MEMORANDUM

Subject: Award of Contract—Replacement of Artificial Turf Field at Richard Montgomery

High School

WHEREAS, The artificial turf field that originally was installed at the Richard Montgomery
High School stadium in 2008 has reached the end of its life cycle and needs to be replaced; and

WHEREAS, The average life cycle of an artificial turf field is approximately 10 years; and

WHEREAS, The following sealed bids were received on May 30, 2018, for the replacement
of the artificial turf field at Richard Montgomery High School:

Bidders Total

Sprinturf, LLC, Mount Pleasant, South Carolina $562,721

Frontier Environmental, Inc., Jones Mills, Pennsylvania $618,500
Astro Turf Corporation, Dalton, Georgia $735,719

and

WHEREAS, The low bid amount is within the staff estimate; and

WHEREAS, The funds are available in the Artificial Turf Field Program; and

WHEREAS, The artificial turf field at Richard Montgomery High School will be installed with
an infill mix system that uses a natural mineral substance and does not contain a synthetic
compound; and

WHEREAS, There are limited opportunities for Minority Business Enterprise subcontracting
on this project; and

WHEREAS, Sprinturf, LLC successfully has completed similar work in other jurisdictions;
now therefore be it

Resolved, That a $562,721 contract be awarded to Sprinturf, LLC for the replacement
of the artificial turf field project at Richard Montgomery High School, in accordance with drawings
and specifications prepared by the Department of Facilities Management.
