The main reason for the cancellation is due to changes in their


Approved Budget for the Contract in accordance with Section 41, Article XI
of the Republic Act No. 9184, which provides for the reservation of the
right of the Head of the Agency to reject any and all Bids, declare a failure
of bidding, or not award the contract due to justifiable reasonable ground
where the award of the contract will not redound to the benefit of the
government.
