consultations towards the
development of a design brief to guide the development of the Architectural and Detailed
engineering Design and Costing as per Ethiopian building codes for the Construction of
Staff Accommodation and Offices in Gambella, Itang, Dimma and Pugnido UNHCR
Compounds.
The site assessments to include
a) An environmental impact assessment of the project and consider the following during the
design:-
- Existing baseline environmental conditions.
- Potential environmental impacts both direct and indirect.
- Including opportunities for environmental enhancement.
- Design proposals to protect the environment.
b) Soil test on the site to determine its bearing capacities prior to carrying out the
Structural design of the project.
2. Master Plan: Contingent on the comprehensive site assessment, plan for and develop a site
management plan with the express objective of developing building and facility design
concepts. Undertake rationalization of services and space outlining facility use and the
development of a site circulation plan.
The Master plan should utilise the available space for each project component in view of the
enrolment / Capacity evolution within the coming years, putting into consideration spatial
orientation and necessary utilities in the two project sites.
3. Undertake the development of building/facility schematic and design criteria/ specifications
with specific reference to elements of the following
 The orientation of building(s),
 Structures – Roads, drainage, pavements
 Site design – landscaping,
 Ancillary buildings

single person. I would specify that the advertisement is for a
design company or consultant OFFICE, in order to exclude
the use of single professionals.

and the construction contractor on behalf of UNHCR. Such
control role cannot be outsourced and must be performed
by a UNHCR full-time staff member (permanent or TA). I
suggest hiring the PE first and then issue the advert for
designers.

Activity Two (2): Development of Design Brief

investigations as necessary to become familiar with the site and identify any further design or other
services necessary to be included in the design of the Staff Accommodation and Offices in Itang

ii. Review existing building codes and standards towards producing a report on the Ethiopian
Building Code and Facility Standards that will guide space utilization and services in the design of
the Staff Accommodation and Offices in Itang and Gambella UNHCR Compounds.
iii. Undertake one (1) day consultation with relevant Government officials and services providers,
with the view towards the development of a design brief. This should be inclusive but not limited
to services rationalizations, analysis of existing space and space utilization.
iv. Provide conceptual level estimate of the Project’s anticipated construction cost based on services

7.0 QUALIFYING CRITERIA FOR CONSULTANTS
The consultants must submit the following documents and with the indicated qualifications, namely:
 The firm should have a minimum 5 years working experience in consulting
 Company Profile detailing the personnel profile and similar work completed successfully;
 Copy of valid licenses, degrees and certificates;
 Taxpayer’s Identification Number
 Track record (list of clients and their addresses including contact numbers) and certification
of satisfactory compliance/performance from its major clients; and
 At least three (3) samples of projects completed (present designs and pictures);
8.0 REPORTING ARRANGEMENTS
The Consultant shall work closely and under the oversight of the UNHCR Head of Sub Office in
Gambella
9.0 DURATION OF ENGAGEMENT
The engagement will be for 30 working days starting from 1st March 2016
10.0 TERMS & CONDITIONS
 The Consultant shall provide the above services to the highest professional and quality
standards as deemed by UNHCR
 The Consultant shall not assign or transfer any of the obligations or benefits of the

minimum disciplines listed in my comment AS1), whose
members performed TOGETHER and successfully on similar
projects. This would provide an indication of the team’s past
experience. Interviews to their clients can provide
information on the quality of their performance.

i) UNHCR will not provide insurance cover, and holds no legal obligations, for 2nd or 3rd
party employees at any time. UNHCR will not be liable for any costs related to accidents,
physical harm, kidnappings, medical evacuation and/or professional negligence, third party
law suits or any other liabilities from entering into contract with second party or from any
hosting or transporting its employees.
ii) Second party employees will adhere to all security protocols and Code of Conduct if hosted
by UNHCR for any activity.
iii) The Consultant shall be held liable for any damage, loss due to his personnel’s negligence.

12.0 COST OF SERVICES

The bidder should submit their quotation in lump sum excluding VAT to be billed by milestone
deliverables, as follows:

13.0 EVALUATION AND AWARD OF CONSULTANCY
UNHCR will evaluate all proposals submitted and award the assignment based on technical and
financial feasibility. UNHCR reserves the right to accept or reject any proposal received without
giving reasons and is not bound to accept the lowest or the highest bidder. Only those shortlisted
will be contacted.

14.0 APPLICATION PROCESS

The Consultant should be competent enough to discharge the services as per the contract.
Interested applicants are invited to submit an expression of interest including:
 Proposal document which shows how the consultant intends to carry out the consultancy
work (should address most of the points mentioned on section 3 - 6 above)
 CV with including those of the lead Consultant/Team to carry out the assignment. Should
contain details of qualifications, experience and names of three professional referees.
