Project Name: Sindh Water Sector Improvement Country: Pakistan
Project Phase-I - Preparation of
Regional Plan for the Left Bank of
Indus Delta and Coastal Zone
Location within Professional Staff Provided by the Firm
Country :- Sindh Province
The Province of Sindh has vast irrigation and drainage network and it is one of the primary beneficiaries of the Indus Basin Irrigation
System (IBIS of Pakistan. The IBIS is considered as one of the largest contiguous irrigation system in the world. Of the total 14 barrages
of the IBIS, Sindh has-three major barrages on the Indus River that divert approximately 48 million acre feet MAF 59.0 billion cubic
meters- BCM) of water annually to the 14 main canal commands in Sindh. These canal systems have an aggregate length of 21,445
Km, which serve a gross command area (GCA) of 14.391 million acres (5.8 million ha). There are about 42,000 watercourses (tertiary
channels), which have an aggregate length of about 120,000 Km. Around 78% of the area in Sindh province is underlain by saline
groundwater, which is unsuitable for irrigation and other uses. Surface and sub-surface drainage systems are inadequate, resulting in
much of the drainage, effluent being either retained in the basin in disposed into rivers and canals. There are 13 existing surface
drainage systems in Sindh, which serve a total area of over 6.2 million acres (2.5 million hectares) and have an aggregate length of
about (6.133 Km). In addition, there are two sub-surface, drainage sytems, which serve an area of 0.10 million acres (0.04 million ha).
Due to inadequate drainage network and flat topography, nearly one-fifth of the canal command areas have been affected by water
logging and salinity. To address the problems of waterlogging and salinity in the Left Bank of the Indus River, the Left Bank Outfall Drain
111
(LBOD) has been constructed. The LBOD collects drainage water from the Sukkhar Barrage command area and drains to the sea
through a tidal link drain constructed as part of the project.
LBOD has performed very well, upper part of the LBOD area has benefited from the drainage, however, there are several issues in
outfall and coastal zone. Chronological history of development if irrigation and drainage genesis of the problems in this region. These
combined with increased development in the region demand preparation of a comprehensive regional plan for the handling flood and
drainage problems of the area on the Left Bank of the Indus River, delta and coastal zone.
Project / Study Area. The project or study area would include all area in Sindh province lying on the Left Bank of Indus River, delta of the
Indus River, associated wet lands, and adjacent coastal zone. In particular, it would cover the irrigation areas served by the Indus River
canals offtaking from the Gudu, Sukhar and Kotri barrages, area covered by Left Bank Outfall Drain (LBOD), its catchment and
backwash areas.
The objective of consultancy services is to prepare for the Government of Sindh (GoSindh) a regional master plan for addressing the
flooding issues and providing proper drainage to the area on the left bank of the Indus River through appropriate structural and non-
structural measures, including remedial measures for any outstanding deficiencies in the Left Bank Outfall Drainage System, measures
for retention and/or safe disposal of drainage, storm and flood water, improvement of wetlands in the delta area and in the coastal zone
recognizing their environmental importance and considerable economic potential for the local communities.
These studies was carried out in consultations with the stakeholders starting from beginning to end covering identification of the issues,
analysis and design of solutions. The work was carried out in phased manner. Each phase would be concluded through consultations
and shared understanding with the stakeholders leading to key decision necessary for carrying out work under subsequent phases. The
detailed Study of Waterways (Dhorras was conducted. The Problem in the restricted flow were identified and re-assignments of dhorras
were also provided. The assignment was carried out in four under mentioned phases:
Phase-I : Inventory and assessment of existing conditions and identification of issues and problems and preparation of a report
Phase-II : Identification of solutions covering structural and non-structural options and Institutional and management measures and their
technical environmental and social feasibility.
Phase-III : Preparation of detailed feasibility including technical, economic, environmental and social viability
and implementation/institutional arrangements for the solutions identified under Phase-II.
Phase-IV : Preparation of detailed design and biding documents for the most preferred solution for implementation in accordance with
the international standards.

Berths 5-10 at East Wharves consists of 6 Berths to be reconstructed using steel pipes and concrete coping. Berths will
be used as Shipping Berths for General Cargo. It is also envisaged that a Container Terminal will also be built on Berths
6-9 at a later stage. Construction sequence is complex since part of the existing berths are being used for shipping.
The project is complex since shipping activity is present at all times. The berths are to be re-constructed one-by-one and
handed over to the client to avoid congestion in the Karachi Port. Heavy Cranes to handle cargo are provided. Heavy
duty pavement and suitable infrastructure and services are to be provided for loading / unloading of the ships and
efficient movement of the ships in and out of the Berths.
Indus Associated Consultants assisted Scott Wilson Kirkpatrick & Co. in the detailed supervision of the construction
works of the project. The supervision work included day-to-day checking, supervising, inspecting and measuring
construction of the works, establishing topographical controls, sub-soil investigation and comparing with parameters of
the detailed design, carrying out modifications in piling to suit, ordering equipment like bollards, tie-rods, electrical
equipment etc., testing materials and equipment, issuing instructions to the contractor, checking and verifying bills and
issuing certificates, ensuring that the contractor produces construction and equipment manuals, preparing and
consolidating data for permanents records, preparing and checking as-built drawings, assisting client in settling
contractors claims, reviewing delays and extension of time to the contractor, when applicable.
