5 (a) IN GENERAL.—As part of the fiscal year 2020


6 budget request submitted to Congress pursuant to section
7 1105(a) of title 31, United States Code, the President
8 shall include exhibits that identify the resources allocated

1 by each agency to processing security clearances,
2 disaggregated by type of security clearance.
3 (b) CONTENTS.—Each exhibit submitted under sub-
4 section (a) shall include, with respect to security clear-
5 ances, details on the costs of—
6 (1) background investigations and reinvestiga-
7 tions;
8 (2) additional screening mechanisms, such poly-
9 graphs, medical exams, and psychological exams;
10 (3) adjudications;
11 (4) other means of continuous vetting, such as
12 continuous evaluation and user activity monitoring;
13 and
14 (5) the average per person cost for each type of
15 security clearance.

Purpose: To establish goals for promptness of determinations
regarding security clearances.

3 SEC. lll. GOALS FOR PROMPTNESS OF DETERMINA-

4 TIONS REGARDING SECURITY CLEARANCES.

5 (a) IN GENERAL.—The Council shall take such ac-


6 tions as may be necessary to ensure that, by December
7 31, 2021, 90 percent of all determinations regarding—
8 (1) security clearances—
9 (A) at the secret level are issued in 30
10 days or fewer; and

1 (B) at the top secret level are issued in 90
2 days or fewer; and
3 (2) reciprocity of a security clearance at the
4 same level are recognized in two weeks or fewer.
5 (b) CERTAIN REINVESTIGATIONS.—The Council shall
6 ensure that by December 31, 2021, reinvestigation on a
7 set periodicity is not be required for more than 10 percent
8 of the population that holds a security clearance.
9 (c) PLAN.—Not later than 180 days after the date
10 of the enactment of this Act, the Council shall submit a
11 plan to carry out this section to the appropriate congres-
12 sional committees. Such plan shall include recommended
13 interim milestones for the goals set forth in subsections
14 (a) and (b) for 2019, 2020, and 2021.
15 (d) DEFINITIONS.—In this section:
16 (1) APPROPRIATE CONGRESSIONAL COMMIT-

17 TEES.—The term ‘‘appropriate congressional com-


18 mittees’’ means—
19 (A) the congressional defense committees;
20 (B) the congressional intelligence commit-
21 tees (as defined in section 3 of the National Se-
22 curity Act of 1947 (50 U.S.C. 3003));
23 (C) the Committee on Homeland Security
24 and Governmental Affairs of the Senate; and

1 (D) the Committee on Homeland Security
2 and the Committee on Oversight and Govern-
3 ment Reform of the House of Representatives.
4 (2) COUNCIL.—The term ‘‘Council’’ means the
5 Security, Suitability, and Credentialing Performance
6 Accountability Council established pursuant to Exec-
7 utive Order 13467 (73 Fed. Reg. 38103; 50 U.S.C.
8 3161 note).
9 (3) RECIPROCITY.—The term ‘‘reciprocity’’
10 means reciprocal recognition by Federal departments
11 and agencies of eligibility for access to classified in-
12 formation.

Purpose: To modify the policy of the United States on cyber-
space, cybersecurity, and cyber warfare to include deter-
ring and responding to cyber attacks or other malicious
cyber activities that are carried out to affect the integ-
rity or outcome of United States elections.
