Revenue momentum was soft on below-trend NII, a derivative of muted loan growth and
weak NIMs. Loan growth rose ~4% YoY, with 8.3% rise in domestic book, while run-down EW Banks and

in overseas book continued. Meanwhile, retail loans grew >15% (in line with guidance). Services Index

Outlook and valuations: Asset quality reversal cycle; maintain ‘BUY’ 12 months 44.4 22.4 31.0
The mega infusion announced by government will strengthen PNB’s balance sheet, ease
capital requirement pressure to address asset quality issues and also encourage lending.
With limited risk appetite, business momentum will continue to be soft, but asset quality
tailwinds will ensure advancement of normalisation year. Hence, we raise target multiple
for PSU basket (essentially for large players), leading to revised TP of INR256 (on 1x core
P/ABV; earlier INR180). We maintain ‘BUY/SP’. Key risk: Consolidation in PSU banking
space will be an overhang for leading PSBs including PNB.

Punjab National Bank

Company Description
PNB is northern India-based bank with over 6940 branches, most of which are in the states
of Punjab, Haryana, Uttar Pradesh, Madhya Pradesh and Bihar. More than 50% of its
branches are in rural and semi- urban areas. The bank’s balance sheet stands at around ~INR
7.3tn and has one of the highest CASA ratio among nationalized banks.

Investment Theme
From business perspective, things were no different since many quarters, reflected in muted
revenue momentum, a derivative of soft loan growth and weaker domestic NIMs. While
bank’s deteriorating health was arrested in Q2FY18, stress resolution is key. The mega
infusion announced by government will strengthen PNB’s balance sheet, ease capital
requirement pressure to address asset quality issues and also encourage lending. With
limited risk appetite, business momentum will continue to be soft, but asset quality
tailwinds will ensure advancement of normalisation year. In the backdrop of likely asset
quality recovery with recognition being largely done & resolution also kick starting,
valuation of <0.8x FY19E P/BV (core banking business) renders favourable risk-reward. We
maintain ‘BUY/SP’.

Key Risks
Any downturn in agricultural growth will hurt the bank’s asset quality as it has been growing
in this area.

Given the historical pace of expansion delinquencies can rise faster than expected. Higher
than expected slippages from restructured assets can risk asset quality.

Management is a key factor for the bank to sustain premium valuations (among PSU banks).
The key risk to our recommendation is replacement of present management by a weaker
business manager
