TERMS OF REFERENCE

Consulting Services for the Architectural, Detailed engineering Design and Costing for the
Construction of Staff Accommodation and Offices in Gambella, Itang, Dimma and Pugnido
UNHCR Compounds

1.0 BACKGROUND & CONTEXT

UNHCR Sub Office Gambella is about 30 years old. It is situated in less than a hectare plot and
consists mainly of prefabs which are worn out but since the office was earmarked for closure in
December 2013, minimal investments were made on the buildings. Previously, the staffing level in
the entire Gambella operation was 25 while there are 158 staff members currently under Sub Office
with three Field Offices Pugnido, Itang and Field Unit Dimma. This includes the affiliate workforce,
all of whom are provided with office space and some of whom are provided with staff
accommodation. In terms of capacity, the existing Gambella compound accommodate 19 staff
members, however, the compound is currently occupied by 23 staff members on a sharing
arrangement. To complement the existing facilities which are overstretched with no space for
expansion, the office has rented a guest house with 5 rooms. Additional 17 prefabs have been installed
for staff accommodation. The guest house which is situated within a residential area, is very congested
and it is impossible to achieve MORSS compliance.

Field Unit Itang comprises of 4 International regular staff, 1 National Officer and 15 national regular
staff and affiliate workforce, all residing in Gambella town where accommodation is only provided to
international staff. The staff members travel daily to the entry border point of Pagak which is about
110 kms from Gambella and to Kule and Tier Kidi camps which is about 50 kms from Gambella.
Logistically and security wise, this daily movements have been a nightmare and continue to expose
staff to road accident risks. However, with establishment of Field Office Itang, where there is no
suitable houses in the local market for national staff to rent, all staff will be obliged to reside in the
compound.

Field Unit Dimma comprises of 7 national staff and 2 international staff positions which are proposed
for transfer and/or creation in 2016. Currently, the office has rented a guest house which are being
used by staff as office and staff accommodation. The rooms do not have running water nor toilet
facilities. Access control for MORSS/MOSS has been a challenge as both premises belong to one
landlord.

As it stands now, minimal progress has been made during the on-going peace talks for South Sudan
and it is anticipated that there will be additional influx of about 30,000 refugees in 2016. Similarly,
there is a residual caseload in Okugo which is anticipated to remain for a long period of time. Also
note that there was relocation of refugees from Leitchor and Mattar last year to Pugnido that has seen
increased level of staff. In light of the above and given the limited office and accommodation space,
inadequate and deteriorated accommodation and vulnerable situation that staff are residing in, the
office has initiated the need for construction of suitable facilities in the UNHCR new sites at Gambella,
Itang, Dimma and existing compound in Pugnido.

2.0 THE CONSULTANCY

4.0 SCOPE OF WORKS

Activity Two (2): Development of Design Brief


i. Review existing data, reports, plans, and other information regarding the sites, and perform field
investigations as necessary to become familiar with the site and identify any further design or other
services necessary to be included in the design of the Staff Accommodation and Offices in Itang
and Gambella UNHCR Compounds.
ii. Review existing building codes and standards towards producing a report on the Ethiopian
Building Code and Facility Standards that will guide space utilization and services in the design of
the Staff Accommodation and Offices in Itang and Gambella UNHCR Compounds.
iii. Undertake one (1) day consultation with relevant Government officials and services providers,
with the view towards the development of a design brief. This should be inclusive but not limited
to services rationalizations, analysis of existing space and space utilization.
iv. Provide conceptual level estimate of the Project’s anticipated construction cost based on services

12.0 COST OF SERVICES

The bidder should submit their quotation in lump sum excluding VAT to be billed by milestone

13.0 EVALUATION AND AWARD OF CONSULTANCY
UNHCR will evaluate all proposals submitted and award the assignment based on technical and
financial feasibility. UNHCR reserves the right to accept or reject any proposal received without
giving reasons and is not bound to accept the lowest or the highest bidder. Only those shortlisted
will be contacted.

14.0 APPLICATION PROCESS


The Consultant should be competent enough to discharge the services as per the contract.
Interested applicants are invited to submit an expression of interest including:
 Proposal document which shows how the consultant intends to carry out the consultancy
work (should address most of the points mentioned on section 3 - 6 above)

contain details of qualifications, experience and names of three professional referees.
