MAY 2018 – DEPARTMENT ACTIVITY REPORT

I. PLANNING APPLICATIONS:

In May of 2018, 43 planning permit applications were received.

II. BUILDING APPLICATIONS/INSPECTIONS:

In May of 2018, 37 Building Permit applications were received.

III. CODE COMPLIANCE CASES:

In May of 2018, 15 new code compliance cases were initialized.

IV. ENCROACHMENT APPLICATIONS:

In May of 2018, 17 encroachment permit applications were received.

V. YEAR-TO-DATE TRENDS

Table 1 includes the 2018 year-to-date totals (May), for planning and building permit applications,
encroachments and code compliance cases with a comparison to May 2017. As indicated in the table, there is
a 5% increase in planning permit applications, a 34% increase in building permit applications, and 2% increase
in code compliance cases, and a 2% increase in encroachment permit applications compared to May 2017.

AMBULANCE PERFORMANCE MEASURE

The performance goal for Code-3 (life threatening emergency-lights & siren) ambulance calls with a
response time of 5 minutes or less from dispatch to arrival is 95%. For the month of May 2018 the
ambulance was unable able to meet the performance measure. The response time was 94% with (2)
code-3 calls over 5 minutes.

FIRE PERFORMANCE MEASURE

The performance goal for Code-3 (life threatening emergency-lights & siren) fire calls with a response
time of 5 minutes or less from dispatch to arrival is 95%. For the month of May 2018 the fire
department was able to meet the performance measure. The response time was 100% with (0) code-3
calls over 5 minutes.

60 total calls for service in CBTS Average response time: 2:43 min.
49 total Code-3 calls

*There were two additional calls for service with a reponse time over five minutes. These were
non-emergency calls classified as Code 2.
BEACH FIRES Attachment 3

There were 8 illegal beach fires recorded during the month of May and 1 propane fire.

Beach Security Guards started working regular patrols on May 11th; Friday and Saturday nights from 5:00pm-
11:00pm.

During the Memorial Weekend we had three illegal fires.

MAY 2018 FORESTER REPORT

Forest and Beach Commission:


Commission actions in May included:
• Approved removal of an oak tree and eucalyptus tree, and pruning of a pine tree and oak tree, for
construction of a new home on Lincoln Street between 5th and 6th Avenues. The applicant must plant a
60” box oak tree on the site.
• Approved an application to remove 11 trees for renovation and expansion of the Carmel Police
Department building at the southeast corner of 4th and Junipero Avenues. The Commission also
conditionally approved planting 4 – 5 new trees along the Junipero Avenue sidewalk subject to the
Commission’s review of a final landscape planting plan.
• Rejected an application to remove 13 public trees to allow construction of new retaining walls and
sidewalk along the north side of Eighth Avenue between Junipero Avenue and Mission Street.

Carmel Beach:
Public Works/Forestry staff continues weekday cleaning of 9 smokeless fire pits and monitoring for problems,
which continue to be frequent. Staff also continued weekly cleanings and picking up litter left by visitors or
washed up on shore. Maintenance repairs continued on several of the Scenic Pathway beach stairs.

Trees:
On-call tree service contractor, West Coast Arborists, removed 8 dead or hazardous trees and pruned an
additional 27 trees within the City. John Ley’s Tree Service continued to water 86 trees planted by the Friends
of Carmel Forest and completed grinding of 6 tree stumps. Public Works planted 6 new lower canopy trees at
various locations.

Mission Trail Nature Preserve:


The Friends of Mission Trail Nature Preserve, along with the Carmel Rotary Club, held their monthly work day
clearing non-native plants and weeds around the Flanders Mansion and Lester Rowntree Native Plant Garden.
Lunch for all volunteers was provided by Grasings. Public Works staff picked up and disposed of large piles of
plant material that was removed. Also, proposals were received from three environmental consultants
regarding the scope of work and fees associated with a stream channel stability survey.

North Dunes:
In the North Dunes Habitat Restoration Area, project biologist Joey Canepa continued watering and monitoring
newly-planted native coastal plants and shrubs in the reclaimed areas. Volunteers assisted with pulling weeds
in the dune area. In addition, cable railing and posts were received at the Public Works Yard, and beginning
mid-June, staff will begin installation of these new cable railings to keep people from entering sensitive habitat.
